About this file

This is a Notice of Intent to Award a Sole Source Contract issued by the Department of War, Special Operations Command North (SOCNORTH) on 22 January 2026 for arctic equipment support and services. The solicitation number is H9229526QE001, and the contract will be awarded to Fort Wainwright DoD DFMWR under a firm-fixed-price structure. The NAICS code is 532284 (Recreational Goods Rental), and the procurement authority is FAR 13.501(a) for sole source awards when only one source is reasonably available.

The Government requires comprehensive arctic training equipment and services to support operations in Fairbanks and Eielson AFB, Alaska. Specific deliverables include 46 mission-capable snowmobiles with recovery kits, 38 heavy-duty pull-behind sleds, 11 trailers capable of hauling snowmobiles, 18 10-person arctic oven tents with heating stoves, and associated support equipment such as PPE, propane heaters, fuel cans, and cooking systems. A critical operational requirement is on-site maintenance support with the ability to provide replacement equipment within five hours of notification. The justification for sole sourcing cites Fort Wainwright MWR's unique combination of comprehensive inventory, immediate maintenance and proximity capabilities within the arctic training area, and proven logistical capability to manage complex, time-sensitive multi-location deliveries to multiple DoD units. Interested parties may submit detailed capability statements via email to the Contracting Officer, TSgt Ashton G. Smith, at ashton.g.smith.mil@socom.mil by 23 January 2026 at 1100 Mountain Standard Time. The Government retains sole discretion to determine whether to conduct a competitive procurement based on responses received.

DEPARTMENT OF WAR

SPECIAL OPERATIONS COMMAND NORTH

575 KINCHELOE LOOP

PETERSON SPACE FORCE BASE, COLORADO 80914

22 January 2026

Notice of Intent to Award a Sole Source Contract

Action: Notice of Intent to Award a Sole Source Contract for Arctic Equipment Support Solicitation Number: H9229526QE001 Agency: Special Operations Command North (SOCNORTH) NAICS Code: 532284 Recreational Goods Rental

1.0 Description of Action

SOCNORTH intends to award a firm-fixed-price, sole source contract to Fort Wainwright DoD DFMWR to provide leased arctic equipment, logistical support, and maintenance services. This action is conducted under the authority of Federal Acquisition Regulation (FAR) 13.501(a), "Only one source reasonable available."

2.0 Description of Requirement

The Government requires a contractor to provide a comprehensive set of equipment and services to support arctic training exercises in and around Fairbanks and Eielson AFB, Alaska. The requirement includes, but is not limited to:

• Forty-Six (46) mission-capable snowmobiles with recovery kits.

• Thirty-Eight (38) heavy-duty pull-behind sleds.

• Eleven (11) trailers capable of hauling multiple snowmobiles.

• Eighteen (18) 10-person arctic oven tents with heating stoves.

• Associated support equipment, including PPE, propane heaters, fuel cans, and personal cooking systems.

• A critical requirement for on-site maintenance support with the ability to provide a replacement for any failed equipment within five (5) hours of notification.

• Logistical capability to deliver specific equipment packages to multiple, distinct military units at various locations.

3.0 Justification for Sole Source

Market research indicates that Fort Wainwright MWR is the only source with the existing inventory, logistical infrastructure, and immediate maintenance capability to meet the Government’s full requirement. The determination is based on the following unique capabilities:

• Comprehensive Inventory: The vendor is the only identified source that possesses the entire range and quantity of required specialized equipment (snowmobiles, specific tent types, trailers, etc.) available for rent during the required Period of Performance.

Awarding to another source would necessitate multiple awards to various vendors, creating unacceptable integration risk and logistical complexity for the end-user.

• Immediate Maintenance & Proximity: The requirement for on-site maintenance and a 5-hour replacement guarantee in an extreme arctic environment is essential for mission success. The proposed vendor has a demonstrated physical presence and established support network within the immediate vicinity of the training areas, enabling them to satisfy this critical requirement.

• Logistical Capability: The vendor has the proven ability to manage complex, time-sensitive deliveries to multiple, separate DoD units across the Fairbanks and Eielson AFB operating areas.

4.0 Instructions to Interested Parties

This Notice of Intent is NOT a request for competitive proposals. However, all responsible sources who believe they can meet the Government's complete requirement are encouraged to submit a detailed capability statement.

The capability statement must be submitted via email to the Contracting Officer at ashton.g.smith.mil@socom.mil by no later than 23 January 2026 at 1100 Mountain Standard Time.

The statement must provide clear and convincing evidence that the interested party has the ability to provide all equipment and services as described in Section 2.0. At a minimum, the statement must address the vendor's ability to provide the full quantity of all line items, the plan to meet the 5-hour maintenance/replacement requirement, and the logistical plan for multi-location deliveries.

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
