Contractor Query Professional Response

2.1 Does the infill of the windows

need to comply with the SCIF requirement for STC wall installation?

Yes. In accordance with SOW Paragraph 2.1 (Demolition and Site Preparation), the contractor is required to completely remove all existing windows and infill the openings flush with the adjacent interior and exterior walls. The infill assembly must match or exceed existing insulation, finish, and structural STC ratings required for the SCIF envelope.

2.1 Are engineered drawings

required for the wall infills?

No. Engineered drawings are not contractually required for the window infills; however, installations must comply with standard construction practices and the thermal/acoustic boundaries defined in the SOW.

2.1 Is the intent to paint the

patches to match the existing building, or do you want the full exterior to be repainted?

The contractor is only required to paint the localized exterior and interior patches to match the color and finish of the existing surrounding walls. Full exterior repainting is not within the current scope of work.

2.1 There is wallpaper on the

interior walls where the windows are being infilled;

do you have the material spec so we can match?

No material specification is available for the existing interior wallpaper. The contractor shall source and utilize a matching finish to the greatest extent practicable to ensure a seamless aesthetic transition.

2.2 Do the walls for the security

vestibule, and supporting the new SCIF door, have any STC requirements?

Yes. The structural walls defining the security vestibule and supporting the SCIF entry door must meet the Sound Transmission Class (STC) ratings outlined in the ICD-705 standards.

2.2 Are engineered drawings

required for improvement of the subfloor and foundations for the SCIF door?

No. Engineered drawings are not required for subfloor or foundation modifications. However, the contractor must ensure the floor structure is suƯiciently reinforced to support the operational load of the designated SCIF door assembly.

겜겝겞겟겠겢겣겤겡 Section 2.3 & 2.4: Mechanical & Electrical Systems

Reference

Contractor Query Professional Response

2.3 Are the existing HVAC units to remain? Yes. The existing HVAC units are recently installed, fully functional, and are to remain in place.

2.3 The condensate line on the south HVAC

unit is discharging water directly on top of an electrical box. If existing units are staying, do you want the condensate lines extended away from the electrical source?

No modification to the condensate lines is required under this contract. The existing configuration is accepted as-is; however, the contractor should exercise standard safety protocols when working near these utilities.

2.4 We were unable to determine if the

existing electrical source is backed up by a generator or if there is additional power for the added needs in Building

6. Please provide as-builts for the building electrical source to determine: • Primary electrical feeding secondary panels• Location of Generator and ATS to determine backup capacity.

As indicated in Section 1.4, no electrical as-builts are available. Proposing oƯerors are expected to perform field verification during the site visit to assess the existing electrical service, panel capacities, and the presence or configuration of any backup power systems (Generator/ATS).

2.4 Do the electrical upgrades require

engineered drawings?

No. Engineered electrical drawings are not required.

2.4 Do the new workstations require power

poles or power sources in the ceilings for the modular workstations?

The contractor is responsible for identifying the most eƯicient and compliant routing path for workstation power. If the contractor’s field assessment determines that ceiling-fed power poles are the optimal path to deliver power to the modular workstations, this routing method should be detailed and priced accordingly in the proposal.

2.4 SOW Paragraph 2.4 states: "Plan to

verify, and if necessary, upgrade the electrical system." How do we price to verify and, if necessary, upgrade?

OƯerors should structure their pricing to include a comprehensive electrical inspection by a licensed electrician to verify that all outlets, circuits, breakers, and lighting systems are fully operational. Any existing deficiencies identified during this verification must be corrected. Additionally, oƯerors must calculate the total power load required for the equipment specified at each workstation in the SOW, compare it against the verified existing capacity, and include the necessary load upgrades in their firm-fixed-price proposal.

뭇뭈뭉 Section 2.5 - 2.8: Security, Fencing, and Doors

2.5 Is there a current IDS

UL2050 system in place? If so, can you provide a contact for that company?

There is no active Intrusion Detection System (IDS) currently installed in Building 6. As specified in SOW Paragraph 2.8, the contractor is required to supply and install a completely new IDS that is fully compliant with ICD-705 standards.

2.6 Does the existing

concertina wire need to remain in place during the fence install?

Yes. The existing concertina wire is active physical security infrastructure and must remain secured and functional throughout the duration of the perimeter fence installation.

2.6 Are there as-builts for

underground utilities to coordinate post locations?

No as-built utility drawings are available. The contractor is solely responsible for performing utility locating services (e.g., ground-penetrating radar, public utility coordinates) prior to any excavation or fence post-installation.

2.7 Does the install of the

SCIF door require engineered drawings?

No. Engineered drawings are not required for the SCIF door installation. However, the contractor must submit comprehensive manufacturer specifications and hardware submittals (Material Submittals) for review and approval prior to procurement, as outlined in SOW Paragraph 4.

2.8 Is there a current CCTV

with IDS UL2050 Monitoring system on campus to tie Building 6 into, or is Building 6 to be a standalone CCTV system?

There is no existing CCTV infrastructure on Building 6. The contractor must deliver a fully standalone CCTV system dedicated to Building 6, with monitoring and control restricted to authorized personnel within the facility. Refer to the attached ICD-705 documentation for system specifications.

꽎꽏꽐꽇꽑 Section 3.3 & 3.11: Operations, Scheduling, and Hazardous Materials

Reference

Contractor Query Professional Response

3.3 SOW Paragraph 3.3 states work

hours to be 0600-0559, Monday through Sunday (24/7). Is the building going to be occupied during the renovation?

Yes. Building 6 will remain occupied and operationally active during standard business hours. Consequently, high-impact or disruptive construction activities must be scheduled and executed during designated oƯ-hours.

3.3 If occupied, who is responsible for

protecting/relocating equipment (computers, desks, chairs)?

Government personnel will handle and relocate all sensitive computer and IT equipment. The contractor shall not handle, disconnect, or relocate any government IT assets. Accurate and timely schedule coordination is critical to ensure government personnel can clear target zones. The contractor is responsible for installing protective containment barriers (such as dust curtains) to segregate active work areas from operational government zones.

3.3 How much time should we

anticipate working oƯ-hours?

The allocation of standard versus oƯ-hours labor is at the contractor’s discretion. OƯerors should develop a comprehensive project schedule that minimizes operational downtime for the tenant mission while ensuring compliance with the project deadline.

3.11 Are there any hazardous materials

reports for Building 6?

Refer to SOW Paragraph 3.11 for all available guidance regarding hazardous materials.

3.11 Should we factor to perform

material testing on the existing building?

OƯerors must refer to SOW Paragraph 3.11 to determine the allocation of responsibility and requirements regarding material testing.

굫구굯군굱국굮굲굳굴 Layouts, Roof, and Structural Conditions

Subject Contractor Query Professional Response

Layouts The current building layout shows a false wall in the conference room; the proposed workstation layout does not show it. Is the false wall to be removed?

No. The existing false wall in the conference room is to remain in place and must not be demolished.

Layouts Both layouts have the building dimensions at 36’x75’. Field Verification has the building at 26’X67’-8”.

The contractor’s field-verified dimensions of 26' x 67'-8" are correct. Proposals and workstation layouts must be adjusted and priced based on these verified field dimensions.

Roof Pictures provided in the SOW show a damaged roof (pitted with holes). Does the roof need replacement?

No. Roof replacement is outside the current scope of work. Only tasks explicitly detailed in the Statement of Work are to be priced and executed.

Termites Picture shows termite damage. Does termite damage require to be remediated under this project?

No. Termite remediation and structural mitigation are not included in the SOW and do not form part of this contract's scope of work.

1. Please confirm the required acoustic standard for the SCIF perimeter is Sound Group 3 (STC 45), and confirm the contractor is responsible for bringing the perimeter walls, ceiling, floor, doors, and openings up to that standard. Please also identify any room the Government requires at Sound Group 4 (STC 50). The conference/VTC room is the likely candidate. Please read the Task Order to confirm that the Govt has not written an STC 45/50 perimeter wall requirement. This facility is a T-SCIF and is currently certified as such. The only Task Order requirement for STC is the SCIF door.

2. The work touches all six sides of the accredited security perimeter, so the path the Government chooses for accreditation during construction drives the labor, schedule, and price. The contractor's planned approach assumes the Government will suspend (stand down) the facility's accreditation for the construction period and relocate the classified mission, which allows the work to proceed with background-checked U.S.-citizen workers who pass a NACI, without continuous construction surveillance, and with all areas worked concurrently rather than one at a time. Please confirm:

(a) whether the Government will suspend accreditation and relocate the mission for the construction period, or whether the facility must remain accredited and operating during the work; The Govt will NOT suspend accreditation or relocate.

The Contractor shall bid accordingly. All work within the facility (electrical, HVAC, windows, vestibule, door, CCTV, and IDS) shall be coordinated with the Contracting OƯicer for either after duty hours or during a weekend. All exterior work can be completed during the Govt working hours (0700 – 1800).

(b) whether the Government will furnish an approved Construction Security Plan, or confirm that one is not required for the chosen path; A CSP will be provided once approved by AO. No additional contractor costs are associated with CSP.

(c) if accreditation must be maintained during the work, the construction security requirements that will apply, including any requirement for construction surveillance technicians and cleared escorts, so these can be priced. No, it is a conflict of interest.

3. Please confirm whether the space will be vacated for the construction period or whether Government operations must continue in the building during the work. If operations must continue, please identify which rooms must remain in use and the hours available to the contractor, since this determines whether the work can proceed in all areas at once or must be phased one area at a time. Phasing aƯects both schedule and price, and this question is closely tied to the accreditation path in question 2. See question 2 answer.

4. Please confirm which acceptance tests the contractor is to furnish at completion and who witnesses them for the Accrediting OƯicial's sign-oƯ. The contractor's base price includes a field acoustic test of the perimeter to confirm the Sound Group rating, plus functional acceptance testing of the intrusion detection and access control systems. Please confirm this scope and identify any additional testing the Government requires for accreditation, recognizing that the acoustic values in the design are estimates confirmed by the field test at accreditation. See question 1 answer. IDS testing will be completed by the Govt and witnessed by the instillation contractor for acceptance.

5. The solicitation references Building 6 drawings marked CUI that were not included in the posted package. Please release these drawings, including any as-built electrical and structural sheets. During the site survey, the contractor could not determine the origin of the upstream power serving the two 200-amp exterior panels, or whether backup power is available; the electrical as-builts may resolve this. There are no As- Builts, design drawings, spec sheets, details, etc.. for Building 6.

6. To avoid pricing items the Government will furnish, please provide the complete list of Government-furnished equipment and property for this task order. Electrical and Escorts.

7. The SOW sections 2.1 through 2.8 contains no roof scope, yet the Government-furnished Building 6 photo package documents active roof defects and water intrusion, including images captioned "Pitted roof," "Hole in roof" (two separate photos), "Water damaged flooring conference room," "Water damaged exterior wall in conference room," "Damaged duct in conference room," and "Some termite damage." Any continuing leak will damage the finished, warranted work, and the SOW requires a one-year warranty on materials and labor with a 24-hour warranty response under 3.5. Please confirm:

(a) whether roof repair is the contractor's responsibility, given it is absent from

2.1 through 2.8; No roof repair.

(b) that, consistent with the unforeseen hazardous materials mechanism in 3.11, the Government will address roof and water or termite remediation discovered or required beyond what is shown in the photos through a contract modification; Please read paragraph 3.11.

(c) The roof's age, if known.

8. When the 14 windows are removed, the exterior must be infilled. Please confirm:

(a) whether patched and blended to match sun worn exterior meets the requirement; Yes

(b) whether the Government wants the entire building exterior refinished so there is no visible outline of the infilled windows. Please read Task Order for what the Govt wants.

9. Please confirm that the contractor should include a survey for asbestos and lead-based paint prior to demolition. The SOW addresses unforeseen hazardous materials discovered during work in 3.11; this question concerns whether a pre-demolition survey should be priced. I cannot tell you what you should bid on.

10. The communications room could not be entered during the site survey. Is there a fire alarm control panel (FACP) located in that room, or does a separate base or building fire alarm system cover Building 6? There is no Fire Alarm or Fire Suppression requirement in the Task Order.

11. Should the contractor include the connection points and transfer switch for a future generator in the base bid? Please read the Task Order paragraph 2.4.

12. Should the contractor include a FIPS-compliant transmission communicator with line security in order to satisfy the requirement for the IDS to be monitorable by the Government-designated monitoring station? Please read Paragraph 2.8 of the Task Order.

13. Is the contractor responsible for the interior network cabling (approximately 90 data outlets) and any outside-plant cabling brought into the building, or is some portion provided by the Government or another contractor? The contractor is only required to complete the work outlined in the Task Order. Nowhere in the Task Order does it ask for network cabling or data outlets.

14. To give the Government a clear and competitive price, the contractor plans to submit: (1) one firm-fixed price for the required work; (2) a short list of optional items beyond the required work, each priced separately, that the Government may choose to fund; and (3) named allowances and unit prices for conditions that cannot be seen until demolition begins, such as hidden water damage. Does the Government accept this method of presenting the price? Please confirm price formatting and structure. We cannot tell you how to write your proposal or submit your bid.

15. The contractor will install the alarm system to the UL 2050 certification standard using a UL-listed alarm company and will include the alarm transmitter in the base price. The contractor's understanding is that ongoing monthly monitoring and testing is a separate service the Government arranges and is not part of this contract. Please confirm. Please see Paragraph 2.8 in the Task Order. IDS testing will be completed by the Govt prior to acceptance; including the alarm monitoring company receiving the active alarm. This must be set up prior to testing.

Are we supposed to run dedicated circuits to (30) stations, server room equipment, server racks or is power already existing? Great question. I cannot tell you how to do the work, write your proposal, or price this project out.

Are there already 30 stations along with all equipment on site and currently operating? There are currently 25 desks (no room for more) and 14 completed workstations. This is slowly growing and soon all desks will have the same set up outlined in the Task Order.

Is there a natural gas line in the vicinity to feed ATS Generator? Please provide location for current gas line in relation to building 6. On the other hand, if standby generator is going be powered with bottled propane, is tank and line being provided by the Government? Once awarded, the contractor is required to provide submittals for all items to ensure the Govt accepts prior to the contractor purchasing any equipment or material. Please see paragraph 4.2 in the Task order.

Are we supposed to supply additional lighting for vestibule, if necessary, or are you providing it? Not going to tell you how to bid a project based on current NEC, ADA, or lighting requirements.

Please provide new wall layout desired for vestibule? The Task Order gave you the rough dimensions, expecting the contractors to refine this.

Will building be in use while work is taking place? Depends on your work schedule. See Paragraph 3.3 in the Task Order.

Will the Government accept sheetrock, tape/texture and paint to cover present window openings? If not, please specify what finish material is desired. Please read paragraph 2.1 in the Task Order.

Is the government providing all the material for the chain link fence or just the concertina wire?

Please read Paragraph 2.6 in the Task Order. Is present concertina fence being removed by others? The current concertina fence will remine in place until permanent fencing is completed.

The Govt will remove concertina when fence is accepted.
