About this file
This is a Q&A document containing 12 questions and responses regarding RFQ H9227725QT002 for Global Trackers issued by US Special Operations Command. The document clarifies key requirements and submission deadlines.
The RFQ requires delivery of serviceable global tracking devices within two weeks of contract award, utilizing the Iridium satellite network. Tracking specifications include 12-hour stationary pings and 30-minute pings while moving, with 2-48 messages per device per day. The lot pricing must include all satellite activation fees, annual data plans, website access plans, and shipping charges. The devices will not use EMSS communications pathway or integrate with government systems (FT-MMC, TAK server), but must include a monitoring dashboard with admin capabilities to create view-only accounts. RFI submissions are due December 19, 2024 at 5:00 PM EST, with quotes due December 23, 2024 at 11:00 AM EST (extended from original December 20 deadline).

H9227725QT002 Global Trackers RFI / Inquiry Tracking
1. Can you please clarify the due date and time? There are two different dates and times that appear to be listed, RFI today at 5 PM and quote tomorrow at 11 AM, both Eastern.
Response: There are two hard dates/times in the RFQ. “Any requests for information (RFIs) must be submitted no later than 19 December 2024, 5 p.m. Eastern Standard Time.” Any RFIs received after that date/time stamp will not receive a response. “Quotes shall be submitted no later than 20 December 2024, 11:00 a.m. Eastern Standard Time.” Any quotes received after that date/time stamp will not be considered as responsive to the RFQ.
This SAM posting has been amended to allow time to address and respond to the received RFIs. “Quotes shall be submitted no later than 23 December 2024, 11:00 a.m.
Eastern Standard Time.”
2. Please can I request what airtime subscription you would require for the trackers mentioned in RFQ H9227725QT002 Global Trackers. If this is unknown, please confirm expected message transmission per day.
Response: Minimum of 2, maximum 48 messages/device/day.
3. Can you clarify how many report location updates you’d need per day/week/month so that we may formalize a quote for the annual service?
Response: 12hr stationary ping, ½ hour moving.
4. Do you have a preferred satellite network for your solution?
Response: Iridium
5. It appears that the RFQ referenced is only for Global Trackers and not for the satellite services that would allow those trackers to communicate. Generally, those services are a separate line item and with a set service period. Is it the government's intent to issue a separate RFQ for the service plans for these Global Trackers? Is the government's intent to purchase the Global Trackers without service plans? Would the government consider a combined price in the quote for both Global Tracker and a year of service?
Response: Attachment 1 Requirement Specification Global Trackers Combined Synopsis- Solicitation states: “8. Pricing: Lot pricing must include all additional fees including Satellite Activation Fees, Annual Data Plans, Annual Website Access Plans, Specified data rates included in plans and Shipping/Freight/Delivery charges to specified Delivery Location.”
The pricing unit of measure is “LOT”, meaning the pricing provided must include all of the items identified in #8 as part of the price. This includes “Annual Plans” for the listed areas.
The requirement is an “immediate need” with a delivery of serviceable and usable trackers delivered two-weeks after award of contract. Pricing and responses shall meet these requirements.
6. Will these devices be using the EMSS communications pathway for accessing satellite services? This is a DOD-funded pathway for all-you-can-use Iridium satellite data service.
Response: No
7. What is the desired optimal number of pings per day for the application at hand? Typically we either see a timed reporting (n messages per hour/day, e.g. transmit every 15 minutes or transmit hourly 24x7x365) or a motion/stationary reporting setup (transmit every x times per day when stationary, every y times per hour when in motion, such as every hour stationary/every 15 minutes in motion).
Response: 12hr stationary ping, ½ hour moving.
8. Does the government require these devices to tie into the government's EMSS Iridium Gateway? As B----- noted, that requires an additional line item for the software that enables the devices to "speak" to the gateway per se.
9. Does the government require the PLI data from the devices to stream to the FT-MMC?
10. Will the PLI data from the devices need to integrate into a TAK server? We will need to know if the unit requires our ATAK plug-in.
Response: No,
11. I also spoke with one of our distributors --- whom I believe you communicated with last week. Can you please confirm the delivery timeline expectation for the trackers?
Response: The requirement is an “immediate need” with a delivery of serviceable and usable trackers delivered two-weeks after award of contract.
12. Do you plan to activate the service on a DoD EMSS account directly? Or activate through a provider with commercial service? Given the requirement to view the data in a portal I assume the later…?
Response: Quote must include dashboard for monitoring device tracks. Admin account must be able to create view only user accounts. These will not be tied in to government streams.
