About this file
This is a Questions and Answers document for RFI Direct Action H92257-26-U-SW01, issued on 30 January 2026. The document addresses clarifications regarding contractor qualifications, staffing, security clearances, equipment provisions, and contract administration for a special operations training support requirement.
Key qualification and staffing clarifications include: Close Quarter Tactics or foundational CQB training will not be accepted as equivalents to formal Service Special Operations CQB course graduation; comparable instructor experience will not substitute for formal CQB course instructor experience; training certificates are acceptable for validating qualifications with Key Personnel resumes required at proposal submission and other personnel verification required post-award; and the Government will consider a reasonable post-award substitution window for key roles. Episodic support will be scheduled in advance rather than on-call, and historical usage patterns will be provided in the solicitation. Contractor instructors will be integrated with Government cadre and primarily perform execution-only roles, though they will assist with curriculum editing for grammar, structure, and punctuation. The Episodic Professional Assistant does not require Active Secret Clearance, but Episodic DA SME, Episodic Combat Marksmanship Instructor, and Episodic Direct-Action Instructor must have Active Secret Clearance at contract award. The Government will provide weapons, optics, ammunition, safety equipment, and Personal Protective Equipment. A minimum 14-day transition period is anticipated. Travel funding and a pricing workbook will be provided in the final solicitation. Multiple contract vehicles are under consideration including GSA MAS, GSA OASIS+, and SOFGSD. Key Personnel resumes will be required and redacted. Offerors must provide methods to mitigate TEEP conflicts during the initial performance period.

QUESTIONS & ANSWERS
30 JANUARY 20262
1. For labor categories requiring graduation from a Service Special Operations CQB course, will the Government consider Close Quarter Tactics (CQT) courses or foundational CQB training received during initial Reconnaissance training (e.g., BRC) as acceptable equivalents?
a. No
2. For requirements specifying instructor experience at a Special Operations CQB course within the past three years, will the Government accept comparable instructor experience in lieu of formal CQB course instructor experience?
a. No
3. What documentation will be required to validate qualifications (e.g., DD-214s, training certificates, instructor evaluations), and at what point in the acquisition life cycle (proposal submission vs. post-award)?
a. Training certificates are acceptable for validating qualifications. Resumes of Key Personnel must be submitted with the proposal. Verification for other personnel will be required after the award.

a. Yes
5. Will episodic support typically be scheduled in advance, or should offerors plan for short-notice or on-call surge requirements?
a. Yes, episodic support is scheduled in advance.
6. Are there historical usage patterns (by course or fiscal year) the Government can share to support more accurate staffing and pricing assumptions?
a. That information will be provided in the solicitation.
