Statement of Work for

Force Protection, High-Risk Driving Course

Marine Corps Forces, Special Operations Command

Camp Lejeune, NC

1.0 BACKGROUND

The Marine Corps Forces, Special Operations Command (MARSOC) requires services for Force Protection training and High-Risk Driving course to support Marine Corps Forces, Camp Lejeune, NC. This requirement consists of performing training utilizing vendor facilities uniquely configured to concurrently accomplish all training from the 8th to the 18th of December 2014. These training courses require specialized facilities, equipment, and instruction MARSOC cannot accommodate due to prior training commitments, number of available instructors, and lack of training facilities.

2.0 OBJECTIVES

Vendor shall provide a 10 day period of instruction for 12 personnel, detailing force protection, surveillance detection, mobility and marksmanship, vehicle commandeering, defensive & offensive driving day and night to both detect and counter terrorist threats as well as enhancing individual driver ability to counter the inherent threats of driving in a third world environment. Training shall focus on driving in high traffic paved and unpaved urban environments utilizing sport utility vehicles (SUVs), and if available, NSTV/HILUX trucks; both Manual and Automatic transmissions.

3.0 SCOPE OF WORK

3.1 The vendor shall provide all management, personnel, training facilities, vehicles, and equipment required to support this training package that includes instructors, role players and training aids, as necessary.

3.1.1 Program of Instruction:

A 10 day course focused on offensive, defensive, and evasive driving, and surveillance detection to ensure students develop a strong capability for force protection for deployments in support of MARSOCs mission.

3.1.1.2 Objectives:

The vendor shall provide progressive and practical scenarios on the following objectives. Scenarios shall be developed by the contractor to replicate and train to low profile operational environments. The vendor will be provided with types of terrorist attacks and regional information after contract award.

The vendor shall provide course of instruction over the following topics/techniques:

· Vehicle familiarization and set-up

· Hasty/Emergency vehicle repairs

· Vehicle dynamics

· Technical driving

· Un-improved dirt road driving

· Off-road recovery techniques (utilizing team equipment)

· Attack recognition

· Evasive maneuvers

· Ramming roadblocks

· Attack scenarios

· Vehicle and Firearm Tactics

· Vehicle Evacuation / Bump Plan

· Static and Moving Vehicle Counter Ambush scenarios

· Immediate Action/React to Contact scenarios

· Day and Night scenarios

· Casualty Scenarios / Down Driver / Mass Casualty

· Motorcade Operations

· Vehicle Commandeering

· Selection, security systems defeat, and practical application

· Urban Evasive Driving

· Transition from driving paved roads to unimproved roads

· PIT

· Downed driver and push-out scenarios

3.1.1.3 Personnel requirements:

Vendor shall provide an instructor to student ratio of 1:3 for driving instruction and at least 1:12 for classroom instruction. Instructors are required to be subject matter experts and are required to have a minimum of two (2) years experience in classroom and on-hands training. Experience will need to range from Military SOF experience to professional motorsports in order to cross-pollinate backgrounds so that the course provides tactical and technical expertise and a broad spectrum of training and experience. Vendor is required to submit resume’s for all primary instructors to verify experience. Vendor shall also provide all necessary role players, range, track, and medical personnel, as necessary for the course.

4.0 PLACE OF PERFORMANCE

5.0 PERIOD OF PERFORMANCE

The contractor shall provide a training program from 8-18 Dec 2014 consisting of five (5) days of driving, four (4) days of off-road driving and one (1) day of vehicle repairs/self-recovery. Hours of training each day will be dependent on at least 90% of students mastering each taught skill and lesson of at least 90% passing evaluation.

6.0 TRAINING FACILITY

The training shall be conducted at the contractor’s location with the necessary facilities and equipment as described below:

CLASSROOM – climate controlled building with necessary multi-media capabilities and training aides, tables, chairs to accommodate 12 students.

DOD/DOJ – N/A

PAVED TRACKS – a full course of at least 1.5 mile of track. The courses will need to be able to be used for night time driving to simulate low light scenarios and to provide unfamiliar roads to the students. All tracks must be useable during the winter months.

UNDEVELOPED ROAD CIRCUITS – at least 2.6 miles of undeveloped roads that are also used to further expand the off-road sector of the drivers training. They will be purpose built courses; real circuits that offer all radiuses, hills, blind crests, and obstacles students could possibly face in a real world.

OFF-ROAD OBSTACLE COURSE – at least a 1.25-mile off-road course with obstacles, which incorporates such items as rock pits, mud pits, deep ruts, and log bridges.

SAND PIT – to provide a place for low traction off-road exercises.

SKID PAD – a minimum 400’ x 400’ skid pad that is coated and may be inundated through an in-ground sprinkler system for skid control training.

LODGING – Six (6) double rooms, each with a private bath, refrigerator, TV, high speed internet, and telephone.

MEALS – Vendor is requested to submit a proposed price for meals for the entire duration of the course.

VEHICLES - all vehicles necessary for the course, including SUVs and if available, NSTV/Hilux trucks. All maintenance, parts, gas and oils, and tires will be provided by the contractor.

SAFETY EQUIPMENT – All necessary safety equipment for the track and students

7.0 SAFETY/ CLEAN-UP

Training shall be conducted safely utilizing safety procedures for track operation, range control. Contractor shall also be responsible for all track and classroom clean-up.

8.0 CONTRACTOR FURNISHED EQUIPMENT

Contractor shall provide all vehicles, facilities, equipment obstacles, and training aides. The contractor will also provide a course outline and academic course materials for each student. The contractor is also responsible for any evaluation/testing materials required for the course. Contractor will make available lodging with six (6) double rooms for 12 students with each room having a private bath, refrigerator, a 32” flat screen TV, cable, high speed internet, and a telephone. Contractor will provide any parts, equipment, and personnel required to maintain and repair vehicles used throughout the course.

Contractor will provide all safety equipment and gear and personal protective equipment for students and instructors.
