H92257-15-Q-0016 High Risk Driving Course

Questions and Answers – November 12, 2014

Question 1: Paved Tracks - a full course of at least 1.5 mile of track. (Our track is US Department of State approved at 1.3 miles.)

Answer 1: 1.3 miles is acceptable

Question 2: Undeveloped Road Circuits - at least 2.6 miles of undeveloped roads that are also used to further expand the off-road sector of the drivers training. (Our unimproved road track is 1.8 miles but adjacent to off road tracks totaling an additional 2.4 miles for a total of 3.2 miles)

Answer 2: 3.2 miles is acceptable

Question 3: Skid Pad - a minimum 400' x 400' skid pad that is coated and may be inundated through an in-ground sprinkler system for skid control training. (Our skid pad is 300 x 300 which is the state department requirement).

Answer 3: As long is this is sufficient size for large SUVs and full size trucks. If so, then this size is acceptable.

Question 4: We have a six day course that we believe would achieve your objectives and to ensure that 90% of students achieve mastery we offer the course at a 2:1 student to instructor ratio. My question is:

would you consider changing the requirements to be deemed technically acceptable?

Answer 4: Yes, if mastery of expected requirements can be met in 6 days

Question 5: We are able to offer all the weapons and ammo required achieving the objectives in the SOW, do you want weapons and ammo included in the proposal?

Answer 5: No. Ammo (5.56 and .45) and Weapons (M4 and 1911) will be furnished by government but, would need to know how much ammo to bring.

Question 6: Does the training require a Surveillance Detection Class including lecture and practical application with scenarios or a Surveillance Detection Lecture/Brief?

Answer 6: Yes, Surveillance Detection Class including lecture and practical application with scenarios

Question 7: Does the Vehicle and Firearms Tactical portion of training require live fire training exercises? If live fire is required will the government provide the weapon systems and ammunition or is this a requirement of the contractor?

Answer 7: Yes, training requires live fire training. Ammo (5.56 and .45) and Weapons (M4 and 1911) will be furnished by Government but, would need to know how much ammo to bring.

Question 8: Will the Government provide dye marking cartridge (simmunition) weapons, ammunition, and protective gear or is the contractor responsible to provide dye marking cartridge weapons, ammunition, and protective gear for training scenarios?

Answer 8: Simmunition (5.56 and .45) and Weapons (M4 and 1911) will be furnished by government but, would need to know how much ammo to bring.
