STATEMENT OF WORK (SOW) FOR LIMA COMPANY MISSION PLANNING COURSE
1.0 Introduction. The Government intends to award a one (1) time Firm Fixed Price Time and Material Contract.
2.0 Background. Lima Company is developing a Pre-deployment Training Program that addresses all the necessary skills for a successful advise and assist deployment. The Company has determined a critical requirement is the ability for the unit to rapidly and effectively conduct SOF planning. The course must be designed to encompass all skill-sets organic to an MSOC/MSOT.
3.0 Scope. Provide Subject Matter Expert (SME) instructors, classroom instruction, demonstrations, and practical application on Company/Team level SOF mission planning. The course needs to incorporate and tasks organize all members of a MSOC in a practical application based period of instruction.
4.0 General Requirements.
4.1 The Contractor shall provide four days of Special Operation Forces Mission Planning to approximately 35 students. The training will include the following subjects at a minimum:
4.1.1 SOF Operations (definitions, authorities, legalities)
4.1.2 SOF planning / deliverables
4.1.3 Intel Considerations / targeting (bottom up target development)
4.1.4 Urban planning considerations
4.1.5 Contingencies / Evasion Plan of Action planning
4.1.6 Target Analysis/ F3EAD
4.1.7 Tactical planning exercise providing the students opportunity to show mastery of skills taught
4.2 Contractor will provide two (2) instructors for the SOF Mission Planning. Instructor minimum qualifications are as follows:
4.2.1 Subject Matter Expertise (SME) in all SOF mission planning subjects.
4.2.2 Minimum of 10 or more years experience within United States Special Operations Command (USSOCOM) or Special Missions Units in USSOCOM/Joint Special Operations (JSOC) as a Staff Non-Commissioned Officer (SNCO) or Officer with multiple successful tours within a Special Operations Unit.
4.2.3 Instructor is considered highly qualified if they also possess SME as an operator within Special Forces or Special Missions Units and have conducted SOF planning and missions in the Global War on Terrorism (GWOT).
5.0 Deliverables. The following deliverables are provided by the contractor:
5.1 Class Schedule
5.2 Practical exercises and evaluation/testing criteria.
5.3 (35) Mission Planning student handouts and examples.
6.0 Government-furnished property
6.1 Any training aids or specific equipment required outside of contractors requirements per this contract and will be hand receipted.
6.2 Government Furnished Equipment, Material, and Work Space. The government can provide work space, common printer access, materials, and support required to accomplish the assigned tasks.
7.0 Security Requirements.
7.1 Security will be IAW a specific DoD instillations policies and procedures and the PM (TRASYS) base contract DD254.
7.2 All personnel working under this contract must possess a SECRET level personnel security clearance (PCL) in the Joint Personnel Adjudication System (JPAS) at the time of award. The government will not incur any additional cost for the contractor to achieve the certification requirements.
7.3 The Contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting Government property, and for the security of automated and non-automated management information systems and data are fulfilled.
7.4 The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information.
7.5 The Government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
8.0 Travel
8.1 Any transportation costs incurred are the responsibility of the contractor and should be included in the cost estimate.
8.2 The contractor is responsible for movement of its personnel to and from the training site.
