1. SUMMARY: The U.S. Marine Corps Forces Special Operation Command (MARSOC), 3rd Marine Special Operations Battalion, Camp Lejeune, North Carolina, has a requirement for Role Player Support in accordance with the attached Statement of Work (SOW). The resulting award will be a Firm-Fixed Price (FFP) contract.
2. SOLICITATION ATTACHMENTS:

3. SUBMISSION OF QUOTES: Quotes must be returned to the below listed address no later than the date and time specified: 25 Nov 2013, 1200 P.M. EST(eastern standard time). Quotes may be hand carried, submitted by mail through the U.S. Postal Service, sent via commercial courier service (FedEx, UPS, etc.), Emailed or Faxed. The Government reserves the right to make award solely on initial quotes received. Faxed or Emailed quotes should be followed with a verbal conformation that the quotes were received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. 4. ONLINE REPRESENTATIONS & CERTIFICATIONS APPLICATION (ORCA):
Offerors shall submit representations and certifications electronically at http://orca.bpn.gov/. Certification is required prior to submission of the offer.
5. QUESTIONS CONCERNING THE SOLICITATION:
Questions must be submitted in writing no later than 20 Nov 2013 at 10:00 a.m. (Eastern Time) to the email address listed below. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. All questions will be reviewed and responded to by an amendment to the solicitation on or about 21 Nov 2013.

6. CONTRACT AUTHORITY: The Government will solicit and award this contract using Simplified Acquisition Procedures, in accordance with FAR part 13.
7. AWARD: The Government will place an order resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, is the lowest price technically acceptable (LPTA).
1. Technical: In order be considered technically acceptable, the contractor shall conform to all aspects of the SOW.
2. Price: Pricing shall be the contractor’s best and final price.
3. Delivery: Ability of the contractor to meet the Governments timeframe in the location desired.
The Government may award based solely on information contained in the quote and is not obligated to seek completion or clarification of any or all of the evaluation factors.
