Award will be made on a lowest-price technically acceptable (LPTA) basis considering the following two factors:

A finding of Unacceptable in Factor 1 shall result in the entire quote being determined unacceptable and, therefore, ineligible for award. The Government shall evaluate Technical Quotes using the following adjectival ratings:
Acceptable: Quote meets the requirements of the solicitation.
Unacceptable: Quote does not meet the requirements of the solicitation.
FACTOR 1 - TECHINCAL: The Government will evaluate information submitted by the Quoter for this factor and will make an acceptable or unacceptable rating.

Unacceptable is defined as:

The evaluated price of the option under FAR 52.217-8 will be calculated by the Government at 50% of the total price of Ordering Period 5. In case of any discrepancy between a unit price and an extended price, the unit price will be presumed to be correct, and the Government reserves the right to adjust the offeror's total evaluated price accordingly without seeking further clarification from the offeror. Note that pricing for all items is required, otherwise the quote will be considered ineligible for award.
All offerors shall be considered in terms of price, lowest to highest, and then the apparent lowest-priced offeror will be evaluated for acceptability under the technical factor. If the lowest-price offeror is evaluated as unacceptable, the acceptability of the next lowest-price offeror will be evaluated, continuing this process as necessary.
