About this file

This document is a Request for Information (RFI) for LVP Flooring Materials issued by the United States Special Operations Command. The solicitation seeks Luxury Vinyl Plank (LVP) flooring with specific requirements, including 7 mm thickness (with some flexibility down to 6 mm), 8.7 in. width, 47.6-60 in. length, and a 20-22 mil wear layer. The government is seeking flooring for multiple areas across first and second floor spaces, totaling approximately 28,239 square feet with a 10% waste factor. The procurement is a 100% Small-Business set-aside Firm-Fixed-Price contract, with quote submissions due by 1000am Eastern on 8 SEP 2025.

Key technical specifications include a wood-like grey color preference, compliance with Buy American Act, and installation over concrete and existing CVT squares in various offices and spaces. Vendors may propose multiple solutions, with the award based on lowest price technically acceptable criteria. Additional materials include wall base (1/8" thickness), wall base adhesive (30oz tubes), and a moisture barrier. The government has specific handling capabilities, including an 11k forklift and material handling equipment for receiving, and will assist with off-loading materials. Respondents must ensure their products meet dimensional, wear layer, and Buy American Act requirements.

The specs listed "LVP Flooring-- 7 mm thickness x 8.7 in. width x 47.6 in. length; 22 mil wear layer" are those of lifeproof LVP found at Home Depot. For most planks that are 9" wide, most manufacturers make their plank length is 60" and not 48". Would you be willing to accept a 60" plank? The 60" planks have less seams so it looks better.60" planks are also acceptable.15-Aug-25
The 22mil wear layer is great, but would you accept a 20 mil wear layer? Most manufacturers use a 20mil wear layer. If you're rigid about the 48" plank and 22mil wear layer, I'm afraid you'll get pigeon-holed into receiving mostly quotes for Lifeproof LVP. They make a good product, but if you expand your accepted specs, you'll see better pricing and more options. With the above plank length being adjusted, I would prefer a 22mil, but accept the 20mil layer as an alternate, but nothing less than 20mil.15-Aug-25
The contract calls for a "Noise muffling underlayment/moisture barrier". Most if not all of the vinyls will have an underlayment pad already attached to the planks. A very thin 6mil vapor barrier is typically acceptable under most LVPs and often required when using the product over a concrete slab. I would highly discourage you from putting any kind of additional underlayment pad under the vinyl. It will void most warranties and increase the risk of product failure. I would reconsider this requirement.Changed to "as required". As long as the LVP plank has a manufacturer underlayment pad that will suffice the underlayment requirement then the vapor/ moisture barrrier is attained throught the manufacturer LVP planks.15-Aug-25
For your wall cove base, could you please specify color? Also, this typically comes in 2 varities- 4' sections or 100-120 Linft coils. The 4' sections are easier to install, but the longer coils have less seams and look better. Please specify which you'd prefer.100-120' Rolls.15-Aug-25
For the wall base adhesive, I would specify the volume of the tubes or say enough to cover the listed amount of wall base. The tubes can vary in volume and I don't want you to get the smaller size tubes and come up short on adhesive during your installation.30oz Tubes15-Aug-25
I see that the govt will assist with off-loading the material. Do you have a forklift and shipping/receiving dock for an 18-wheeler? Do you want all of the product in 1 shipment or have it split into multiple shipments? We have a 11k Forklift at the building. LOGSU shipping/ receiving has MHE as well.15-Aug-25
The wall base size is listed as 1/2" thickness. Standard wall base is 1/8". Can you clarify the size?1/8"15-Aug-25
Are you all going to need LVT Adhesive provided as well? No, LVT Adhesive is not being requested.15-Aug-25
Is there a preference for Cove base colors? (ex grey,black)Gray15-Aug-25
I have 2 different LVP with the exact specs that you are looking for (different brand), do you need me to propose both of them to you?You may propose more than one solution. This requirement is lowest price technically acceptable.15-Aug-25
Do the products need to be made in the USA? ( Buy American Act)FAR Cluase, 52.225-1, Buy American-Supplies applies.15-Aug-25
Industry standard for light commercial includes many LVP options that are 6.5mm overall thickness. Would a 6.5mm overall thickness plank be acceptable so long as the wear-layer and other dimensional specs were satisfied?Yes it would be acceptable.8/21/25
Is the LVP being installed overtop of concrete in any areas? The 1st deck areas being replaced (Triad suite, N1 and N4 offices) will have carpet tiles removed which are over concrete. 2nd deck areas will be installed over old CVT squares.8/21/25
There are many different types of grey wood-like options available for this type of product. Is there a specific type or shade of gray that is preferred? Would a taupe qualify as a 'gray'?The command leadership chose a color of wood like grey. Anything similar to the material like would be acceptable.

To ensure compliance with the Buy American Act (BAA) and the Trade Agreements Act (TAA)and offer a suitable alternative, would a 5mm, 20 mil wear layer or a 3mm, 30 mil wear layer product be considered acceptable?Yes, they would be acceptable. The goal is to choose a thicker, longer lasting wearable surface that will not have to be replace for a while.8/21/25
For the thickness, since 7mm is hard to come by, can we procure Luxury Vinyl Plank within 6mm thickness? It would be acceptable.8/21/25
