Performance Work Statement Naval Special Warfare Basic Training Command
3rd Phase Mobile Camper/Trailer Initiative
1. BACKGROUND
1.1 Service will provide mobile campers/trailers to BTC 3rd Phase during the Land Navigation course of instruction located in Wooded Hill Campground within the Cleveland National Forest, Laguna Recreation Area, with Alternate/Secondary Location Camp Pendleton, California. Note: Performance at Camp Pendleton is not anticipated and would be utilized in case of emergency only. Any additional costs associated with Camp Pendleton performance will be negotiated for each individual task order as required. Camper/Trailers will serve as the Command and Control, Medical and Communications center during the 5-day course of instruction,
2. OBJECTIVES
2.1 The objective of this requirement is to provide Instructors and supporting personnel a reliable base camp during Navigation instruction operations.
3. SCOPE
3.1 The Contractor shall provide a mobile camper/travel trailer with the following amenities and services.
NOTE: A CONCRETE, GRAVEL, GRASS, OR BARE DIRT LAY-DOWN AREA WILL BE
PROVIDED FOR TRAILER PLACEMENT. TRAILERS SHALL BE NOT LESS THAN (NLT) 30
ft, NOT EXCEED (NTE) 40 FEET IN LENGTH (NO RESTRICTION ON WIDTH OR HEIGHTH).
RV HOOK-UPS AND WASTEWATER DISPOSAL STATIONS ARE NOT GUARANTEED TO
BE PROVIDED. VENDOR MUST BE ABLE TO FILL/DISPOSE/MAINTAIN
CAMPER/TRAILERS UTILITIES INDEPENDETLY.
4. REQUIREMENTS
4.1 PRODUCTS AND SERVICES: The vendor shall provide travel trailers and services in accordance with the following.
4.1.1 Provide travel trailers NLT 30 ft, NTE 40 FEET IN LENGTH (Note: Length includes the trailer tongue), with minimum of 3 beds desired (American Standard Twin size at a minimum) per unit for 4 nights and 5 days (Monday through Friday). Placement of trailer/campers shall occur NLT 1200 PST on the designated Monday, and removed NLT 1200 PST on the following Saturday. Contractor is not required to conduct routine service/refill/emptying during the week, however contractor must be able to resolve emergency malfunctions within 24 hours of notification by the Government POC.
Estimate is that 2-3 trailers will be required approximately Six (6) times annually.
Specific Campground locations and campsites will be established on each individual task order (See Paragraph 4.2 for performance locations).
4.1.2 Each Camper/Trailer shall contain a minimum of 1 (one) Interior Closed Shower desired and plumbing to support.
4.1.3 Camper/Trailer shall be placed with full Potable Water tank.
4.1.4 Camper/Trailer shall be placed with empty Gray Water tank.
4.1.5 Camper/Trailer shall be placed with empty Black Water tank.
4.1.6 Kitchen area with a sink, small refrigerator, stove top, and microwave is required. (Note:
If any appliance is powered by propane, tank(s) must be adequately full for use.)
4.1.7 Interior lighting and AC electrical outlets are required in living area, kitchen area, and bathroom area.
4.1.8 Each Camper/Trailer shall contain a minimum of one (1) interior toilet and plumbing to support.
4.1.9 3000 Watts Minimum Generator Output continuous throughout the period of Monday through Friday is required for each camper/trailer ordered. Method of generator (e.g.
portable or installed) and fueling method (e.g. propane, diesel, gasoline, etc.) is at the contractor’s discretion.
4.1.10 Each Camper/Trailer shall contain a fresh/laundered linen set for each bed provided upon delivery. A linen set consists of a pillow, pillowcase, sheet, and blanket.
4.1.11 All windows must be lockable, and any access doors must have key locks.
4.1.12 Personal storage in the form of a closet or locker space to store clothing and personal items.
4.2 PERFORMANCE LOCATION(S): LOCATION WILL BE EITHER CAMPGROUNDS LOCATED
IN CLEVELAND NATIONAL FOREST (WOODED HILL CAMPGROUND IS ANTICIPATED TO
BE THE PRIMARY LOCATION) OR CAMP PENDLETON, CALIFORNIA (See Note in Paragraph
1.1). SPECIFIC CAMPGROUND AREA WILL BE IDENTIFIED IN THE TASK ORDER AND
SPECIFIC CAMPSITE WILL BE IDENTIFIED BY THE GOVERNMENT POC NO LATER THAN
1 WEEK PRIOR TO THE REQUIRED DELIVERY DATE/TIME. VENDOR SHALL DELIVER
AND PICKUP TRAVEL CAMPERS/TRAILERS TO THE CAMPSITE UPON COORDINATION
WITH THE DESIGNATED GOVERNMENT POC. ACCESS TO ALL DESIGNATED
CAMPGROUNDS/CAMPSITES ARE VIA PAVED OR IMPROVED GRAVEL ROAD, DRIVABLE
BY CAR, TRUCK, OR HEAVY EQUIPMENT.
5. EMERGENCY CALLS
5.1 The vendor shall have the capability to respond to emergency calls within a 24-hour period.
Vendor is responsible for trailer movement / recovery in the case of a natural disaster scenario I.E., earthquake or forest fire.
6. COMPLIANCE WITH ENVIRONMENTAL AND SAFETY LAWS
6.1 The Vendor shall comply, and assure compliance, with all applicable Federal, Sstate, and local laws, regulations, ordinances, policies and standards related to environmental matters. The Vendor must comply with all applicab1e federal, state, and local safety requirements. The vendor shall also comply with the American General Contractor's Safety Manual and the Occupational Safety and Health Act.
The Contractor shall bear financial responsibility for cleanup, transportation, disposal, and restoration cost in the event a spill or accident is caused by the contractor.
7. HOURS OF OPERATION
7.1 Non-emergency service calls will be scheduled with the Government Technical Point of Contact for
7:30 AM – 3:00 PM PST, Monday through Friday, to include weekends and federal holidays.
7.2 RECOGNIZED HOLIDAYS: The following Federal legal holidays are observed and may impact
Government POC availability, however task orders may include and require performance during any of the following designated holidays:
7.2.1 New Year’s Day - 1 January
Martin Luther King’s Birthday - Third Monday in January Presidents Day - Third Monday in February Memorial Day - Last Monday in May Juneteenth - 19 June Independence Day - 4 July Labor Day - First Monday in September Columbus Day - Second Monday in October Veterans Day -11 November Thanksgiving Day - Fourth Thursday
8. QUALITY CONTROL
8.1 The vendor is responsible for ensuring work performed conforms to the scope of work and meets the requirements under this PWS. The contractor shall, at a minimum provide a method for performing inspections; identifying, correcting, and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
9. QUALITY ASSURANCE
9.1 The Government reserves the right to perform inspections and surveillance to evaluate the vendors compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. The Government will be responsible for monitoring performance in accordance with the requirements of the PWS.
9.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the Contracting Officer may issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The vendor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the vendors corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of vendors performance when determining present or future contractual actions.
10. SECURITY
10.1 Contractor must be able to obtain personnel and vehicle access to the designated campsite(s).
11. PERIOD OF PERFORMANCE
11.1 Each camper/trailer delivery will consist of 4 nights / 5 days (Monday through Friday). Shorter or longer performance durations may be negotiated separately.
12. SAFETY
12.1 Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor’s personnel and property and the Government’s personnel and property. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes, and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
