Table 3 (Tabletop PDM Evaluation) Requirement Specification/Standard Evaluation Method

Interoperability Users will evaluate extent to which systems provide voice communications compatibility with the AN/PRC-163, AN/PRC-167, AN/PRC-117G, and AN/PRC-152A. Additional interoperability with mobility intercom systems may be evaluated more favorably.

Government personnel will conduct a tabletop exercise with subject matter experts. The four (4) radios listed will be the only radios used.

Connectors Users will verify connector functions:

a. Headset downlead that uses the TP- 120/NATO standard (4-pin) to connect to the control unit.

b. 19-pin for 163 (or equivalent) and 167 (or equivalent) radio cables offered in various lengths.

c. AP-136 (or equivalent) 6-pin for 117G and 152A radios offered in various lengths.

d. PALS-compatible mounting hardware for the control unit.

Government personnel will conduct a tabletop exercise with subject matter experts. Visual confirmation and function check with the four (4) radios listed will be performed.

Simplicity Users will evaluate simplicity; Setup with working radio powered on and configured shall require no more than 3 minutes to make voice communications.

Systems that are simpler and easier to set up and make communications may be evaluated more favorably.

Government personnel will conduct a tabletop exercise with subject matter experts. Manuals and user guides will be utilized when conducting the tabletop exercise.

Multi-Net Users will verify multi-net capability;

Shall monitor two nets simultaneously from a single multi-channel radio, while transmitting on one net. When monitoring two nets, audio shall transmit in “split” mode (left/right). When monitoring one net, audio shall transmit in “stereo” mode (both). User shall be able to select which net to transmit using a tactile function on the control unit.

Government personnel will conduct a tabletop exercise with subject matter experts. Function checks will be performed to verify multi-net capability.

Power Source Users will evaluate power source functions; If powered, shall function for no less than 60 hours without replacing or charging the battery source. Power source should be non-proprietary, readily available commercially, and able to be field replaceable within 3 minutes without the use of special tools.

Government personnel will conduct a tabletop exercise with subject matter experts. Batteries will be removed and replaced to verify serviceability.

Configurability Users will evaluate configurability;

Headset shall be capable of wearing in circumaural standalone mode or attached to helmet ARC rails for helmet mount mode. Transition between either mode shall take less than 5 minutes without the use of proprietary tools, and be fully reversable (no permanent modifications).

Government personnel will conduct a tabletop exercise with subject matter experts. Headset will be configured for both helmet mount mode on an Ops Core high-cut style ARC rail, as well as cirumaural standalone mode to verify configurability.

Encumbrance/ Comfort

No specific size or weight threshold is established, however systems that provide the same capability in small, lighter, and more streamlined form factors may be evaluated more favorably.

Overall size, integration into body-worn tactical equipment, and level of user encumbrance and comfort will be utilized to determine best value to the government after other pass/fail factors have been evaluated. The system shall be capable of at least four consecutive hours of wear without significant distraction or interference in user duties.

Government personnel will conduct a tabletop exercise with subject matter experts. Field duties such as shouldering weapons, movement across terrain, and moving in and out of seated, kneeling, prone, and standing positions will be simulated.

Volume 3 – Price

FACTOR 2 – PRICE

(a) The offeror shall complete Attachment 2, ELIN Price Worksheet with all applicable pricing information for the 5 year ordering period.

(b) Cost and pricing data are not required. However, the Contracting Officer reserves the right to request other than cost and pricing information should it be necessary to allow the Government to make a fair and reasonable price determination.

(c) The offeror shall identify and fully explain any price anomalies (i.e., unbalanced pricing between ordering years, etc.)

ADDENDUM 52.212-2

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Simplified Acquisition Procedures. The Government intends to evaluate quotes and make award using simplified acquisition procedures in accordance with FAR 13. Offerors should submit their best quotes and PDMs as the Government intends to award based on initial submissions; however, reserves the right to ask for additional information from Offeror(s) and awarding to that Offeror(s) without providing the same or similar opportunities to other Offerors.

(a) The Government intends to award a single award resulting from this solicitation. However, the Government reserves the right to award All, Some, or None of the ELIN items as indicated in Attachment 2, Price Worksheet and may result in multiple single award contracts. While the Government’s preference is to award complete systems (ELINs A01-A04), it reserves the right to award at the individual item level. The Government may utilize other approaches or combination of approaches resulting from this solicitation to the responsible offeror(s) whose offer(s) conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Where the Government determines award may be advantageous at the item level, they may conduct best value trade-offs at the item level. The Technical Factor is considered to be equal in importance to Price.

(b) EVALUATION CRITERIA

(1) FACTOR 1 –TECHNICAL (Product Description Requirements TABLE 2 and PDMs)

a. Product Description Requirements (Paper Evaluation): With exception to environmental hardening which may be evaluated more favorably if exceeds IP67 requirements, the Government will evaluate whether proposed products meet requirements in accordance with Table 2 on a pass/fail basis. If an Offeror receives a fail, the Government may stop further evaluation including the PDM Tabletop Evaluation and/or price and render the quote ineligible for award.

b. PDMs (Tabletop Exercise Evaluation): The Government will perform a PDM Tabletop Exercise Evaluation to determine whether quoted products meet or exceed requirements in accordance with Table 3. If an Offeror receives a fail in any PDM aspect, the Government may stop further PDM Tabletop evaluation and render the quote ineligible for award.

(2) FACTOR 2: PRICE:

(i) The Government will use FAR 13.106-3 price analysis to determine that proposed FFP prices are fair and reasonable, and review the Price Volume for completeness. The Government may require additional “other than cost and pricing data” prior to award.

The Government will not evaluate price realism. Incomplete and/or unaffordable quotes may be ineligible for award.

(ii) Order year quantities are only estimates for evaluation purposes and not guaranteed. The

Government is not obligated to order at such amounts per order year or cumulatively and the Government may order upwards or downwards, incrementally or in total amounts.

The minimum guarantee for this contract is $10,000.00.

As stated elsewhere, the Government’s preference is to award a single contract for all items listed in Attachment 2, Price Worksheet. However, it may, depending on the evaluation results, award at the item level. Therefore, the Total Evaluated Price (TEP) used in any best value tradeoff determination may be derived at the system and/or item level.
