PRODUCT DESCRIPTION
Naval Special Warfare Command Basic Communications Accessories Suite
1. BACKGROUND
1.1. Naval Special Warfare Command (NSWC) requires ancillary communications devices for use with certain handheld and manpack radios for the purpose of transmitting and receiving voice communications in deployed, training, and in-garrison administrative environments. These devices are intended to be simplified, non-hardened versions of more advanced material solutions developed and fielded by US Special Operations Command (USSOCOM) under other acquisition programs of record for SOF operators. As such, the intended user base for these devices is expected to be non-technical personnel, administrative and support personnel, civilians or contractors, and other personnel who have limited training or familiarity with communications equipment.
2. OBJECTIVE
2.1. The objective of this requirement is to establish a Five (5) Year Firm-Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the acquisition of supplies to purchase a Basic Communications Accessories Suite (BCAS) of devices. This effort also includes the requirement for obsolescence replacements, and spares.
2.2. The contractor shall provide any updated product versions meeting requirements at no additional cost if sold commercially or to a Federal, state or local Government before or at the time of any order issued. The Government may negotiate updated products outside this timeframe at its discretion.
3. DESCRIPTION OF REQUIREMENT
3.1. Product Name: Basic Communications Accessories Suite
3.2. Description and Capabilities: BCAS is intended to be the user’s primary interface with multiband handheld and manpack radios. The expected method and form factor is four sub-components listed in 3.2.1-3.2.4 below, however items in sections 3.2.2-3.2.4 may be combined into a single item (i.e.., the radio cable may be fused to the control unit or separate from the control unit). In total, BCAS shall be capable of interfacing between the user and their primary tactical radio system for the purposes of voice communications in specific environments indicated in section 3.3. It is expected that headsets will be worn directly on the head or attached to ballistic helmets, while control units and cables will be integrated into body armor vests and require PALS-compatible mounting hardware. Control units may have radio cables fused or separate/swappable depending on radio used, and may utilize either a single control unit or a combination of control unit/processor with attached tactile function buttons. Headset downleads may be fused to the headset or separate/swappable depending on the control unit used. Across all specified environments, BCAS shall be capable of monitoring multiple voice communications channels on a multi-channel multiband radio, while transmitting on a single channel. No intercom system (ICS) compatibility is required for BCAS.
3.2.1. A circumaural headset (ELIN 001)
3.2.2. A dual-net control unit (ELIN 002)
3.2.3. 19-pin radio cabling (ELIN 003)
3.2.4. 6-pin radio cabling (ELIN 004)
3.3. Specifications/Salient Characteristics:
Requirement
Specification/Standard
Environmental Hardening
All components shall be rated at least to commercial IP67 rating (1 meter for 30 minutes in fresh water).
Interoperability
System shall provide voice communications compatibility with the AN/PRC-163, AN/PRC-167, AN/PRC-117G, and AN/PRC-152A.
Connectors
System shall utilize existing industry standard connectors:
a. Headset downlead that uses the TP-120/NATO standard (4-pin) to connect to the control unit.
b. 19-pin for 163 and 167 radio cables offered in various lengths.
c. AP-136 6-pin for 117G and 152A radios offered in various lengths.
d. PALS-compatible mounting hardware for the control unit.
Simplicity
Shall require minimal new equipment training (NET). Setup with working radio powered on and configured shall require no more than 3 minutes to make voice communications.
Multi-Net
Shall monitor two nets simultaneously from a single multi-channel radio, while transmitting on one net. When monitoring two nets, audio shall transmit in “split” mode (left/right). When monitoring one net, audio shall transmit in “stereo” mode (both). User shall be able to select which net to transmit using a tactile function on the control unit.
Power Source
If powered, shall function for no less than 60 hours without replacing or charging the battery source. Power source should be non-proprietary, readily available commercially, and able to be field replaceable within 3 minutes without the use of special tools.
Noise Protection
Shall provide the hearing protection from harmful steady state noise of 85dBA or greater, and an impulse noise level of 140dBP or greater.
Configurability
Headset shall be capable of wearing in circumaural standalone mode or attached to helmet ARC rails for helmet mount mode. Transition between either mode shall take less than 5 minutes without the use of proprietary tools, and be fully reversable (no permanent modifications).
3.4. Quantity: Approximately 2,500 headsets and control units are expected to be purchased over the life of this contract, not including sustainment and spares. The Government reserves the sole discretion to purchase below or above this amount. Procurements shall be executed via individual Delivery Orders with specific delivery instructions. The Contractor shall be responsible for delivery of the items (FOB Destination, see Paragraph 4 below).
