Responses to questions received, Solicitation H92240-21-R-0004, Readiness Assessment Exercise Support Services.
Q1.: (Ref. Sol. pg. 3-4) The solicitation states that the content of an offeror’s quote must be 1) Completed SF 1449 and price attachments, 2) Price Attachments, 3) Confirmation of Secret Facility Clearance Level, 4) Key Personnel Resume and Letter of Intent, and 5) Oral Presentation. However, the incorporated FAR 52.212-1 states in (b)(4) that proposals must include “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.” Can the government clarify if they would like a technical section/volume in the offeror’s response, or if the technical response is to be reserved solely for the oral presentation?

The Government will provide the awardee with a DD254 listing the prime and any/all subcontractors. Awardee shall ensure requirements of the DD254 flows down to every subcontractor utilized and that the subcontractor complies with all applicable requirements. A draft DD254 is added as Addenda 05.
