Naval Special Warfare First Task Order Moving RequirementsLogistical Support Unit-ONE Performance Work Statement (PWS)

1.0 Background: Naval Special Warfare Logistical Support Unit-ONE (LOGSU-1) is a subordinate unit of Naval

Special Warfare Command (NSWC) and, in conjunction with upcoming military construction (MILCON) projects at NAB Coronado and Silver Strand Training Complex – South (SSTC-S), requires relocation and disposal services for furniture, military operational equipment, and computer assets.

2.0 Objectives: The Contractor shall transport LOGSU-1 furniture, military operational equipment, and computer assets to SSTC-S in support of MILCON project P-776.

3.0 Scope: Relocation and disposal services are identified in Addenda 05 - Attachments I, J and KA through H of this PWS. These attachments outline the specific items to be moved, where they are currently located, and where they shall be delivered or disposed of. Relocated items shall be transported from NAB Coronado to SSTC-S. Disposal services shall be conducted in accordance with basic contract PWS paragraph 7.3. The Contractor shall provide all labor, materials, equipment, transport, tools, and supervision necessary to accomplish the relocation of office furniture, computers, computer equipment, supplies, and military operational equipment.

4.0 Tasks: See below for a description of tasks. NOTE: REQUESTS FOR SITE VISITS MUST BE RECEIVED

NO LATER THAN 26 OCTOBER 2018 AT 0900 PACIFIC TIME. THREE DAYS BEFORE THE

CLOSING DATE OF THE REQUEST FOR TASK ORDER QUOTE.

4.1 B600, NAB Coronado, LOGSU-1 Medical Clinic and Dive Center

4.1.1 All quantities given are approximate values. The Contractor shall verify actual quantities based on their own inventory lists at time of site survey.

4.1.2 Attachments C, D, E, G, and H lists items to relocate or dispose of at B600, NAB Coronado.

4.1.3 The Government anticipates the items located in B600 shall be moved or disposed of on a different time and date than the move for items in B614 and B636. The B600 move is estimated to take place on or about March 2019. Contractor shall coordinate with the customer point of contact and contracting officer representative (COR) in order to schedule and execute tasking.

4.1.4 All items identified for relocation will be moved to Building 218 at Coastal Campus.

4.2 B614, NAB Coronado, LOGSU-1 Armory

4.2.1 All quantities given are approximate values. The Contractor shall verify actual quantities based on their own inventory lists at time of site survey

4.2.2 Attachment B list items to relocate or dispose of at B614, NAB Coronado.

4.2.3 Items in B614 can be moved concurrently with the items in B636. The B614 and B636 move is estimated to take place on or about end of January 2019. Contractor shall coordinate with the customer point of contact and COR in order to schedule and execute tasking.

4.2.4 All items identified for relocation will be moved to Building 228 at Coastal Campus.

4.3 B636, NAB Coronado, Medical/Human Performance Center

4.3.1 All quantities given are approximate values. The Contractor shall verify actual quantities based on their own inventory lists at time of site survey.

4.3.2 Attachment F lists items to relocate or dispose of at B636, NAB Coronado.

4.3.3 Items in B636 can be moved concurrently with the items in B614. The B614 and B636 move is estimated to take place on or about for the end of January 2019. Contractor shall coordinate with the customer point of contact and COR in order to schedule and execute tasking.

4.3.4 All items identified for relocation will be moved to Building 218 at Coastal Campus.

4.4 B603, NAB Coronado, SRT 1

4.4.1 All quantities given are approximate values. The Contractor shall verify actual quantities based on their own inventory lists at time of site survey.

4.4.2 Attachment I lists items to relocate B603, NAB Coronado.

4.4.3 The B603 move is estimated to take place on or about January 14-25 7, 2018. Contractor shall coordinate with the customer point of contact and COR in order to schedule and execute tasking.

4.4.4 All items identified for relocation will be moved to Building 262 at Coastal Campus.

4.4.5 The Government anticipates move to be completed in ten (10) business days. SRT-1 will pack and box items. Multiple items have a value of $5,000 but will be packed by SRT-1 and escort provided if necessary. All warehouse areas have bay doors. Only safe, printers and shredders will be moved to second deck office spaces with elevator access. Triwalls for moving are indicated on spreadsheet and will be pre-packed. Dimensions are 40x80x36.

4.5 B1A, NAB Coronado, MSC

4.5.1 All quantities given are approximate values. The Contractor shall verify actual quantities based on their own inventory lists at time of site survey.

4.5.2 Attachment J lists items to relocate B603, NAB Coronado

4.5.3 The B1A move is currently planned on or about November 5, 2018. Contractor shall coordinate with the customer point of contact and COR in order to schedule and execute tasking.

4.5.4 All items identified for relocation will be moved to Building 254 at Coastal Campus.

4.5.5 The Government anticipates that this move is to be completed in no more than two (2) days. MSC will pack and unpack all items. Moving to location has elevator and no items are valued over $5,000.

4.6 B322, NAB Coronado, CEU

4.6.1 All quantities given are approximate values. The Contractor shall verify actual quantities based on their own inventory lists at time of site survey.

4.6.2 Attachment K lists items to relocate B322, NAB Coronado.

4.6.3 The B322 move is currently planned on or about December 3, 2018. Contractor shall coordinate with the customer point of contact and COR in order to schedule and execute tasking.

4.6.4 All items identified for relocation will be moved to Building 254 at Coastal Campus.

4.6.5 The Government anticipates the move to be completed in one (1) day. The Government will pack all boxes. No items will have a value greater than $5,000. All safes will be empty and all boxes will contain fragile CPU systems. Starting point does not have an elevator or bay door and Government will remove and replace railing on second deck.

Moving to location has bay doors and elevators.

5.0 Place of Performance:

5.1 NAB Coronado buildings 600, 614, and 636, 603, 1A, and 322

5.2 SSTC-S, Project P-776, P-797, P893 (Bldgs 218, 228, 262, and 254). See map attachment A.

6.0 Period of Performance:

6.1 Contractor shall have 180 days after issuance of order to relocate or dispose of (as indicated in the included attachments) furniture/equipment delineated in this PWS. Period of Performance will be from date of award to 31 January 2019. The Governments’ anticipation for time to fully execute moves are located in paragraphs 4.4.5, 4.5.5 and 4.6.5.

7.0 Customer Representative and Contracting Officer Representative

7.1 The Customer Representative on this task order is LCDR Jason Schechter, jason.schechter@socom.mil, 619-537-3155.

7.2 The appointed Contracting Officer Representative (COR) for this contract is LT. Tyson Fennern, tyson.fennern@socom.mil, 619-537- 1359.
