Responses to questions received: H92240-19-T-0001.
Q1: Is our response to be emailed directly to Mr. John Knizner Contracting Officer?
R1: Submission to the Contracting Officer, John M Knizner, john.knizner@socom.mil.
Q2: Are all services required to be FOB in this proposal when there will be time at the yard for staff and drivers to load equipment and drive time in between location and FOB?
R2: As stated in the solicitation FOB terms are Destination. Offerors shall price in accordance with the instructions provided at FAR 52.212-1 of the solicitation. Basic Pricing under Addenda 02 will serve as ceiling unit pricing. First order requirements, as reflected by Addenda 03 – Addenda 06, will serve as the minimum guarantee for the contract. Contractor shall price the first order under Addenda 06. Unit pricing under Addenda 06 shall not exceed the unit pricing under Addenda 02. Offerors are permitted to quote whatever quantities they deem appropriate to accomplish tasking described under Addenda 03, under Addenda 06.
Q3: Is there any consideration for minimum call out such as 4-hours?
R3: See response to question 2. The minimum for the entire contract is the value of the first order move.
Q4: Estimates and Billing based on Firm Fixed Price vs. Time and Materials:
All of the submission documentation requests/requires time and materials rates to be provided, however, the RFQ states that all quotes given are “Firm, Fixed Price”. These are two, very different quoting and performance philosophies. In order to be fair to both the Federal Government and to the contractor, may we suggest that one or the other be specified.
There are multiple factors taken in consideration when providing an estimate:
* Type and amount of “stuff” to be moved, e.g. contents, computers, furniture, lab equipment, machinery;
* Extra care needed for packing and moving, e.g. a desk and computer move much easier than lab benches and equipment;
* Timeframe to accomplish the move within the goals of the customer;
* Manpower needed;
* Ingress and Egress;
* Parking location for C&M Relocation Systems’ vehicles (How far is the push);
* Etc.
Offeror prefers to work on a not-to-exceed (Firm Fixed Price) basis. The flexibility of the not-to exceed estimate allows the vendor to honor the relationship with the client and devise a pricing schedule that is of benefit to both parties. The vendor can then utilize their experience in the relocation business to devise mailto:john.knizner@socom.mil a labor, materials and implementation plan that meets and exceeds the Federal Government’s goals while providing enough reimbursement to cover expenses, overhead and profit.
Structured, “Time & Materials” are ridged and generally considerably higher and leaves room for “padding” the estimate, however, the contractor should only be paid for the hours worked whether or not the estimate is higher or lower than the actual hours.
R4: This is a firm-fixed priced action only, time and material is not a part of this procurement action.
Q5: Addenda 1, Section 7.4.1 outlines the requirement for the contractor to pass the Rapid Gate process.
Rapid Gate, as we understand it, requires a sponsoring agency. Will NSWC be the vendor sponsor for Rapid Gate?
R5: A contracting officer representative will coordinate with the successful awardee in relation to the Rapid Gate process. As this is a NSWC requirement, NSWC will be the sponsoring agency.
Q6: Addenda 6 – First Order Quote,
a. is 100% based upon Time and Materials (see question 4 above);
b. Additionally, there needs to be an additional column added to all labor categories for the number of estimated hours to provide and accurate estimate in the TOTAL column. For Example:
R6:
a. This is not a time and material contract, this is a firm-fixed priced contract. Pricing sheets are used for offerors to submit ceiling unit pricing for the life of the contract (Addenda 02) and for specific requirements, establish a firm fixed price for the specific requirement (Addenda 06).
b. Offerors are not to modify the pricing sheets. Time frame (hours) has been implemented and revised into a modified Addenda 06.
Q7: Can you please confirm if this is an actual performance and if so, what the actual contract number and the incumbent?
R7: This solicitation will establish a five year, firm-fixed priced, indefinite delivery, indefinite quantity type contract for various moves at the location stated in the solicitation. The first order requirements are listed under the first order performance work statement. This is a new requirement and there is not an incumbent currently preforming moving services.
