Performance Work Statement (PWS) Naval Special Warfare Command (NSWC) Direct Support Operators Course (DSOC)
1.0 BACKGROUND
Naval Special Warfare Command (NSWC) has a recurring requirement for training support in support of a tactical Direct Support Operators Course (DSOC) for its Combat Support (CS) personnel. The purpose of this training support is to provide a necessary level of professional instruction to satisfy the NSWC training objectives.
2.0 OBJECTIVES
The objective of this requirement is to establish a Single Source, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide three (3) DSOC courses per fiscal year (FY), with a surge capability to provide an additional course per FY if needed. The classes will run serially, i.e. only one class at a time, with no overlap between classes.
The majority of the DSOC training will be conducted at Fort Pickett, VA, with some events conducted at Joint Expeditionary Base (JEB) Little Creek, VA. See Enclosure (1), DSOC Course Schedule, for detail.
3.0 SCOPE
The Contractor shall provide the personnel, management, and materials necessary to satisfy the requirements detailed in Paragraph 4 of this Performance Work Statement.
4.0 REQUIREMENTS
4.1 The contractor shall provide the services and employees to satisfy the requirements listed below. The specific period of performance for each DSOC will be identified at the task order level. The following descriptions define the training requirements. The training shall combine classroom and practical instruction. Classroom time will be minimized. Range work, tactical movement drills, weapons training, and physical fitness training will be the primary focus of the DSOC training.
4.2 Each DSOC class shall be limited to a maximum of 25 students. The contractor shall provide a minimum of five instructors for each class. A minimum of two of the five instructors shall be identified as Lead Instructors (see paragraph 4.5).
4.3 Each DSOC course will include the blocks of training identified on the attached training schedule, see Enclosure (1).
4.4 Every DSOC course will focus on the following subject areas:
4.4.1 Initial training
4.4.1.1 Gear familiarization (proper packing, wearing first-, second-, and third-line gear)
4.4.1.2 Night vision equipment familiarization and instruction
4.4.1.3 Land Navigation classes
4.4.1.4 Communication classes (MBITRMK-148)
4.4.1.5 HMMV start up, safety and convoy classes
4.4.1.6 Physical screening test
4.4.1.7 Basic Fast Rope Instruction
4.4.2 Combat Shooting
4.4.2.1 Sig Sauer P226 safe handling procedures, cycle of operation, disassembly, reassembly, function test, cleaning
4.4.2.2 M-4 safe handling procedures, cycle of operation, components, zeroing, cleaning
4.4.2.3 Understand the optics used by NSW; sight-in and co-witness to iron sights
4.4.2.4 Understand the lasers used by NSW; sight-in and co-witness to iron sights
4.4.2.5 Conduct a night shoot with lasers and night vision
4.4.2.6 Conduct a rifle and pistol COI that begins at 0800 and finishes at 1700 daily (excluding weekends)
4.4.3 Land Navigation
4.4.3.1 Using a map and compass as a primary navigation tool the student will be able to plot grid points, bearings, intersections and resections, convert grid to magnetic
4.4.3.2 Perform land navigation in a squad (5 students), pairs and individual day and night land navigation courses
4.4.4 Tactical Movement
4.4.4.1 Conduct a 2 & 4 person hard point using CQT (close quarters training) and Combat Clearance into a structure for each of the following tasks; threats, non-threats, common wall and obstacles, center fed rooms, corner fed rooms
4.4.4.2 Conduct current NSW CQT (Close quarter Training) Tactics, Techniques and Procedures (TTP's) to include dynamic and combat clearance
4.4.4.3 Conduct Special Operations in an Urban Terrain (SOUC) to include hard pointing and tactical movement
4.4.5 Safety and Standoff Weapons Familiarization
4.4.5.1 Proper use and safety procedures for firing the M79 grenade launcher using HEDP rounds
4.4.5.2 Safely prepare and throw smoke grenades
4.4.5.3 Safely prepare and throw simulators
4.4.5.4 Safely prepare and shoot various flares and smoke grenades
4.4.6 Heavy Weapons Familiarization
4.4.6.1 Conduct live-fire training with NSW M-2, MK-48, MK-46 and AK-47
4.4.6.2 Teach cycle of operation, safety, assembly, disassembly, and cleaning of the weapons
4.4.7 Land Warfare
4.4.7.1 Patrolling classes and practicals
4.4.7.2 Patrols into live fire Immediate Action Drills (IAD's) that include; left, right, front and rear and reconstitute and continue patrolling
4.4.7.3 Individual Movement Techniques (IMT's)
4.4.7.4 Vehicle bailouts into live-fire that include, left, right, front and rear
4.4.8 Physical Fitness Training (All physical fitness training conducted prior to start of the day)
4.4.8.1 Timed ruck marches (1 per week, 15 minute mile pace): 4 mile, 6 mile, 8 mile, 12 mile
4.4.8.2 Weekly Obstacles Course
4.4.8.3 Weekly 4 mile timed run
4.4.8.4 Weekly Physical Training when not conducting 4 mile timed run, obstacle course and ruck marches
4.4.9 Combat Rubber Raiding Craft Familiarization
4.4.9.1 Prepare Zodiac equipment for launch
4.4.9.2 Conduct familiarization boat transit
4.4.9.3 Breakdown and cleanup of Zodiac and boat engines
4.5 Contractor Qualifications
4.5.1 The contractor will identify two types of instructors: Lead Instructor and General Instructor.
4.5.2 All Lead-Instructors shall have at least 5 years of relevant experience in Naval Special Warfare
Command (NSWC) operations, and possess an understanding of Combat Support (CS) personnel.
4.5.3 All General Instructors must have at least 3 years of relevant experience in Special Operations, and possess an understanding of Combat Support (CS) personnel.
4.5.4 All instructors (Lead and General) are classified as key personnel.
4.6 Contractor shall provide Student Training Schedule and Student Guidebooks NLT 15 working days after contract award.
4.7 Student Grading Criteria
4.7.1 Contractor shall administer weekly graded written test, on the subjects that where taught
4.7.2 Contractor shall maintain a weekly student counseling and evaluation to cover the students standing within the course, the students overall weekly performance (good and bad), go over any safety violations and correct negative performances
4.7.3 Contractor shall devise a scoring system as to rank students on a weekly basis with an overall course evaluation of each student's academic, practical performance and application of training objectives taught. Students will be required to perform each objective at an 80% pass level of execution for each technical performance practical
4.8 Certification of Training (Completion Certificates) shall be awarded upon students' completion of all skills to be delivered on the final day of the DSOC.
4.9 End of course after action report, individual student evaluations and overall class members' rankings will be completed and delivered within 3 days of course completion.

6.0 CONTRACTOR MANPOWER REPORTING
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Special Warfare Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7.0 CONTRACTOR TRAVEL
7.1 Contractor travel is authorized for this requirement.
7.2 Contractor costs for Government authorized travel are included in this contract. All travel shall be in accordance with FAR 31.205-46 and applicable travel regulations (Joint, Federal or Standardized). Contractor payment claims shall include applicable documentation to support actual costs incurred (e.g. airfare and hotel/lodging receipts) as well as any receipts valued at or above $75.00. Failure to provide appropriate documentation may result in loss of reimbursement of travel expenses.
8.0 SECURITY
8.1 The contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
8.1 All contractor personnel are required to be citizens of the United States.
8.2 The contractor must be able to obtain personnel and vehicle access to military installations. The contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.
9.0 SAFETY
9.1 Safety in all training events shall be paramount. The contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with references located in Paragraph 13.
9.2 Range Safety Officer (RSO), Range Officer In Charge (ROIC), Exercise Controller Responsibilities
The assigned RSO will ensure that a range assessment is performed for all non-DoD live fire ranges I AW COMNAVSPECWARCOMINST 3591 .ID prior to first-time use. The supported team will provide an RSO and ROIC per evolution on site who will conduct course monitoring to ensure the quality and safety http://www.ecmra.mil/ http://www.ecmra.mil/ of the exercise. The Exercise Controller shall provide the contractor with applicable safety doctrine as appropriate. The Exercise Controller will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.
9.3 Contractor Responsibility
9.3.1 The Contractor shall have the authority to stop any training event if he or she determines that the safety of students, contractor employees, other personnel/property, or the general public are at risk.
9.3.2 Nothing in this PWS, nor any Government action or failure to act in performance of the contract, shall relieve the contractor of its responsibility for the safety of students, contractor employees, other personnel/property, or the general public.
9.3.3 Nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9.4 Risk Controls
This training is categorized as High Risk in accordance with COMNAVSPECWARCOMINST
1500.1. As such, an Operational Risk Assessment and the implementation of risk controls are required for this training event.
9.5 Mishaps
9.5.1 The Government will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.
9.5.2 Safety and training related problems or mishaps involving or observed by the contractor shall be immediately addressed to the designated RSO, ROIC, or Exercise Controller. A formal written report shall be prepared and submitted 2 working days of the incident.
10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI) AND
PERSONNEL
10.1 A Government Technical Point of Contact (TPOC) will be assigned to each Task Order. The TPOC will coordinate all FT Pickett training facilities, berthing facilities, range requests, and range coordination. The TPOC will be the principle point of contact regarding student management, attendance, curriculum, student performance, and safety related issues. The TPOC shall have authority over all aspects of the DSOC training.
10.2 The Government will provide a Range Safety Officer (RSO), Range Officer In Charge (ROIC), and Exercise Controller for each training event.
10.3 The Government will provide a certified SOC-M medic, medical support and all medical supplies for each training event, to include a vehicle identified to support CASEVAC.
10.4 The Government will provide all targets and range-related consumables.
10.5 The Government will provide all vehicles, weapons, ammunition, weapons and ammunition storage, weapon sights and lasers, and required individual personnel protective gear and equipment.
11. QUALITY CONTROL
The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
12. QUALITY ASSURANCE
12.1 The Government reserves the right to perform inspections and surveillance to evaluate the
Contractor's compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
