Attachment (2): Performance Specifications
PERFORMANCE SPECIFICATIONS
1. NSWC is seeking commercially available CSC systems with the following performance specifications:
a. Cartridge Shot Counter (CSC). The CSC is a small device, mounted on or in a weapon. The CSC can be programmed to collect, retain and provide (when queried) relevant information related to the weapon and the rounds fired.
Relevant information would include the following: the weapon’s Item Unique Identification (IUID), serial number, the shots fired with that weapon, firing cadence, ammunition types and quantities fired, and other data specified for collection and analysis. The CSC desired characteristics include:
i. When mounted to the host weapon, the CSC shall allow the operator to readily reload the magazine and operate the host weapon with no impediment to weapons handling. The CSC shall not preclude normal operation of the host weapon and shall not degrade accuracy.
ii. The CSC design shall create no interference with the operator’s normal weapon manipulation and firing positions.
iii. The calculation algorithms and data stored in the CSC shall be conducted in such a manner to disallow the correlation of shots fired to actual time on the clock and calendar day. There shall also be no means by which one could calculate the time of a shot based on the time of data download.
iv. The CSC shall be less than 4 ounces in weight, able to be mounted in a subtle and ergonomic location that does not cause a snag hazard to the host weapon, does not create a circumstance that could give away the operator’s position, or does not cause the need for special consideration during weapons manipulation.
v. Each CSC shall have an error rate not to exceed 5%. Error rate is defined as the percent difference in actual fired ammunition and the round count provided by the CSC.
vi. Each CSC shall provide a rounds fired count and firing rate, and other maintenance specific parameters. Examples of other maintenance specific parameters include but are not limited to the following: calculated barrel temperature, discrimination of ammunition type, discernment of barrel configuration, and annotation of mounted accessories.
vii. Each CSC shall have a data storage capacity of at least 100,000 rounds.
viii. The CSC shall be able to store at least 16KB in non-volatile memory.
Such storage will be used for armorer-generated comments using the WEAR program (or commercial equivalent or within the networked DOD computer system.
ix. Each CSC shall be programmable with information associated with the host platform’s IUID and serial number.
x. Each CSC shall be rugged enough to endure the shock profiles for a round count of 100,000.
xi. Each CSC shall have the capability to be reset prior to installation on a new or used weapon. Two types of resets shall be possible: (1) clearing the CSC of its assigned alphanumeric characters, any stored maintenance history, and any round count data and (2) uploading data from another CSC that has reached the end of its useful life so as to continue the round count history. The last reset (2) does not refer to a CSC-to-CSC transfer, rather a data transfer from the weapons maintenance database to a replacement CSC via DCD or other means.
xii. CSC components shall be resistant to solvents approved for use in weapon cleaning (ref. MIL-L-63460). CSC components shall be resistant to performance degradation from 100 hours of Ultrasonic Cleaner immersion.
xiii. CSC internal and external components shall use coatings to protect the base materials from corrosion.
xiv. The power supply for each installed CSC shall have a battery life of no less than 5 years. The remaining battery life within the CSC shall be collected by the DCD and entered into the weapons maintenance accountability database for timely replacement tracking.
xv. Each CSC shall be marked with a UID. These identifiers shall be physically present on the CSC and readable by the DCD upon scanning the CSC.
xvi. Use of each CSC, during periods other than data downloading, shall require no operator input.
xvii. The wireless communication signals produced by each CSC shall be limited to a volumetric range equivalent to a 10-foot diameter sphere.
b. Data Collection Device (DCD). A DCD will be used to transfer recorded information from the CSC to the offeror’s weapons maintenance analysis database. The DCD serves two purposes: retrieval of data from CSCs and transfer of that data to a maintenance analysis database. The DCD will be a stand-alone device that is independent of a laptop or desktop computer. The DCD desired characteristics include:
i. The DCD is compatible with common personal computers with Microsoft
Office program(s). The DCD has the ability to load data into software for follow-on analysis and development of weapons maintenance profiles.
ii. The DCD shall be able to transfer data to and from all CSCs in the system. Such data may include, but is not limited to: weapon IUID, serial number, round count, and cadence of fire.
iii. The DCD and each CSC shall use one of the following communication modes to transfer data between each CSC and DCD: infrared communication IrDA® Standard SIR IrPhys 1.0, wireless communication standard RuBeeTM IEEE 1902.1, semi-passive RFID, or direct contact. If semi-passive RFID is implemented, the CSC shall only respond to the DCD if an encryption key is received.
iv. The DCD shall have the ability to store data from a minimum of 32 weapons at 30,000 shots each before requiring a download to the DCD.
The DCD shall read each CSC requiring no more than ten seconds.
v. The DCD shall provide the user with a visual indication the unit is turned on and when the DCD is transferring data. The DCD shall provide a visual indication when the data transfer is complete.
vi. The DCD will transfer the data from the DCD when requested or interrogated by the maintenance/accountability database and selected maintenance program.
vii. The DCD will be compatible with Windows7 Enterprise via a USB Cable on a SOCOM Standard Computer Seat..
viii. The DCD will charge via wall charger or via USB when connected to a workstation.
c. Weapons Maintenance Analysis Database. The purpose of this system is to provide an interface to allow the data from the CSC to be entered into the database, visually display that data, and provide maintenance recommendations (parts to be replaced, parts approaching replacement periodicity) as well as a diagnostic capacity. The diagnostic capability would indicate if the weapon was fired in an optimized state or degraded state and potential causes for firing in a less than optimized state. The database allows the user to specify and track when a part or parts have been replaced. The Weapons Maintenance Analysis Database desired characteristics include:
i. The maintenance system shall be able to scan a new weapon into the system, scan an existing weapon into the system, clear shots fired and reset the weapon serial number on the CSC (requires two party participation (both authorized users-one a technician, the other a technical supervisor).
ii. The maintenance system shall be able to upload maintenance documents per weapon class, remove maintenance documents per weapon class, view the maintenance documents that have been uploaded, provide a chronological history of maintenance documentation transactions.
iii. The maintenance system shall have a maintenance log update function that specifies when a part or parts are approaching their replacement period, when a part has been replaced, and when a part has been checked and identifying the technician that accomplished those actions.
iv. The maintenance system shall provide for User Administrative functions:
view existing users, modify existing user information (training certifications, etc.), add new users and delete users from the system.
v. The maintenance system shall provide the user the “rounds to replacement” for a given part for a weapon class, display a graphical “health bar” that provides a visual display as to when a part needs to be replaced, a “current hazard” value, displaying a percentage how close the part is to the defined hazard level where the part fails.
vi. The maintenance system shall visually display the health of each part for each weapon in that weapon’s class to aid in determining what weapon should or could be in need of maintenance.
vii. The maintenance system shall provide the ability to change the default hazard rate of 1.0% to a different percentage.
viii. The maintenance system shall provide the ability to add or subtract shots fired on a given part.
