Attachment (1): Performance Work Statement
Performance Work Statement (PWS) Naval Special Warfare Command
Cartridge Shot Counter (CSC) Test & Evaluation
1 BACKGROUND
1.1 Naval Special Warfare Command (NSWC) and its lower echelon organizations use small arms extensively in training and operations. Timely maintenance of these weapons is paramount to mission success and training effectiveness. Historically, weapon maintenance was based on weapon failure or a time schedule, which made no allowance for the number or rate of shots fired. The introduction of commercially-available shot counter technology will enable the development of an “informed maintenance capability” that allows for a more cost-effective and predictive maintenance program that improves overall weapon performance. Additionally, based on the statistical life expectancy of parts within a weapon, the informed maintenance capability can yield indications as to the overall “health” of a weapon, optimizing operator use and effectiveness
1.2 CSC systems installed in NSWC weapons must be able to successfully perform in a myriad of real-world environments. These conditions can be environmental (prolonged exposure to a host of hostile elements to include wind, sun, sand, salt water, solvents) as well as physical (operator rough handling). To be a value-added system, installed CSC systems must be able to reliably perform under all circumstances.
2 OBJECTIVES
2.1 NSWC is seeking commercially available CSC systems that can be installed in existing weapons platforms, and that can successfully perform in actual, real-world scenarios. In order to successfully demonstrate functional capability, NSWC will pursue the following objectives:
a. Procure and install commercially-available CSC systems in a variety of existing
NSWC weapons platforms.
b. Test and evaluate the performance of the installed CSC systems in actual, real-time scenarios over an extended window of operations estimated to be no less than 12 months and no longer than 30 months.
c. Following this test and evaluation period, it is anticipated that NSWC will pursue the award a five-year Indefinite Delivery, Indefinite Quantity (IDIQ)-type contract to a single CSC vendor. Accordingly, the Government intends to conduct a follow-on source selection limited to the contractors who are awarded an initial test and evaluation contract. Specific criteria for the follow-on source selection will be identified when that follow-on requirement is publicized.
However, the follow-on requirement will leverage the results of this test and evaluation (in addition to price and other non-price evaluation factors). As such, prior to the initiation of the follow-on source selection, NSWC will provide each contractor a report on the overall performance of their particular CSC system as evaluated by the NSWC operators under this PWS.
2.2 In order to maximize the validity of this test and evaluation, NSWC anticipates the award of a minimum of two contracts for performance of this PWS.
3 SCOPE
3.1 The contractor shall provide CSC systems. Each CSC system will be composed of the following integrated sub-systems:
a. CSC weapon-mounted devices
b. Data Collection Devices (DCD)
c. Weapons Maintenance Analysis program
See Attachment (2): Performance Specifications for detail regarding the CSC sub-systems performance specifications.
4 REQUIREMENTS
4.1 The CSC systems will be delivered to San Diego, CA, and Virginia Beach, VA.
The specific quantities, delivery addresses, and Government points of contact will be provided at the time of contract award, see Attachment (3): Deliverables.
4.2 Contractor Requirements
4.2.1 Contractor shall provide the CSC systems as described in this
Performance Work Statement.
4.2.2 Assist Visits
After contract award, each contractor shall provide a subject matter expert (SME) to locally assist with the installation, initial operational checks, and operator familiarization of the CSC systems. It is anticipated the assist visits will not exceed 3 days in duration. There will be three assist visits required as part of this PWS: two visits to San Diego, CA; and one visit to Virginia Beach, VA. An assist visit to each delivery location will be conducted within 90 days of the receipt of the delivered items. An additional assist visit to San Diego, CA, will be conducted within 270 days of the receipt of the delivered items. For scheduling purposes, the Government will provide a minimum 7-day lead time prior to each visit request.
5 SAFETY
5.1 Nothing in the performance work statement, nor any Government action or failure to act in performance of the contract, shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
6 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION
