RESPONSE TO QUESTIONS: H92240-17-Q-1067 – AMENDMENT 01
Q1) Product Description/Section2.1: Size diagonal length without rotors: Is a system with total length of 850mm acceptable (assuming all other technical specifications are met)? This would allow use of existing platform at reduced cost to government while meeting or exceeding all other requirements.
R1) A total system length of 850mm is acceptable. Being under the impression that this was going to be a custom build some of the parameters are flexible as long as the system meets or exceeds all other specified requirements. The original thought was that a larger platform could carry a larger payload (I.E. batteries) in order to achieve the desired flight time of 30-45 minutes.
Q2) Product Description/Section2.1: Battery Type (8 total): Is a system utilizing other than 22000 mAh acceptable (assuming all other specifications are met e.g. flight time requirements)? This would allow use of existing battery configurations at reduced cost to government while meeting or exceeding all other requirements, specifically flight time and payloads.
R2) A system utilizing other than 22000 mAh batteries is acceptable. Not knowing the end state power requirements for the aircraft to achieve the specified flight time as well as power to the onboard cameras there is a degree of flexibility in the electrical distribution system as long as it meets or exceeds the originally stated performance specifications.
Q3) Product Description/Section2.1: Night Camera Attributes: Specifications provided reflect those associated with FLIR Duo R model (as opposed to FLIR Duo specified). Thermal Measurement Accuracy specifications listed (+/- 5 deg C or 5% of reading) are only met by the FLIR Duo R model. Please confirm that FLIR Duo R specifications are the desired capabilities.
R3) Thermal measurement accuracy for both the FLIR Duo and FLIR Duo R are the same at (+/- 5 deg C. The Thermal measurement accuracy on most other cameras is much more sensitive and this increased accuracy usually equates to higher associated costs to the end user.
Additionally, not to be brand specific but the Duo family of cameras provide a day and night camera in one. This eliminates the requirement for (2) separate gimbals and/or camera mounts as well as differing power requirements and the associated costs of each. Therefore the specifications listed in FLIR Duo and FLIR Duo R are the desired specifications as long as they can be configured and downlinked to the pilots ground station monitor for viewing and safety purposes.
Q4) Product Description-Background/Section1.1: Near real time video:
a) Is there a requirement to port video from the Camp Billy Machen (CBM) range to the main building?
b) Is there a requirement to port video from remote training site (Syphons/DITs Hill/Target area) to CBM?
c) Is there a requirement to coordinate stills/video to geo tags in a .KMZ or .KML format for debrief or analysis?
RESPONSE TO QUESTIONS: H92240-17-Q-1067 – AMENDMENT 01
R4)
a. No. our intention is to capture all digital media on a SD or micro SD card. Take the card out of onboard camera day / night and insert it into a government issued laptop for the purpose of debriefing the students. However we do require a video first person view (FPV) downlink from the attached camera to the pilot’s ground station for safety and situational awareness.
b. No. (see response “a”)
