Product Description Naval Special Warfare Command

Unmanned Aerial Vehicles (UAV) Quad-copters

1.0 OBJECTIVE: NSWBTC SQT Land Warfare is requesting two custom built Quad-copters with a day camera and thermal / infrared camera for evolutions at night to assist in facilitating student debriefs with detailed near real-time video play-back of tactical movements and safety concerns.

1.1 Background: Currently instructors provide verbal feedback to the students after live-fire training evolutions by off-the-cuff debriefs without the ability to show the students specific details of exactly what safety, tactical, or individual issues they may be having. The students receive good feedback during blank-fire training evolutions through a GPS monitoring system that tracks their movements and projects them on a ‘google’ map overlay. However this form of feedback doesn’t provide close –up detail of an individual shooter, weapons posture or adequate terrain detail.

Because of the above mentioned training shortfalls a requirement exists for procurement of two (2) UAV Quad-copters in order to provide students with live video play-back upon conclusion of their range evolutions. Verbal debriefs and sand tables do not provide adequate details pertaining to specific safety and tactical outcomes relating to learning objectives of the exercises. Procurement of (2) UAV Quad-copters will give the instructor cadre the ability to capture and store both still images and video, highlighting student performance and enabling the instructor cadre to provide more comprehensive debriefs.

This will significantly improve the student’s ability to understanding training related learning objectives as well as overarching TTPs. Additionally live video play-back will also facilitate resolution of any safety or tactical concerns that may have arisen during training.
