Performance Work Statement (PWS) Waste Water Pumping, Fresh Water Delivery, & Hand Wash Station Service at Camp Pendleton Range 116
1. BACKGROUND
1.1 Naval Special Warfare Center (NSWCEN) conducts multiple training courses at
Dynamic Shooting Complex, Range 116 located at Camp Pendleton, CA. These training courses support up to 80 personnel on site at a time. In order to accommodate these training courses, the range complex requires facility support services including waste water tank pumping, bulk fresh water delivery, and hand wash station pumping and cleaning. Improved road access is available to all areas requiring service.
2. OBJECTIVES
2.1 Naval Special Warfare Command (NSWC) intends to issue a firm-fixed price (FFP) contract for the services described herein.
3. SCOPE
3.1 Vendor shall provide recurring pumping and disposal of waste water at Dynamic
Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA.
3.1.1 Vendor shall pump three (3) 4,000 gallon waste water collection tanks 12 times per year on an as needed basis by phone request of the Range 116 manager.
3.1.2 Vendor shall be on-call within 24-hour notice to provide septic tank pumping services.
3.1.3 Vendor is responsible for collection and off-site disposal of waste water applicable with all state and federal regulations. Dumping of waste water is permitted on Camp Pendleton. The contractor shall coordinate dumping directly with the Camp Pendleton POC (contact information to be provided upon contract award). The contractor is not allowed to bring waste onto Camp Pendleton. Only waste from the tanks being serviced by this contract can be disposed of on Camp Pendleton.
3.1.4 Vendor is responsible to provide all necessary equipment, including pump truck and collateral equipment (e.g. hoses, personal protective equipment, etc.)
3.2 Vendor shall provide recurring delivery of bulk fresh water to holding tanks at Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA.
3.2.1 Transport water to fill three (3) 2,000-gallon water tanks using government furnished fresh water 12 times per year on an as needed basis by phone request of the Range 116 manager.
3.2.2 The vendor shall be required to fill the tanks on-site within 24 hours of request.
3.2.3 Vendor shall use government-provided fill station on Marine Corps Base, Camp Pendleton, within 2 miles of Range 116, as source for fresh water and transport to Range 116 for delivery.

3.2.4 Vendor’s pump trucks must be able to adapt to various hoses and pumping stations fittings to fill their trucks and pump water into existing water storage tanks at Range 116 sites.
3.2.5 Vendor’s trucks, tanks, and collateral equipment must be clean and free of contamination.
3.3 Vendor shall provide hygiene hand wash stations, including pumping and sanitation services, at Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA.
3.3.1 Vendor shall provide 9 hand wash stations to be pumped 24 times per year on a recurring, as needed basis by request of the Range 116 manager.
3.3.2 During each service, vendor shall sanitize each station, restock soap and paper towels, and remove old water and fill with fresh water.
3.3.3 Vendor shall use government provided fresh water from fill station on Marine Corps Base, Camp Pendleton, within 2 miles of Range 116, as source for fresh water.
4. REQUIREMENTS
4.1 The vendor shall provide all necessary equipment, certifications, and documentation throughout the performance of this contract.
4.2 Interface and Service Request Requirements
4.2.1 Vendor shall only perform services within the scope of this contract upon specific request and scheduled by Range 116 manager. Vendor shall not set up automatically recurring service times or regularly scheduled visits.
4.2.2 Some of the tanks to be serviced are located down range of the firing line.
The driver shall request clearance from Range 116 staff prior to continuing down range. The vendor shall inform the Range 116 staff once the service has been completed and they are clear of the area.
4.3 Training Requirements
4.3.1 Vendor shall complete Range Safety (Contractors) Course held by Marine
Corps Base, Camp Pendleton for information regarding the inherent dangers of a live fire shooting complex. Vendor delivery/service personnel must be briefed in regards to the inherent dangers of a live fire shooting complex before servicing septic tanks, fresh water tanks, and hygiene wash stations. Vendor delivery/service personnel must be briefed in regards to the locations of the septic tanks, fresh water tanks, and portable hand wash stations.
4.4 Participate in a Post-Award Conference.
4.4.1 This meeting shall provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The Contractor shall provide a written summary of the Post-
Award Conference in paragraph 5.0.
5. DELIVERABLES
5.1 Contractor shall furnish a receipt to the Range 116 manager after performing each service. Receipt shall indicate which services were performed, and shall, at a minimum, include number of gallons pumped and delivered, and number of hand wash stations serviced
6. CONTRACTOR MANPOWER REPORTING
6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Name of your component/office via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL
7.1 The Government does not anticipate travel in connection with the performance of this PWS; contractor shall perform services at the locations defined in paragraph 13 Place of Performance.
8. SECURITY.
8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
9. SAFETY
9.1 Safety during the performance of all services shall be paramount. The contractor shall comply with and maintain appropriate safety instructions and qualifications in accordance with all Federal, state, and local laws. Contractor shall provide and

9.2 Contractor Responsibility
9.2.1 Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION
(GFP/GFE/GFI)
10.1 The government will furnish fresh water in accordance with PWS 3.2.3, at Marine
Corps Base, Camp Pendleton. The contractor will deliver fresh water from one of these government provide sources and deliver to Range 116 holding tanks as described in paragraph 3.2.
11. QUALITY CONTROL
11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service;
addressing customer complaints, and improving the quality of services over the life of the contract.
12. QUALITY ASSURANCE
12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
13. PLACE OF PERFORMANCE
13.1 Dynamic Shooting Complex, Range 116, Basilone Road, Camp Pendleton, CA. This location is on Marine Corps Base, Camp Pendleton.
14. PERIOD OF PERFORMANCE
Base Period: 12 months from date of award.
Option Period 1: 12 months from end date of previous period.
Option Period 2: 12 months from end date of previous period.
Option Period 3: 12 months from end date of previous period.
Option Period 4: 12 months from end date of previous period.
