Performance Work Statement (PWS) Naval Special Warfare Command Vertical Wind Tunnel Freefall Simulator Time (West Coast)

1. BACKGROUND

1.1 The vertical wind tunnel is a valuable tool that enables parachutists to practice and improve body flight technique. It enables parachutists to practice emergency procedures while wearing military equipment, i.e. parachute and equipment bags in a controlled environment. This training is vital to keeping parachutists safe and proficient in order to accomplish their mission as it relates to Naval Special Warfare (NSW).

2. OBJECTIVES

2.1 Provide Vertical Wind Tunnel (VWT) Freefall Simulator Facility to be used for training of NSW personnel on the West Coast.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment and facilities necessary to provide a VWT facility and training time in order to elevate the currency and proficiency levels of military freefall parachutists.

4. REQUIREMENTS

4.1 The Contractor shall provide a secure area for military personnel to conduct wind tunnel training and instruction. Facility will be sufficient in size to accommodate multiple personnel performing relative work (RW) training. The Contractor shall provide a clean, effective facility for the conduct of vertical wind tunnel training.

4.2 The Contractor shall provide for a VWT as follows:

4.2.1 Meet or exceed 14 feet in diameter, 52 feet in height, and contain a climate controlled recirculating flight chamber; and

4.2.2 Accommodate four (4) students at one time and provide a wind tunnel that incorporates a make-up air system, allowing the antechamber to remain open while the tunnel runs.

4.3 Facility wind speed will be sufficient to lift all parachutists wearing tunnel-safe parachute rigs and equipment bags.

4.4 Contractor shall utilize non-functional rigging for all parachute systems. All pins must be bent, and no rig cover may be utilized.

4.5 Contractor shall utilize a MT2XX parachute system.

4.6 Contractor shall provide classroom facilities to accommodate fifteen (15) students; the classroom shall be equipped with a large high definition screen and all electronics necessary for viewing any assessments and all visual training materials.

4.7 Contractor shall provide wind tunnel suits, parachute rigs, helmets, and goggles for use by each student training in the VWT.

4.8 Contractor shall provide a military free fall/vertical wind tunnel Safe Rig for each student training in the VWT.

4.9 Contractor shall provide International Bodyflight Association (IBA) certified Instructors (I rated) or Trainers (T rated), or international equivalent rating. Instructors (I) or Trainers (T) will be purchased at the task order level. Instructor Ratings are I Level (I1-I4), and Trainer Ratings are T Level (T1-T4).

4.10 Contractor shall provide a train the trainer course “Flight Instruction Training Program” (FITP) four times a year. The FITP shall include fifteen (15) hours of tunnel time for four (4) students, for a total duration of sixty (60) hours each per course. It is anticipated that one Level 4 Trainer (T4) and one Level 3 Trainer (T-3) will be needed to run an FITP; these hours are included in the below estimate. The Government will specify the skill mix at the task order level.

4.11 The Contractor shall provide an estimated 800 VWT hours per year, and 400 instructor hours per year.

4.11.1 800 hours of Vertical Wind Tunnel – to be used as needed by SEAL Teams and Air Cell.

4.11.2 400 Instructor Hours – To be used as needed in the quantities set forth by the Government at the task order level.

4.11.3 240 Hours of Trainer Time for FITP annually.

4.12 Video Recording and Playback

4.12.1 Contractor shall provide equipment and personnel necessary to perform video recording and playback capabilities of all VWT training events.

4.12.2 The Contractor shall provide the capability for recording and playback to occur concurrently.

4.12.3 The Contractor shall provide a standalone video replay system that does not connect to the internet. A high definition viewing area and screen shall be provided in order to adequately assess student performance. This equipment shall be located in the classroom.

4.12.4 The Contractor shall provide one (1) copy of the recorded training event(s) to the Government on a digital versatile disc (DVD).

4.13 Scheduling and Access

4.13.1 The Government intends to provide the Contractor with tentative training schedules within thirty (30) days after contract award.

4.13.2 Schedule changes will be made no later than (NLT) ten (10) days prior to the start of each training event. All changes will be issued by the Contracting Officer.

4.13.3 The Contractor shall provide access to the training facility from 0700 until 2200 Monday through Friday, excluding Federal holidays. The Government will coordinate with the Contractor for access outside of the normal scheduled work hours no later than seven calendar days in advance. This may include Saturdays and Sundays.

6. CONTRACTOR MANPOWER REPORTING

6.1 The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Special Warfare Command via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized for this requirement.

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

9. SAFETY

9.1 Nothing in this PWS, nor any USG action or failure to act in performance of the contract shall relieve the Contractor of its responsibility for the safety of the Contractor’s personnel and property, the USG personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility to comply with applicable Federal, state, and local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.2 Risks are incurred during the conduction of this training. This training requires implementation of Operational Risk Management (ORM). NSW will ensure a certified Special Operations Combat Medic is on station at each training event and there is a designated vehicle identified to support a casualty evacuation.

9.3 A USG process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be inputted into the Web Enabled Safety System (WESS) by the USG. Safety and training related problems or mishaps involving or observed by the Contractor shall be addressed immediately to the evolution/trip lead.

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION: N/A

11. QUALITY CONTROL

11.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The USG reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The USG will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory Contractor performance, the Commanding Officer will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The USG will review the Contractor’s corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of the Contractor’s performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE

14.1 This service shall be provided at the Contractor’s facility located within one-hundred (100) statute miles of San Diego, CA 92155.

15. PERIOD OF PERFORMANCE

15.1 Ordering Period: Five (5) Years commencing at contract award.
