Question and Answers for Solicitation H92240-16-T-0038
Question 1: [PWS 1.1, 2.1, 13] The PWS makes several references to "FAA approved COI" (PWS 1.1, 2.1). It also lists 14CFR Part 141 under "Applicable Documents/Regulations (PWS 13). Would the Government please clarify the intent of these references i.e. is the offeror required to have a current 14CFR Part 141 certificate or may they simply to use course materials that are FAA approved? In that event, may the offeror meet the requirements of the PWS by using commercially available COIs such as Gleim or Jeppesen?
Answer 1: Yes, a current 14CFR Part 141 certificate is required.
Question 2: [PWS 4.1.2] Does the Government require that aircraft used in the flight portion of training be equipped with G1000 (or equivalent), or is this merely a desired item? We are concerned that having to first teach students how to interpret complex glass cockpits in the limited time available will detract from the quality of actual flight instruction.
Answer 2: Glass Cockpit is preferred; however, Analog is acceptable.
Question 3: [PWS 4.1.3.2 thru 4.1.3.6] Are the listed course materials to be issued to each student, or is the SP only required to have a set available for student use?
Answer 3: Yes, the listed course materials are to be issued to each student.
Question 4: [PWS 9.4.1 Risk Controls] This paragraph appears to be written for on‐base activities and not contractors working out of their own facilities. Please clarify the Government's intent and what, if any, civilian equivalents would apply.
Answer 4: PWS Paragraph 9.4.1 Risk Controls has been revised.
Question 5: [PWS 9.5 Mishap Reporting] As above, the safety reporting process appears to refer to an on‐base activity. Contractors will not have ready access to WESS, the Base Safety Officer, or the ROIC.
Please clarify the Government's intent and how it would expect this reporting process to work for civilian activities off base.
Answer 5: PWS Paragraph 9.5 Mishap Reporting has been revised.
Question 6: [PWS 4.1.3.6] Can the FAA Private Pilot Knowledge be administered at any other FAA‐ approved testing center (ie, CATS Testing Center etc.)?
Answer 6: No, Contractor shall administer the Lazergrade FAA Private Pilot Knowledge Test on‐site.
