Performance Work Statement (PWS) Naval Special Warfare Command

FAA Ground School Course of Instruction

1. BACKGROUND

1.1 Naval Special Warfare personnel currently train within United States airspace while deploying to parts of the world with uncontrolled airspace. All personnel need to have knowledge of operating in the aviation environment. The ability to safely maneuver an aircraft while maintaining situational awareness of the environment is critical for UAS Operators. A Federal Aviation Administration (FAA) approved (14 CFR Part 141) Course of Instruction (COI) that encompasses basic ground and flight instruction is essential to provide personnel with the requisite skills to perform their mission safely in a dynamic aviation environment.

2. OBJECTIVES

2.1 The purpose of this requirement is to obtain an FAA-approved COI that incorporates all training requirements listed below and prepares students for obtaining the FAA Certificate of Authorization (COA) and Private Pilot Knowledge Certification.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials and facilities necessary to provide an FAA-approved (CFR Part 141) Ground School COI in accordance with the requirements listed below. Contractor is required to have a current 14 CFR Part 141 Certificate.

4. REQUIREMENTS

4.1 The contractor shall provide a ten (10) day COI for up to six (6) personnel that includes the following:

4.1.1 40 Hours of group Private Pilot Ground Instruction per student on the following:

4.1.1.1 Applicable Federal Aviation Regulations of private pilot privileges, limitations, and flight operations; accident reporting requirements of the National Transportation Safety Board

4.1.1.2 Use of the applicable portions of the "Aeronautical Information Manual" and FAA advisory circulars

4.1.1.3 Use of aeronautical charts for VFR navigation using pilotage, dead reckoning, and navigation systems

4.1.1.4 Radio communication procedures, recognition of critical weather situations from the ground and in flight, windshear avoidance, and the procurement and use of aeronautical weather reports and forecasts

4.1.1.5 Safe and efficient operation of aircraft, including collision avoidance, and recognition and avoidance of wake turbulence

4.1.1.6 Effects of density altitude on takeoff and climb performance

4.1.1.7 Weight and balance computations

4.1.1.8 Principles of aerodynamics, powerplants, and aircraft systems

4.1.1.9 Stall awareness, spin entry, and spins, and spin recovery techniques for the airplane glider category ratings

4.1.1.10 Aaeronautical decision making and judgment

4.1.1.11 Preflight action that includes

4.1.1.11.1 How to obtain information on runway lengths at airports of intended use

4.1.1.11.2 Data on takeoff and landing distances

4.1.1.11.3 Weather reports and forecasts

4.1.1.11.4 Fuel requirements

4.1.1.12 How to plan for alternatives if the planned flight cannot be completed or delays are encountered

4.1.2 8 Hours of Dual Flight Instruction in C-172 (G1000) or similar aircraft (Glass Cockpit is preferred; however, Analog is acceptable) per student

4.1.2.1 Flight instruction shall include briefing and debriefing

4.1.2.2 A minimum of three aircraft to be available during flight instruction portion

4.1.2.3 Headset to be provided for each student

4.1.3 Contractor provided materials

4.1.3.1 Contractor shall provide a Course Schedule/Training Plan NLT 3 days after contract award

4.1.3.2 FAA Sectional Chart (Washington DC) and Airport Facilities Directory (AF/D)

4.1.3.3 E6B-Flight Computer

4.1.3.4 Current FAA Federal Aviation Regulations and Airman's Information Manual

(FAR/AIM)

4.1.3.5 Pilot Logbook

4.1.3.6 Contractor shall administer Lazergrade FAA Private Pilot Knowledge Test on-site

4.1.4 Contractor facilities and equipment

4.1.4.1 Classroom facilities with internet access and air conditioning are required. A lounge equipped with refrigerator and microwave is desired.

4.1.4.2 Instructor personnel shall provide opportunities throughout course for students to ask questions and seek clarification/assistance on instruction material.

4.1.4.3 Aircraft maintenance must be readily available at the airfield to ensure requisite flight hours are executed within the 2 week course of instruction

6. CONTRACTOR MANPOWER REPORTING

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Name of your component/office via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized for this requirement

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

8.2 Contractor personnel do not require a security clearance

9. SAFETY

9.1 Safety in all training events shall be paramount. The contractor shall perform ORM assessment prior to any flight event in accordance with the FAA System Safety Handbook.

9.2 The Contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with FAA regulations 14 CFR Parts 14, 61, 91, and 141.

9.3 Contractor Responsibility

9.3.1 Nothing in this PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.4 Risk Controls

9.4.1 Risks are incurred during the conduct of this training. This training requires implementation of risk controls. The Contractor shall ensure emergency medical services are available in the case of a mishap.

9.5 Mishaps

9.5.1 Process must be in place that will ensure any mishaps are immediately reported, investigated and recorded. In the occurrence of a mishap, the Contractor shall contact the Command and the appropriate emergency services immediately.

9.5.2 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the Command. A written report shall be prepared and submitted to the Command within 2 working days of the incident.

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

10.1 N/A

11. QUALITY CONTROL

11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE

14.1 Training shall be conducted at the contractor’s facility which shall be located within 30 miles of Joint Expeditionary Base (JEB) Little Creek, Virginia Beach, VA 23459.

15. PERIOD OF PERFORMANCE

15.1 Contract shall have a base year period of performance, plus four (4) 12-month option periods. Four

(4) Course of Instructions (COI) shall be provided each period, including an option to provide one

(1) additional COI per year, to be exercised at the unilateral right of the Government.
