PERFORMANCE WORK STATEMENT

FLEET CONCENTRATION AREA SWIM PROGRAM - NORFOLK, VA

1.0 INTRODUCTION

1.1 This contract will provide swimming instruction to prospective Naval Special Warfare

(NSW) SEAL and SWCC candidates in the Norfolk, VA area. To become viable candidates for

NSW SEAL and SWCC training, candidates must master swim techniques and become comfortable in the water. To support these objectives, this contract is being established to obtain

Contractor swimming instruction services for the operation of a comprehensive swim program in the Norfolk, VA area.

2.0 SCOPE

2.1 The Contractor shall establish and maintain a viable swim training program at the Fleet concentration area of Norfolk, VA to prepare local candidates for SEAL and SWCC training.

Contract performance shall be focused on providing quality swim instruction to the candidates.

The Contractor’s performance is not driven by the quantity of candidates ultimately selected for

SEAL and SWCC training. Contract performance shall be measured by the Contractor’s ability to improve swim program participants’ comfort, technique, and speed in water.

3.0 REQUIREMENTS

3.1 Swim Instructor(s) shall:

3.1.1 Possess in depth knowledge of the swimming skills needed to become successful Navy

SEAL and SWCC candidates.

3.1.2 Maintain current industry recognized Water Safety Instructor (WSI) and

Lifeguarding/CPR/AED certifications commonly accepted by USA Swimming, from organization such as the American Red Cross, American Lifeguard Association, etc. A list of approved certifications is available at the USA Swimming website.

3.1.3 Remain on the pool deck throughout all swim training sessions.

3.2 SWIM PROGRAM REQUIREMENTS

3.2.1 Curriculum and Scheduling Requirements:

3.2.1.1 The Contractor shall establish a swim training curriculum that develops comfort, technique, and speed in water appropriate to prepare high potential candidates for follow-on SEAL / SWCC training. Introduction to the combat side stroke, used in NSW training, shall be included in the curriculum. Swim sessions shall be designed to aggressively and safely enhance each participant’s swimming techniques prior to entry into the NSW training pipeline. The swim program shall emphasize preparation for NSW over general aquatic competition. The COR shall approve the Contractor training curriculum prior to implementation of the initial session and any subsequent proposed changes.

3.2.1.2 The Contractor shall provide coached on-deck swim instruction and aquatics workout sessions Monday through Friday for two (2) hours each day; a total of ten (10) hours per week. The Contractor shall schedule training to minimize interference with participants’ normal work routine to the maximum extent practicable. The COR shall approve the Contractor training schedule prior to implementation of initial schedule and any subsequent proposed changes.

3.2.1.3 The Contractor shall conduct an initial skills assessment of the participants upon their initial entry into the swim program. The skills assessment shall address the participant’s comfort, technique, and speed in water. The Contractor shall conduct progress skills assessments, at time intervals deemed necessary by the COR, to assess and quantify the participants’ skills improvement.

3.2.2 Medical and Security Requirements:

3.2.2.1 The Contractor shall follow the emergency medical response plan in place at the swim facility. The Contractor shall be the first responder and call for emergency medical services as appropriate. The Government will provide, on emergency basis only, medical services for job related injuries and life threatening illnesses. Such emergency medical care will be limited to those services necessary to prevent undue suffering or loss of life and will be provided during the period of the emergency. In such circumstances, action will be taken to transfer the injured to a civilian health care provider as soon as medically feasible.

3.2.3 Documentation / Communication Requirements:

3.2.3.1 The Contractor shall distribute and collect a completed “Candidate Information

Sheet” from all participants prior to their participation in the swim program. The

“Candidate Information Sheet” will be provided by the Government. The Contractor shall provide all signed original “Candidate Information Sheets” to the Contracting Officer’s

Representative (COR). The Contractor shall ensure personally identifiable information

(PII) entrusted in the course of work is secure and protected. The Contractor shall ensure the PII in its possession is only accessible to those with an "official need to know” and stored and transmitted only by approved means. The Contractor shall keep the PII information timely, accurate, and relevant to the purpose for which it was collected. The

Contractor shall delete/destroy PII when it is no longer required by rendering it unrecognizable and beyond reconstruction by approved cross cut shredder or burn bag and dispose of it through approved disposal service.

3.2.3.2 The Contractor shall submit monthly progress reports to the COR. Monthly progress reports shall include an Excel spreadsheet which lists all participants by name and number of training sessions attended during the month, and lists new participants who signed up during the month. The monthly progress report shall also include the results of any participant skill assessments conducted during the month.

3.2.3.3 The Contractor shall engage in frequent informal communication with the COR as often as necessary and on a weekly basis at a minimum.

4.0 DELIVERABLES

5.0 SECURITY

5.1 The Contractor and all Contractor personnel with access to or responsibility for nonpublic

Government data under this contract shall comply with DoD Directive 8500.1 Information

Assurance (IA), DoD Instruction 8500.2 Information Assurance (IA) Implementation, DoD

Directive 5400.11 DoD Privacy Program, DoD 6025.18-R DoD Health Information Privacy

Regulation, DoD 5200.2-R Personnel Security Program, and Homeland Security Presidential

Directive (HSPD) 12.

5.2 The Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data. Personally Identifiable Information (PII) is considered nonpublic Government data.

5.3 The Contractor shall follow all base access and security rules and regulations.

6.0 PLACE OF PERFORMANCE

6.1 Place of performance is the Norfolk, VA area.

6.2 The swim facility will be provided by the Government. The primary facility is the NSW

Group 2 (NSWG2) Combat Training Tank (CTT) aboard Joint Expeditionary Base, Little Creek, VA.

6.3 The Contractor shall coordinate use of an alternate swim facility, in the event that the primary Government swim facility is unavailable. Performance at a Contractor facility is subject to prior written approval by the Contracting Officer.

7.0 PERIOD OF PERFORMANCE

7.1 Date of contract award through a period of twelve (12) months. Four 12-month option years will be included.

7.2 Performance shall occur Monday through Friday for two (2) hours each day, for a total of ten (10) hours per week, for fifty (50) weeks per contract year.

8.0 CONTRACTOR TRAVEL

8.1 No travel is anticipated in connection with the performance of this PWS. Contract performance shall be conducted on a firm-fixed price basis.

9.0 CONTRACTOR MANPOWER REPORTING

9.1 For contracts exceeding $150,000.00 in total dollar value (base plus options), the

Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare

Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 10.0 QUALITY CONTROL

10.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The

QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

11.0 QUALITY ASSURANCE

11.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the

PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

11.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and http://www.ecmra.mil/ http://www.ecmra.mil/ avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of

Contractor performance when determining present or future contractual actions.
