Performance Work Statement (PWS) Naval Special Warfare Command Role Players & Liaison Support Services
1. BACKGROUND
1.1 The Naval Special Warfare Command (NSW) conducts Unit Level Training (ULT) at Ft. Knox, KY and Muscatatuck Urban Training Center (MUTC), Butlerville, Indiana. NSW personnel require the skills necessary to fully exploit the combat theatre in the use and handling of an interpreter and interaction with non-English speaking combatants/ innocents.
2. OBJECTIVES
2.1 The objective of this requirement is to obtain contractor support for training that will enhances the ability to exercise tactical, command and control under realistic conditions that replicate the scale, diversity, and complexity of an operational environment while providing realistic tactical scenarios that closely replicate the characteristics of the environments encountered by Special Operations Forces (SOF) during ongoing combat operations overseas.
3. SCOPE
3.1 The Contractor shall provide the personnel, management and materials necessary to provide Role Player Support in accordance with the requirements listed below.
4. REQUIREMENTS
4.1 The contractor shall provide Role Players to support a 24-hour operations cycle for a minimum of 192 hours for 2 weeks of instruction. The support will be used at both Ft Knox and MUTC. The training schedule will be dynamic and the contractor shall provide appropriate manpower required to support concurrent planning, preparation, and execution of sequential training events as required.
4.2 Liaison Officer (LNO)
4.2.1 Shall be available onsite 24 hours per day during all periods of performance to support training
4.2.2 Shall act as the single point of contact for providing all logistical and administrative coordination and Role Player support before, during, and after all training events. Responsibilities include:
4.2.2.1 Coordinate lodging and logistics requirements for students and cadre while at MUTC
4.2.2.2 Coordinate daily with MUTC range control and NSW staff to ensure rules and regulations and base Surface Danger Zone's (SDZ's) and Minimum Safe Distances (MSD) are in compliance with all NSW rounds, demolitions, and pyrotechnics
4.2.2.3 Arrange facility backside support and providing coordination between NSW and MUTC in order to ensure training sites are prepared and set up daily to support training
4.2.2.4 Coordinate all support requirements for airborne platforms to include ISR, HELO's, and FARP at MUTC
4.2.2.5 Fulfill advisory role for training scenario development, tactical scenario set up and execution, target zone consideration and set up, situational safety evaluation, and after action review analysis
4.2.2.6 Coordinate and manage OPFOR to meet NSW Cadre training objectives at Ft. Knox, KY
4.2.3 LNO Qualifications
4.2.3.1 LNO shall have Tier 1 OIF and or OEF operator experience in order to facilitate development and execution of SOF scenarios.
4.2.3.2 LNO shall have prior experience as a military qualified instructor
4.2.3.3 LNO must have personnel management experience
4.2.3.4 LNO must have minimum 10 years USSOCOM military experience with a background to include verifiable experience employing mission critical tasks in a tactical setting a
4.2.3.5 LNO must have operational SOCOM experience implementing Find, Fix, Finish, Exploit, Analyze (F3EA) in order to assist in oversight and support of Battlefield Interrogation, Tactical Questioning (BIT/TQ) operations during scenario execution
4.2.3.6 LNO must be SOF Master Breacher qualified (Tier I or II) in order to support facility Surface Danger Zones (SDZs) and assist in implementation of safety measures for targets and role players during explosive entry scenarios
4.2.3.7 LNO must have an active SECRET security clearance prior to the start of training
4.2.3.8 LNO must be Range Safety Officer certified for MUTC
4.3 Role Players (Arabic)
4.3.1 All Role Players will have culturally appropriate attire and props
4.3.2 All Role Players shall be available for training 24 hours per day during all periods of performance
4.3.3 Contractor will provide a minimum of eight (8) Insurgent OPFOR with SOF role playing experience during each training evolution at Ft. Knox.
4.3.4 Contractor will provide a minimum of twenty-three (23) Role players as follows:
4.3.4.1 Ten (10) male foreign linguists with SOF role playing experience,
4.3.4.2 Five (5) female foreign linguists with SOF role playing experience
4.3.4.3 Eight (8) Insurgent OPFOR with SOF role playing experience during each training evolution at MUTC.
4.3.5 All Role players must be CI Screened
4.3.6 All Role players must have cultural knowledge of Afghanistan and or Iraq
4.3.7 Fifteen of the twenty-three roll players (excluding OPFOR) must be proficient in Arabic to a level equal to or greater than the 3/3 standards required of the Defense Language Institute (DLI). Role Players must be proficient in English
4.3.8 At least 8 Insurgent OPFOR personnel must have:
4.3.8.1 Prior OIF and or OEF combat MOS experience
4.3.8.2 Training in COIN (Counter Insurgency) operations
4.3.8.3 Prior SOF role playing/OPFOR experience
4.3.8.4 Ability and equipment to simulate Improvised Explosive Devices (IED's), Rocket Propelled Grenades (RPGs), Mortar's and Artillery, Hand Grenades, Suicide Vests (S-Vest), Crew Served Weapons (blank fire), and rifle and pistol small arms (paint ball/marking cartridge).
4.4 Role Players (Spanish)
4.4.1 All Role Players will have culturally appropriate attire and props
4.4.2 All Role Players shall be available for training 24 hours per day during all periods of performance
4.4.3 Contractor will provide a minimum of eight (8) Insurgent OPFOR with SOF role playing experience during each training evolution at Ft. Knox.
4.4.4 Contractor will provide a minimum of twenty-three (23) Role players as follows:
4.4.4.1 Ten (10) male foreign linguists with SOF role playing experience,
4.4.4.2 Five (5) female foreign linguists with SOF role playing experience
4.4.4.3 Eight (8) Insurgent OPFOR with SOF role playing experience during each training evolution at MUTC.
4.4.5 All Role players must be CI Screened
4.4.6 All Role players must have cultural knowledge of Central and/or South America
4.4.7 Fifteen of the twenty-three roll players (excluding OPFOR) must be proficient in Spanish to a level equal to or greater than the 3/3 standards required of the Defense Language Institute (DLI). Role Players must be proficient in English
4.4.8 At least 8 Insurgent OPFOR personnel must have:
4.4.8.1 Training in COIN (Counter Insurgency) operations
4.4.8.2 Prior SOF role playing/OPFOR experience
4.4.9 Ability and equipment to simulate Improvised Explosive Devices (IED's), Rocket Propelled Grenades (RPGs), Mortar's and Artillery, Hand Grenades, Suicide Vests (S-Vest), Crew Served Weapons (blank fire), and rifle and pistol small arms (paint ball/marking cartridge).
4.5 General Requirements
4.5.1 Contractor shall provide a single point of contact that has the authority to manage all contracted role players and opposing force (OPFOR) services during all phases of training at Ft. Knox, KY and MUTC, IN.
4.5.2 During the conduct of the exercise, the contractor LNO must maintain full-time representation at the NSW operations center at Muscatatuck Urban Training Center (MUTC). The LNO must have the authority to manage all ongoing aspects of exercise support
4.5.3 Contractor employees must follow all on-site directions from NSW Cadre personnel to ensure the training objectives are met. Any concerns with contractor personnel or contractor performance will be addressed with Company LNO. In the event that a company employee is removed from the training scenario, they will be immediately replaced at the company's expense
4.5.4 Contractor organization should support casualty plan/medical plan written into scenarios up to, or as advanced as, Live Tissue Training
4.5.5 Contractor organization must have a SECRET Clearance
4.5.6 Must provide own liability insurance
4.5.7 Contractor shall provide the following equipment:
4.5.7.1 Individual PPE for all role player/OPFOR personnel
4.5.7.2 Culturally specific clothing and target area props
4.5.7.3 Minimum of eight (8) blank firing AK-47s
4.5.7.4 Minimum of 3000 rounds of ammunition per training event for a total of 12000 rounds
4.5.8 Contractor shall provide the following quantities of pyrotechnics for creating realistic battlefield simulation at Ft. Knox and MUTC utilizing CAS (close air support), Hand grenade, command detonated IED/EFP, S-vest, and RPG simulators during day and night training scenarios:

6. CONTRACTOR MANPOWER REPORTING Use this standard paragraph for all service contracts:
6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Name of your component/office via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil .
7. TRAVEL
7.1 Not Applicable
8. SECURITY
8.1 Security will be in accordance with the attached DD254. Contractor LNO supporting this task will be cleared at the SECRET level at the start of the task. All Role Players will be CI screened at the start of the task.
8.2 The contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
8.3 The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
8.4 All contractor personnel are required to be citizens of the United States.
8.5 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.
9. SAFETY
9.1 Safety in all training events shall be paramount. The contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with all applicable references.
9.2 RSO or Controller Responsibility
9.2.1 The assigned RSO will ensure that a range assessment is performed for all non-DoD live fire ranges IAW COMNAVSPECWARCOMINST 3591.1D prior to first-time use. Assessments will be conducted in accordance with enclosure (3) of the above referenced instruction.
9.2.2 The supported Team will provide an RSO and ROIC per evolution on site who will conduct exercise monitoring to ensure the quality and safety of the exercise.
9.2.3 The exercise controller shall provide the contractor with applicable safety doctrine as appropriate. Additionally, the exercise controller will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.
9.3 Contractor Responsibility
9.3.1 The Contractor shall provide a Liaison Officer who is Range Safety Officer certified to conduct ranges aboard the Muscatatuck Urban Training Center. The contractor is responsible for compliance with all applicable NSW and DoD live-fire range safety standards.
9.3.2 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9.4 Risk Controls
9.4.1 Risks are incurred during the conduct of this training. This training requires implementation of risk controls. Troop will insure a certified SOC-M medic is on station at each training event and there is a designated vehicle identified to support CASEVAC.
9.5 Mishaps
9.5.1 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.
9.5.2 Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be prepared and submitted to the Safety Officer within 2 working days of the incident
10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)
10.1 N/A
11. QUALITY CONTROL
11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
12. QUALITY ASSURANCE
12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
12.1 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
