H92240-16-Q-2012, Amendment 01 19 Jan 2016
The purpose of this amendment is to answer questions related to the solicitation. See questions answers below.
1. In reference to "Performance Work Statement (PWS), Naval Special Warfare Command, Role Players & Liaison Support Services" Paragraph 4.2.3.8 it states "4.2.3.8 LNO must be Range Safety Officer certified for MUTC"
Question: In reference to the term Range Safety Officer, is there a specific requirement or certification specific to MUTC to perform RSO duties?
Answer: MUTC has its own RSO certifications specific to MUTC and the vendor must provide a MUTC qualified RSO.
2. In Reference to "Performance Work Statement (PWS), Naval Special Warfare Command, Role Players & Liaison Support Services" Paragraph 15.1 "15.1 Tentative periods of performance are as follows:
15.1.1 1-5 February 2016 Ft. Knox
15.1.2 8-12 February 2016 MUTC
15.2
15.2.1 21-25 March 2016 Ft. Knox
15.2.2 4-8 April 2016 MUTC
Question: Of the above training dates which iterations are Spanish centric and which iterations are Arabic centric?
Answer: All the below training events will be Arabic. Spanish is done when requested by the SEAL Team receiving the training.
3. Question: Please clarify the Arabic Role Player, OPFOR requirement found in the PWS 4.3.8.1, "Prior OIF and OEF combat MOS experience" Will experienced OPFOR Role Players who understand SOF TTP suffice? What specific MOS does the Government desire?
Answer:
*** 4.3.7 Fifteen of the twenty-three roll players (excluding OPFOR) must be proficient in Arabic to a level equal to or greater than the 3/3 standards required of the Defense Language Institute (DLI). Role Players must be proficient in English
***4.3.8.1 is specific to the 8 non Arabic speaking OPFOR and they must have prior OIF and OEF combat MOS experience. MOS must be in a combat or combat support role; experienced OPFOR role players with an understanding of SOF TTPs does not meet the requirements stated in 4.3.8.1
4. Question: Please clarify the Arabic Role Player, OPFOR requirement found in the PWS 4.3.8.2, "Training in COIN (Counter Insurgency) operations" Will experienced OPFOR Role Players who understand COIN techniques suffice?
Answer:
***Again, an understanding of COIN operations does not meet the requirements stated in 4.3.8.2. They must have had Training in COIN (Counter Insurgency) operations, not just an understanding.
5. Question: Please clarify the Spanish Role Player OPFOR requirement found in the PWS 4.4.9, "Ability and equipment to simulate IEDs." Will experienced OPFOR in these simulators and blank-fire weapons and ammo suffice or do you desire ALL Spanish Role Players to have this capability?
Answer: ***Same as above; the 8 OPFOR do not need to be Spanish linguists but they must have the ability and equipment to simulate Improvised Explosive Devices (IED's), Rocket Propelled Grenades (RPGs), Mortar's and Artillery, Hand Grenades, Suicide Vests (S-Vest), Crew Served Weapons (blank fire), and rifle and pistol small arms (paint ball/marking cartridge).
6. Question: Please clarify the minimum wage determination in the Solicitation, page 13, (1)(iii) for Role Players. What is the applicable "Role Player" Wage Determination, in addition to the local WDs for Kentucky and Indiana?
Answer: Section K on page 13 does not apply. The applicable labor category for “Role Player” is 15090 - Technical Instructor - $19.17.
