PERFORMANCE WORK STATEMENT

Naval Special Warfare Command

Public Speaking & Effective and Concise Military Writing Workshops

1. INTRODUCTION

1.1. The Center for SEAL and SWCC (CENSEALSWCC) is Naval Special Warfare’s (NSW) proponent to “execute innovative solutions that optimize NSW’s human capital in the areas of Professional Military Education (PME), advanced civilian education and career management.”

CENSEALSWCC’s Professional Military Development & Education (PMD&E) Department coordinates PME courses for various audiences in the community to include Navy Sea, Air, Land (SEAL) and Special Warfare Combatant-craft Crewman (SWCC) operators and their support staff. These professional development courses hosted by CENSEALSWCC equip the operators with the knowledge, skills and tools necessary to lead their respective teams.

1.2. The NSW community identified a requirement for a communication workshop focusing on two topics: Public Speaking & Effective and Concise Military Writing. This interpersonal skill development training will enable our leaders to better operate in a global SOF network as they coordinate missions with battle staffs, commanders, embassy country teams and other partner entities. CENSEALSWCC is not sufficiently staffed to teach the Public Speaking & Effective and Concise Military Writing workshop and utilizes a contract vehicle to fulfill this requirement.

1.3. The Public Speaking & Effective and Concise Military Writing workshop is incorporated as a two-day skill development workshop in the NSW Platoon Leaders Course (PLC). The NSW PLC is a four-week Professional Military Education (PME) leadership course for E7 and O3 leadership pairs in the Naval Special Warfare (NSW), EOD and US SOF communities. The NSW PLC consists of over 30 topics taught in workshop-format by subject matter experts (SME) lecturers. The course is designed to provide educational experience that ensures Senior Enlisted and Junior Officer personnel are best prepared to plan, execute, and lead special operations at the company level in ambiguous environments. The course focuses on relevant and important information to the role of a leader, covering a range of topics from professional skill development (e.g. public speaking and writing) to advanced warfare and theory.

1.4. A second, “stand alone” workshop is offered to all SEAL and SWCC operators, Combat Support (CS) and Combat Service Support (CSS) staff. This course is four days, with three (3) days dedicated to Public Speaking and one (1) day of Effective and Concise Military Writing.

1.5. Optional (FLEX) workshops, mirroring the workshop described in paragraph 1.4, may be requested by other commands. Requests for these “flex” workshops will be exercised in accordance with the option terms and conditions outlined in the Contract Line Item Number descriptions.
