COMBINED SYNOPSIS/SOLICITATION

This modification is issued to provide additional information to 52.212-2 Evaluation -- Commercial Items (JAN 1999), add clause SOFARS 5652.216-9003 Procedures for Issuing Task Orders under Multiple Award, Indefinite

Delivery-Indefinite Quantity Contracts (2014), add Attachment 5 Task Order Price Evaluation, and to request revised quotes.

1. The clause 52.212-2 Evaluation -- Commercial Items (JAN 1999) is modified to add the following information regarding the price evaluation to be used for task order quotes:

(d) Task orders will be evaluated to determine the total cost to the Government including travel costs associated with the use of facilities outside of the Virginia Beach, VA area. A total evaluated price for task order quotes will be calculated utilizing the methodology in Attachment 5 – Task Order Price Evaluation.

2. SOFARS 5652.216-9003 Procedures for Issuing Task Orders under Multiple Award, Indefinite

Delivery-Indefinite Quantity Contracts (2014) (Note: These procedures apply to the issuance of future task

Orders) General. This contract is designed to meet Vertical Wind Tunnel requirements for East Coast personnel. Firm Fixed Price (FFP) task orders will be issued.

Standard Requirements. This contract will be focused on competition; accordingly, IDIQ prime contractors are required to submit a quote for every requirement solicited. If the contractor has reason to request a waiver, the contractor shall submit a detailed statement of reason for a waiver to the Contracting Officer (KO) within 2 days of request for task order quote.

(a) All multiple award contractors shall be considered for each order over $3,000, unless the Contracting Officer determines that:

(1) The agency need for such supplies or services is of such urgency that providing such opportunity would result in unacceptable delays;

(2) Only one such contractor is capable of providing such supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized;

(3) The order should be issued on a sole source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract.

(4) It is necessary to place an order to satisfy a minimum amount guarantee.

(b) Unless the exceptions in paragraphs (a) above apply, the following procedures will be utilized in providing contract awardees with a fair opportunity to be considered for each order:

(1) Soliciting Task Order Quotes. When the Government has a requirement for services to be performed under this contract, the KO will issue a request for task order quote which will include a Statement of Work describing the number of personnel scheduled for the training, the applicable CLIN quantities required, and a Period of Performance.

(2) Submission of Quotes. The contractor’s quote shall comply with the request for quote (RFQ). The contractor shall have 5 days to submit their quote, unless another timeframe is included in the RFQ. Quotes will contain the requested pricing, utilizing the rates established in the basic contract or lower. At no time shall the quote contain pricing that is higher than what is established in the basic contract.

(3) Government Evaluation of Task Order Quotes. The Government will make award to the contractor whose quote provides the lowest total evaluated price to the Government. A total evaluated price for task order quotes will be calculated utilizing the methodology in Attachment 5 – Task Order Price Evaluation. Past performance may be a factor if applicable. If no offer is determined acceptable or the Government loses the funding for the project, the Government will notify all Offerors of the cancellation.

Upon receipt of the quote(s), the KO may:

• Negotiate with all or some contractors providing quotes

• Issue a task order based upon the original quote(s) furnished;

• Reject the quote(s), or

• Cancel the requirement.

(4) TO Award. Task orders shall be issued on DD Form 1449 and sent electronically to the contractor.

(End of Provision) 3.
