SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

INDUSTRY QUESTIONS

H92240-14-Q-9021

Close Quarters Combat Training and Enhanced Tactical Shooting Instruction Industry Questions Question 1: One quick question on the tactical shoot houses? Is the size requirement really 10,000 square foot per facility? Or is there an extra zero and it should be 1,000? 10,000 seems extremely large for a shoot house.

Answer 1: Yes, the size requirement is 10,000 sq/ ft. We are required to train Task Unit sized elements with enabler compliments (up to 80 operators) in multi-flow scenarios with various external to internal and internal breach points (manual, mechanical, torch, and explosive).

Question 2: If we do not meet the requirements for one of the facility requirements listed in Appendix 7 is that grounds for noncompliance? We have everything and a lot more ref the facility requirements in App 7 with the exception of 2 x 10,000 square ft shoot houses.

Answer 2: That is correct, vendors must be able to meet the facility requirements. In accordance with the evaluation factors listed in FAR clause 52.212-2 if a vendor’s quote fails to meet the criteria specified for any of the Factor 1 subfactors, the quotation will not be evaluated further.

Question 3: Are trade offs allowed, i.e. we have a 17 acre breaching complex that can be turned into a shoot house, exceeding the 10,000 ft2 requirement, but it is more than 100 yds from the other shoot house (which is under 10,000 anyway). I don't want to waste my time or yours if facility requirements are nonnegotiable.

Answer 3: The proximity of shoot houses to ranges, etc. are a requirement to create training efficiencies, namely to reduce travel time (lost training) during training element rotations throughout the day. While 100yds is not an "exact" distance, it captures the necessity of ranges to be in "close" proximity. Because of all the required equipment (personal and team) that is required for training, loading up a van or truck every few hours to rotate training elements is not practical. Operators need to be able to walk/ jog to next training iteration without incurring additional fatigue.

Question 4: Is there an incumbent contractor(s)? If so, what is the name(s) of the company currently performing this work and contract number(s).

Answer 4: The following information is what was provided in the initial Award Notice at time of contract award. Current contractor is Mid-South Institute of Self Defense Shooting, contract number is H92240-14-P-0012, dollar value is $920,459.60.

Question 5: H92240-14-Q-9021_-FINAL.pdf, dated September 4, 2014, page 35, paragraph 52.216-27 Single or Multiple Awards: Does the Government intend to award a single or multiple award IDIQ?

Answer 5: That decision will be based on what is in the best interest for the Government during the evalution process.

Question 6: H92240-14-Q-9021_-FINAL.pdf, dated September 4, 2014, page 44, List of attachments: when does the Government intend to provide a copy of

Attachment 3 QASP?

Answer 6: Attachment 3 QASP has been uploaded to the solicitation package for H92240-14-Q-9021.

Question 7: Attachment_7_-_Facilities_Listing.docx, dated August 30, 2014: Must a vendor have a "Yes" at the "PWS Section" requirements level of Attachment 7 or does the vendor have to meet every "sub-section" requirement in order to receive a "go" evaluation within Subfactor (a) Facilities/Equipment for Factor 1 - Facilities?

Answer 7: See responses for Questions 1, 2, and 3.

Question 8: Attachment_7_-_Facilities_Listing.docx, PWS Section 4.1.11.2, dated August 30, 2014: The 10,000 sq ft shoot house requirement is especially challenging for a small business to satisfy. Will it meet the Government's requirement if the vendor uses more than one building (on a single facility) to meet the 10,000 sq ft requirement if those facilities are located in the same training area?

Answer 8: See responses for Questions 1, 2, and 3.

Question 9: Attachment 2: Will the Government accept additional vendor-nominated ELINs consistent with the PWS in addition to those provided in Attachment 2?

Answer 9: Yes the Government will consider additional ELINs.

Question 10: Is it the intent of the Government that the AA&E personnel be separate from the instructors? Or is it the intent of the Government that two of the instructors also be qualified as AA&E representatives.

Answer 10: Two of the instructors shall be qualified as AA&E representatives.

Question 11: Is it the intent of the Government that two of the seven resumes being submitted by the offeror identify personnel that meet the AA&E requirements?

Answer 11: Yes, see response above.

The following have been modified:

52.212-1 INSTRUCTIONS TO VENDORS--COMMERCIAL ITEMS (FEB 2012)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of quotes. Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotes may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotes must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of quotes;

(3) The name, address, and telephone number of the Vendor;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the Vendor shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of quotes. The Vendor agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotes. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple quotes. Vendors are encouraged to submit multiple quotes presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of quotes:

(1) Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotes or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of quotes; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of quotes and was under the Government's control prior to the time set for receipt of quotes; or

(C) If this solicitation is a request for quote, it was the only quotation received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of quotes. Oral quotes in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile quotes, quotes may be withdrawn via facsimile received at any time before the exact time set for receipt of quotes, subject to the conditions specified in the solicitation concerning facsimile quotes. An quote may be withdrawn in person by a vendor or its authorized representative if, before the exact time set for receipt of quotes, the identity of the person requesting withdrawal is established and the person signs a receipt for the quote.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate quotes and award a contract without discussions with Vendors. Therefore, the Vendor’s initial offer should contain the Vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in quotes received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the Vendor qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, quotes may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the Vendor specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC

The Vendor shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the Vendor’s name and address. The DUNS +4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the Vendor to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the Vendor does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Vendor. (6) Reasonable responses to relevant questions posed by the debriefed Vendor as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

52.212-1 ADDENDUM

QUOTE PREPARATION and SUBMISSION INSTRUCTIONS

Vendors may submit written questions during the quote preparation period.
