SOURCES SOUGHT ANNOUNCEMENT ONLY: The United States Army Special Operations Command (USASOC) - Contracting Office, located at Fort Liberty, North Carolina, is conducting market research to determine the existence of interested small business sources capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for SmarTrack airtime service and maintenance.

The requirement is to provide continued airtime service and maintenance to 1SWTG(A) owned SmarTrack devices (765 ea.) that provides location, emergency notification, and voice-communication individuals assigned to SFAS, SFPC, and SERE courses, as specified in the attached DRFT Performance Work Statement (Reference number: H92239-25-Q-0004). The PWS can be downloaded from the System for Award Management (SAM.gov) website, please access the “ALL FILES” field and click on the hyperlink “DRAFTPWS” PDF file.

This is not a Request for Proposals, but instead a market research method to determine interested sources prior to issuing the solicitation. The anticipated period of performance is a one (1) base year plus three (3) option years. The purpose of this Sources Sought Notice is to obtain an indication of interest from the small business community and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. Based upon information currently available, the Government anticipates fulfilling this requirement through a small business set-aside. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.

This is not a Request for technical/management proposals. If you are an interested source and capable of fulfilling this entire requirement, please provide the following:

1) Company name and Point of Contact;

2) DUNS number and CAGE code;

3) Socioeconomic Status (to include 8(a), HUBZone, SDVOSB, etc.), if applicable;

4) Security Clearance Level; and

5) A brief Statement of Capability (no more than 10 pages); which include the ability to meet the requirements specified in the PWS, and any Past Performance information on Government contracts of similar size and scope within the past three (3) years.

The intended NAICS code is 541519, Other Computer Related Services, with a size standard of $34M.

No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests.
