The purpose of this amendment is to perform the follow ing functions:

1) Reduce Quantity of CLINs 0001AA - 4001AA from 4,690 to 4,360;

2) Rename CLINs 0001AE - 4001AE from Caprines Feed to Caprines 95th CA, and add respective quantities;

3) Add subCLINs 0001AF - 4001AF for Caprines Feed;

4) Provide Government responses to Industry questions, and revise the PWS respectively. Each area of revision is highlighted in yelllow for ease of read;

5) and, Revise the deadline for Offerors to submit questions from 25 June to 18 June, 2020.

2. PWS Section 2.2 RFP States: Animals must not have drug or parasite residue.

Antibiotics, dewormer and some vaccines have a drug residue of up to 35 days….is this acceptable?

3. PWS Section 5.1 RFP States: Animals shall be quarantined 30 feet from other domestic animals.

I have cattle that are permeant residents of my farm, they: a) keep the grass down and b) help with predators (they hate dogs and coyotes) I do not bring in sale cattle, all are born and raised there. All are vaccinated and dewormed accordingly. Can these animals graze up to fence with goats?

To clarify, cattle are permanent residents so that is acceptable. The Government is more concerned about transient animal populations.

ADDENDUM TO 52.212-1

INSTRUCTIONS TO OFFERORS

1) Replace paragraph (b) entitled “Submission of Offers” with the following instructions:

(b) Submission of Offers. Submit signed and dated offer at or before the exact time specified in this solicitation.

Email submissions will be accepted at USASOC-Contracting@socom.mil. Failure to provide all required documents or information may exclude the Offerors from further consideration. Only signed offers submitted on IAW the instructions contained herein will be accepted.

1. This is an all-electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to beta.SAM.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates, or changes to current information. The exclusive responsibility for the source selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) as implemented in the FAR. The proposal and corresponding program will be unclassified and treated as Source Selection Sensitive Information. It is also the responsibility of the offeror to ensure that the Contracting Office received their quote submission by the due date annotated in Block 8.

2. All proposals shall be complete, self-sufficient, and respond directly to the requirements of the solicitation. Any commitments made in the proposal shall become part of the resultant contract. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror’s understanding and/or ability to perform under a contract. This may be a basis for rejection of the proposal. In no case shall words like “we will comply with the requirements of the contract,” or equivalent statements, be acceptable to meet the requirements of this RFP.

Failure to comply with these instructions may result in an offeror’s proposal being excluded from further consideration for award. Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.

3. All inquiries during the solicitation phase should be directed to USASOC-Contracting@socom.mil.

Offerors are requested to review the solicitation and submit only written questions and/or comments no later than 18 June 2020 by 12:00 P.M. EST to allow a reasonable time for the Government to respond. All questions submitted after that date and time may not be answered.

4. The evaluation will consist of an evaluation of Factors 1-3 (Technical Capability, Past and Present Performance and Price) outlined below. After completion of the evaluation, the Government may establish a competitive range and conduct discussions. The Government reserves the right for efficiency purposes to only include the most highly rated proposals in the competitive range. The Government intends to award a single award as a result of this solicitation.

5. Proposals shall not contain classified information.

6. Factor 1-Technical Capability shall be prepared IAW these instructions and will be evaluated IAW the evaluation criteria in 52.212-2, Evaluation - Commercial Items.

7. Factor 2- Past and Present Performance shall be organized in Tab format in the order listed in 52.212-2, Evaluation - Commercial Items and submitted in accordance with these instructions.

8. Factor 3-Price shall be prepared IAW these instructions and will be evaluated IAW the evaluation criteria in 52.212-2, Evaluation Factors -Commercial Items.

9. General Instructions.

a. These instructions are designed to provide general guidance for preparation. Offers should include all documents and information as requested. Failure to provide all required documents or information may exclude the offeror(s) from further consideration.

b. All referenced documents for this solicitation are available on the Contract Opportunities web site at beta.SAM.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

10. Preparation Instructions.

a. The Offeror shall provide a detailed narrative, not to exceed 10 pages, to address each of the following evaluation factors specified below. The Offeror’s response shall be clear, concise, and include sufficient detail for effective evaluation, and for substantiating the validity of stated claims. The offer shall not simply rephrase or restate the Government's requirement. The offer shall provide convincing rationale to address how the offeror intends to meet the Government’s requirements. Statements such as “the offeror understands, can, or will comply with the SOW” (including referenced publications, technical data, etc.);

statements paraphrasing the SOW or parts thereof (including applicable publications, technical data, etc.);

and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable and negatively impact the offeror’s rating under the corresponding evaluation factor. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

11. Proposal Content.

11.1. Phase I – Written Proposal

FACTOR 1 - Technical Capability – This section shall, at a minimum, be prepared in a form consistent with the SOW and the evaluation criteria for award set forth in this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the offeror’s technical competence and ability to comply with the contract task requirements specified in the SOW. The offer shall be organized according to the following general outline:

a) Letter signed by individual authorized to bind the organization.

b) Supporting documentation for evaluations:

1) Health Program. The offeror shall provide detailed information regarding their health program. The offeror shall present proof of its source of supply, vaccination program and veterinarian support, and capability to provide fermented haylage clearly meeting the minimum requirements as specified in the SOW. If an offeror has a source of supply other than its own farm, the offeror shall provide a point of contact and contact information for the individual/company that will be the source of supply. A historical record (June 2019 to the present) of feed analysis shall also be submitted. Additionally, offerors shall also provide a written description of the animal health and enrichment program in use outlining preventative and therapeutic medical treatment protocols, animal enrichment program, and any low-stress animal handling equipment in use.

2) Facilities. The offeror shall demonstrate that their facility is managed and compliant in accordance with Title 9 CFR, Chapter 1, Part 3, subpart F, paragraphs 3.125 through 3.142, and all applicable USDA regulations as specified in the SOW. In addition, offerors must demonstrate that their facilities meet or exceed standards for size, usage and ventilation. Therefore, all offerors shall provide with their proposal: a diagram, written description, and photos of all animal (including quarantine) facilities in order to demonstrate the ability to house a minimum of 500 animals and comply with quarantine requirements. Offerors shall also provide a copy of their most recent USDA inspection report.

3) USDA License. The offeror must provide a copy of either their USDA Class A or Class

B license. All licenses must be current and in good standing. Offerors must have either license prior to proposal submission and maintain license throughout the duration of the contract. Any license that is expired, suspended or encumbered in any way, will be evaluated as unacceptable and will be excluded from competition.

11.2. PHASE II – Site Survey

1) The Government will conduct a site survey to each acceptable offeror's site to ensure that it complies with all SOW requirements and all USDA regulations specified in the solicitation. Prior to the site visit; the offeror shall send the Government a proposed Agenda that delineates the day's activities.

FACTOR 2 – PAST PERFORMANCE:

Each offeror shall submit a list of no more than three (3), for a combined total of no more than five (5) pages, of the offeror’s most recent and relevant past performance information that are same or similar in nature, size, and complexity to the products being procured under this solicitation performed within the last three (3) years from the solicitation release date. Offerors shall provide the following information for each referenced contract:

1) Company name and project title

2) Contracting Agency (including Federal, State, and local Government, and Commercial Firms)

3) Contract Number

4) A detailed description of the Contract Effort (including how it is RELEVANT to this immediate acquisition)

5) Contract Dollar Value – Aggregate contract value for all months/years

Commercial Items) (including acknowledgment of Amendments), and Offeror Representations and Certifications: overview of company’s history, organization, and general experience, to include the company’s tax identification number. All final monetary extensions shall be in whole dollars only. Failure to follow the below Price Proposal preparation instructions may cause your proposal to be deemed unacceptable by the Government.

2) Replace paragraph (c) entitled “Period for acceptance of offers” with the following instructions:

STATEMENT OF WORK

SPECIAL WARFARE TRAINING GROUP (AIRBORNE)

JOINT SPECIAL OPERATIONS TRAINING CENTER

CAPRINES

1. The Contractor shall provide and deliver to Fort Bragg, North Carolina and Hunter Army Airfield, Georgia, caprines meeting or exceeding the following specifications with corresponding fermented alfalfa haylage in accordance with the SOW. Federal, and state of origin regulations governing the health requirements for the transport and admission of animals both intra and interstate, and all other terms and conditions stated herein.

2. General:

2.1. Fermented Alafalfa Haylage (Caprine Feed): Within thirty (30) days from the issuance of a delivery order, the Contractor shall arrange delivery and deliver a minimum of five (5) tons and a maximum of ten (10) tons of fermented alfalfa haylage in fifty (50) pound bags meeting the guaranteed analysis in the chart below. The fermented alafalfa haylage shall meet the following requirements:

2.2. Health: Caprine must be live, male only (castrated or intact), and weigh a minimum of fifty-five (55) pounds (25

kg) upon delivery. Caprine must be free from drug, pesticide, and environmental contaminant residues.

2.3. Animals shall be healthy, free of disease and show no evidence of respiratory, digestive, integumentary (skin), musculoskeletal, nervous, metabolic, ophthalmic, circulatory or other disease.

2.4. The attending veterinarian, or in his or her absence his trained representative, will be present at delivery and will inspect each animal for lameness or any infectious, traumatic, or metabolic condition; and shall be the final authority for medical acceptance or non-acceptance.

2.5. Examples of common causes for rejection are listed below (but are not all inclusive):

2.5.1. Respiratory disease: Mucopurulent discharge nasal, abnormal lungs sounds upon auscultation, and/or cough.

2.5.2. Infectious keratoconjunctivitis (pinkeye) and ocular discharge: Crusting, tearing/drainage, or inflammation of the cornea or surrounding tissues.

2.5.3. Contagious ecthyma (orf or soremouth): Papules, pustules, or scabs located at coronets, ears, anus, vulva and/or crusting at the mucocutaneous junction of nose and mouth.

2.5.4. Diarrhea: fecal staining on hind quarters or other evidence of loose feces.

2.5.5. Lameness: Any alteration in gait.. The ability to bear weight on the affected limb shall not be a factor in determining acceptance or rejection. Examples are overgrown hooves, foot rot, and soft tissue injury.

2.5.6. Open wounds: Any superficial or deep injury. Examples are broken horns, open sinuses, and lacerations.

2.5.7. Caseous Lymphadenitis: Enlarged peripheral lymph nodes and/or abscesses.

2.5.8. Skin diseases: Alopecia, scaling, crusts, inflammation, or the presence of external parasites. Examples include ringworm, candidiasis, and lice.

2.5.9. Deceased or moribund animals: Deceased or moribund (downer) animals will be rejected. The attending veterinarian reserves the right to euthanize any moribund animals presented at delivery for humane reasons.

Euthanasia for humane reasons does not entitle the Contractor to reimbursement for the animal.

2.6. Delivery: The Contractor shall deliver animals in lots of 30 to 150 within 30 days from the issuance of a delivery order to Fort Bragg, North Carolina and Hunter Army Airfield, Georgia. The monthly total generally will not exceed 600 animals. Annually, the estimated number of animals shall be a maximum of 5,045. Delivery schedules and quantities will be provided to the Contractor monthly. The entire quantity of caprines stated for delivery on any specific day shall be delivered at one time, e.g. no split shipments will be accepted. Deliveries shall be made between the hours of 6:00 AM and 9:00 AM, Monday through Friday. Delivery/in processing procedures shall begin no earlier than 6:00 AM and will continue until all inspections are completed, normally not later than 9:00 AM on the day of delivery. The Contractor shall coordinate with the receiving facility at least 48 hours or two business days prior to delivery for the exact time of delivery based on the availability of veterinary personnel.

Changes to the time of delivery may be made by direct coordination between the Contracting Officer/Contracting Officer’s Representative (CO/COR) and the Contractor up to 12 hours prior to the delivery time. A shorter notification may be provided should the installation be closed due to inclement weather.

3. Qualifications: The Contractor must be a USDA Class A or Class B licensed dealer prior to proposal submission and maintain license throughout the duration of the contract.

4. HOLDING PROCEDURES:

4.1. The Contractor shall not function as a broker between a “sale barn” or “auction house” (any place, public or private, where caprine from multiple sources are commingled and sold or exchanged by auction, bidding, or any other financial transaction) without a twenty-one (21) day holding period on the Contractor’s facility. The purpose of this requirement is to ensure that no potentially diseased caprines are provided.

4.2. The Contractor shall maintain records documenting caprine procurement and delivery records to validate a twenty-one (21) day holding period for any lot of caprine presented for delivery. The Government may at any time request a written report detailing the holding period of any lot of caprine presented for delivery.

C.5. QUARANTINE PROCEDURES:

5.1. Prior to delivery, all caprines shall be quarantined for a minimum of fourteen (14) days on pasture or within confinement facilities that meet the standards described in Title 9 CFR, Chapter 1, Part 3, subpart F, paragraphs

3.125 through 3.142. The animals shall be quarantined as a group and at least 30 feet from other domestic, wild, or exotic animals. If animals are housed indoors, minimum space requirements are 15 square feet per animal. If animals are outdoors, no more than 150 adult goats per acre of grass pasture having access to sheltered areas of at least 5.4 square feet of shelter per animal. Animals may be removed from the quarantined group during the fourteen

(14) day period prior to delivery, but shall not be returned to the group for that delivery. Animals shall not be added to the quarantine group during the fourteen (14) day period prior to delivery. Additions of new or previously rejected animals to a particular quarantine group will necessitate that the entire quarantine period be served again by all animals within that group. The quarantine facility shall be the location stated in the USDA Class A or Class B license. The Contractor shall notify the COR prior to the beginning of the quarantine period. The Government reserves the right to conduct announced or unannounced inspections of the quarantine facilities at any time to ensure compliance with quarantine requirements, compliance with humane care standards, and to maintain positive animal identification throughout quarantine period. The Government may at any time request a written report detailing the quarantine status of any lot of caprine presented for delivery. The quarantine facilities shall not be located on Fort Bragg, North Carolina, Hunter Army Airfield, Georgia.

5.2. For each delivery, the Contractor shall self-certify that the animals have been quarantined on the Contractor’s facility for the required fourteen (14) days.

6. The Contractor shall institute an animal health program that will ensure delivery of healthy animals. This program will include, at a minimum, vaccinations for Clostridium perfringens Type C and D and Clostridium tetani no later than the beginning of the fourteen (14) day quarantine period. The Contractor shall consult with their veterinarian to implement this requirement and for additional components of a herd health program, including an effective deworming program that are applicable to the Contractor’s facility and herd health situation.

6.1. The Contractor shall provide written updates to the Government when changes are made to the animal health program.

7. The Contractor shall institute an animal enrichment program that will reduce animal stress associated with novel procedures and will enhance animal well-being by providing animals with sensory and motor stimulation that facilitates the expression of species typical behaviors and promotes physiological well-being through physical exercise and manipulative activities.

8. The Contractor must feed a well-balanced nutritional diet that will include, at a minimum, fermented alfalfa haylage, energy supplement (cereal grain), protein, and essential macro- and microminerals. A feed analysis for all feedstuffs must be submitted semiannually for review and approval upon request. The feedstuff analysis shall be submitted on commercial letterhead from the feed analysis company.
