Is this 3000 50lb bags or 3000 tons or 3000lbs?

Please refer to RFP, Amendment 0001, as subCLINs 0001AE – 4001AE have been revised and Caprines Feed has been relocated at subCLINs 0001AF –

2. PWS Section 2.2 RFP States: Animals must not have drug or parasite residue.

Antibiotics, dewormer and some vaccines have a drug residue of up to 35 days….is this acceptable?

Please refer to RFP, Amendment 0001, as 2.2 has been revised.

3. PWS Section 5.1 RFP States: Animals shall be quarantined 30 feet from other domestic animals.

I have cattle that are permeant residents of my farm, they: a) keep the grass down and b) help with predators (they hate dogs and coyotes) I do not bring in sale cattle, all are born and raised there. All are vaccinated and dewormed accordingly. Can these animals graze up to fence with goats?

To clarify, cattle are permanent residents so that is acceptable. The Government is more concerned about transient animal populations.

4. PWS Section 8 and Technical Exhibit 1 : Deliverable

RFP States: a feed analysis report will be submitted Semiannually and upon request.

Feed Analysis shall be submitted on the company letterhead of the feed company

We have an animal nutritionist formulate our caprine feed ration. This ration is made approximately weekly. Does his formulation breakdown satisfy the requirement for the "Feed Analysis Report" or do you need a sample sent to the state chemist office?

No, the animal nutritionist’s formulation breakdown is not acceptable.

Please refer to RFP, Amendment 0002 as PWS Section 8 and Technical Exhibit 1 have been revised.

5. PWS Section 2.1 RFP States: Within thirty (30) days from the issuance of a delivery order, the Contractor shall arrange delivery and deliver a minimum of five (5) tons and a maximum of ten (10) tons of fermented alfalfa haylage in fifty (50) pound bags meeting the guaranteed analysis in the chart below. The fermented alafalfa haylage shall meet the following requirements:

Please explain how the delivery and receipt of the fermented alfalfa is accomplished. Is this a drop shipment of multiple tons at one time or do you take delivery of X number of bags with each caprine delivery?

It is a drop shipment and not associated with any caprine delivery.

6. PWS Section 2.1 Once the fermented alfalfa is unloaded and accepted am I under any liability for spoilage?

This product is damp and if there is even the tiniest of holes it will spoil/mildew in hot humid climates.

7. PWS Section 7 RFP States: The Contractor shall institute an animal enrichment program that will reduce animal stress associated with novel procedures and will enhance animal well‐being by providing animals with sensory and motor stimulation that facilitates the expression of species typical behaviors and promotes physiological well‐being through physical exercise and manipulative activities.

Concerning the animal enrichment program, what type of enrichment do you suggest for caprines? They do not play with rubber balls like pigs or horses. "Manipulative Activities" sounds like a term associated with primates.

Caprines do not have the capability to manipulate an object in my observations.

The Government does not recommend nor require any specific enrichment techniques as there are many commercial options available.

JSOMTC will assess each written enrichment program independently and observe its effectiveness on maintaining active and healthy animals during the Phase II Site Survey

8. Past Performance Questionnaire

On the Past Performance Questionnaire do I fill out Sections 1 & 2 on the form and send to you or just list the information in the proposal?

Technical Exhibit 1 (Past Performance Questionnaire) has been deleted and is no longer required. However, offerors are still required to comply with the RFP and provide past performance records and information.

Several of the individuals that I have contacted about using as a contact for the questionnaire are saying that they have signed a Non Disclosure Agreement. What happens if I give X number of people that decline to answer your questionnaire after they read it and I don't have the requisite amount of Past Performance information?

CAPRINES

1. The Contractor shall provide and deliver to Fort Bragg, North Carolina and Hunter Army Airfield, Georgia, caprines meeting or exceeding the following specifications with corresponding fermented alfalfa haylage in accordance with the SOW. Federal, and state of origin regulations governing the health requirements for the transport and admission of animals both intra and interstate, and all other terms and conditions stated herein.

2. General:

2.1. Fermented Alafalfa Haylage (Caprine Feed): Within thirty (30) days from the issuance of a delivery order, the Contractor shall arrange delivery and deliver a minimum of five (5) tons and a maximum of ten (10) tons of fermented alfalfa haylage in fifty (50) pound bags meeting the guaranteed analysis in the chart below. The fermented alfalfa haylage is a drop shipment and is not associated with any caprine delivery shipment. All fermented alfalfa haylage must be delivered intact without damage and will be inspected upon delivery; once the fermented alfalfa haylage is inspected and accepted by the Government, the Contractor is no longer liable for any damage such as spoilage. The fermented alafalfa haylage shall meet the following requirements:

2.2. Health: Caprine must be live, male only (castrated or intact), and weigh a minimum of fifty-five (55) pounds (25

kg) upon delivery.

2.3. Animals shall be healthy, free of disease and show no evidence of respiratory, digestive, integumentary (skin), musculoskeletal, nervous, metabolic, ophthalmic, circulatory or other disease.

2.4. The attending veterinarian, or in his or her absence his trained representative, will be present at delivery and will inspect each animal for lameness or any infectious, traumatic, or metabolic condition; and shall be the final authority for medical acceptance or non-acceptance.

2.5. Examples of common causes for rejection are listed below (but are not all inclusive):

2.5.1. Respiratory disease: Mucopurulent discharge nasal, abnormal lungs sounds upon auscultation, and/or cough.

2.5.2. Infectious keratoconjunctivitis (pinkeye) and ocular discharge: Crusting, tearing/drainage, or inflammation of the cornea or surrounding tissues.

2.5.3. Contagious ecthyma (orf or soremouth): Papules, pustules, or scabs located at coronets, ears, anus, vulva and/or crusting at the mucocutaneous junction of nose and mouth.

2.5.4. Diarrhea: fecal staining on hind quarters or other evidence of loose feces.

2.5.5. Lameness: Any alteration in gait.. The ability to bear weight on the affected limb shall not be a factor in determining acceptance or rejection. Examples are overgrown hooves, foot rot, and soft tissue injury.

2.5.6. Open wounds: Any superficial or deep injury. Examples are broken horns, open sinuses, and lacerations.

2.5.7. Caseous Lymphadenitis: Enlarged peripheral lymph nodes and/or abscesses.

2.5.8. Skin diseases: Alopecia, scaling, crusts, inflammation, or the presence of external parasites. Examples include ringworm, candidiasis, and lice.

2.5.9. Deceased or moribund animals: Deceased or moribund (downer) animals will be rejected. The attending veterinarian reserves the right to euthanize any moribund animals presented at delivery for humane reasons.

Euthanasia for humane reasons does not entitle the Contractor to reimbursement for the animal.

2.6. Delivery: The Contractor shall deliver animals in lots of 30 to 150 within 30 days from the issuance of a delivery order to Fort Bragg, North Carolina and Hunter Army Airfield, Georgia. The monthly total generally will not exceed 600 animals. Annually, the estimated number of animals shall be a maximum of 5,045. Delivery schedules and quantities will be provided to the Contractor monthly. The entire quantity of caprines stated for delivery on any specific day shall be delivered at one time, e.g. no split shipments will be accepted. Deliveries shall be made between the hours of 6:00 AM and 9:00 AM, Monday through Friday. Delivery/in processing procedures shall begin no earlier than 6:00 AM and will continue until all inspections are completed, normally not later than 9:00 AM on the day of delivery. The Contractor shall coordinate with the receiving facility at least 48 hours or two business days prior to delivery for the exact time of delivery based on the availability of veterinary personnel.

Changes to the time of delivery may be made by direct coordination between the Contracting Officer/Contracting Officer’s Representative (CO/COR) and the Contractor up to 12 hours prior to the delivery time. A shorter notification may be provided should the installation be closed due to inclement weather.

3. Qualifications: The Contractor must be a USDA Class A or Class B licensed dealer prior to proposal submission and maintain license throughout the duration of the contract.

4. HOLDING PROCEDURES:

4.1. The Contractor shall not function as a broker between a “sale barn” or “auction house” (any place, public or private, where caprine from multiple sources are commingled and sold or exchanged by auction, bidding, or any other financial transaction) without a twenty-one (21) day holding period on the Contractor’s facility. The purpose of this requirement is to ensure that no potentially diseased caprines are provided.

4.2. The Contractor shall maintain records documenting caprine procurement and delivery records to validate a twenty-one (21) day holding period for any lot of caprine presented for delivery. The Government may at any time request a written report detailing the holding period of any lot of caprine presented for delivery.

5. QUARANTINE PROCEDURES:

5.1. Prior to delivery, all caprines shall be quarantined for a minimum of fourteen (14) days on pasture or within confinement facilities that meet the standards described in Title 9 CFR, Chapter 1, Part 3, subpart F, paragraphs

3.125 through 3.142. The animals shall be quarantined as a group and at least 30 feet from other domestic, wild, or exotic animals. If animals are housed indoors, minimum space requirements are 15 square feet per animal. If animals are outdoors, no more than 150 adult goats per acre of grass pasture having access to sheltered areas of at least 5.4 square feet of shelter per animal. Animals may be removed from the quarantined group during the fourteen

(14) day period prior to delivery, but shall not be returned to the group for that delivery. Animals shall not be added to the quarantine group during the fourteen (14) day period prior to delivery. Additions of new or previously rejected animals to a particular quarantine group will necessitate that the entire quarantine period be served again by all animals within that group. The quarantine facility shall be the location stated in the USDA Class A or Class B license. The Contractor shall notify the COR prior to the beginning of the quarantine period. The Government reserves the right to conduct announced or unannounced inspections of the quarantine facilities at any time to ensure compliance with quarantine requirements, compliance with humane care standards, and to maintain positive animal identification throughout quarantine period. The Government may at any time request a written report detailing the quarantine status of any lot of caprine presented for delivery. The quarantine facilities shall not be located on Fort Bragg, North Carolina, Hunter Army Airfield, Georgia.

5.2. For each delivery, the Contractor shall self-certify that the animals have been quarantined on the Contractor’s facility for the required fourteen (14) days.

6. The Contractor shall institute an animal health program that will ensure delivery of healthy animals. This program will include, at a minimum, vaccinations for Clostridium perfringens Type C and D and Clostridium tetani no later than the beginning of the fourteen (14) day quarantine period. The Contractor shall consult with their veterinarian to implement this requirement and for additional components of a herd health program, including an effective deworming program that are applicable to the Contractor’s facility and herd health situation.

6.1. The Contractor shall provide written updates to the Government when changes are made to the animal health program.

7. The Contractor shall institute an animal enrichment program that will reduce animal stress associated with novel procedures and will enhance animal well-being by providing animals with sensory and motor stimulation that facilitates the expression of species typical behaviors and promotes physiological well-being through physical exercise and manipulative activities.

8. The Contractor must feed a well-balanced nutritional diet that will include, at a minimum, fermented alfalfa haylage, energy supplement (cereal grain), protein, and essential macro- and microminerals. A feed analysis for all feed must be submitted semiannually for review and approval upon request. The feed analysis shall either be 1) confirmed by and submitted on commercial letterhead from the feed analysis company; 2) confirmed by and submitted by a private laboratory; or 3) confirmed by and submitted by a state chemist office.
