PERFORMANCE WORK STATEMENT (PWS)

SERE Instructor Contract Charlie Company, 1st Battalion, 1st Special Warfare Training Group (Airborne)

United States Army Survival Evasion Resistance Escape (SERE) School Fort Bragg, North Carolina

Part I

General Information

1. GENERAL: This is a non-personal services contract to provide Survival, Evasion, Resistance and Escape (SERE) Level C High Risk Role-Play Instructors for the US Army Special Forces (SF) Qualification Course. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contract service providers shall ensure it and its personnel do not perform any inherently governmental functions during the performance of this contract.

1.1. Description of Services/Introduction: The Contractor shall provide all personnel, supervision, supplies and other items and services (not specifically identified herein to be Government-furnished), necessary to support the instruction of U.S. Military personnel, and other Government designees, hereafter referred to as students of the SF SERE Course, in accordance with Government furnished Programs of Instruction (POI), instructor courseware and Training and Doctrine Command (TRADOC) Regulation 350-70, as well as, Joint Personnel Recovery Agency (JPRA) policy and guidance. The contractor shall perform to the standards in this contract and all associated references.

1.2. Background: The SERE Course is a part of the United States Army, John F. Kennedy, Special Warfare Center & School (USAJFKSWCS) and is conducted during the Special Forces Qualification Course (SFQC). Attendance to this training is intended for those soldiers whose duties place them at a high risk of isolation or capture, as defined by DODI O-3002.05. Students are generally those individuals who are at high risk of capture or isolation, including, but not limited to, Special Forces, Rangers, pilots, air crewmembers, and specified personnel assigned to support Special Operations Forces (SOF).

1.3. Objectives: The mission of the Special Forces SERE Level C Course is to ensure each student graduates with the confidence and appropriate proficiency level to employ SERE and individual Personnel Recovery (PR) tactics, techniques, and procedures (TTPs) necessary to survive, evade, resist and escape across all spectrums of captivity and return home with honor.

1.4. Scope: The SF SERE program is a SERE Level-C training curriculum. The curriculum currently consists of a minimum 19 consecutive day training program providing academic instruction, (Task Knowledge) practical application laboratory instruction, and operational performance (Task Performance) exercise phases of training provided during Resistance Academics Detachment (RAD) and Resistance Training Laboratory (RTL) instruction.

Throughout the course students must gain the knowledge and skills necessary to survive, evade, resist, and escape in all global environments and potential captivity scenarios. The course length and scheduling requirements of the SFQC will require that multiple classes run simultaneously with some overlap. (See Technical Exhibits 7 & 8)

1.4.1. Annual Course Training Requirements. The Government currently conducts 17 courses per Fiscal Year (FY) and historically has conducted up to 24 courses during a FY. Class sizes range between 70 students and up to 100 students (maximum) per class. The Special Forces SERE Level-C training program annual student throughput is based on several factors, i.e., training quotas to meet Special Forces Qualification Course class sizes, minimum/maximum class sizes, and availability of resources. The Government’s anticipated student throughput requirement could be as many as 2,400 students annually but is currently projected to be 1,200 students for the Base Year POP. The total number of annual course iterations and the number of students per class are determined, documented, and scheduled in the Army Training Requirements and Resources System (ATRRS). The total student throughput requirements drive the number of classes scheduled in ATRRS. (*There is a possibility the maximum number of students per class could increase to 100 in the out years of this contract period of performance). Current throughput is 70 students per class and 17 classes for FY 19 and FY 20. The Government requires 29 contract instructors to work in concert with the organic authorized government work force of active duty and government civilian instructors. (These 29 instructors will be supporting two separate training elements within C Co; (RAD and

RTL).

1.4.2. SERE Instructor Expansion CLIN: The Government may, at some point during this contract, require additional contract instructors to support 100 students per class. The government will notify the vendor using either normal Option Year Renewal process or issue Contract Modification exercising the SERE Instructor Expansion CLIN Option. This SERE Instructor Expansion CLIN will add an additional 12 contactors to the contract. Thereby increasing from the initial total requirement of 29 fully qualified instructors, to a total of 41 fully qualified instructors. The government will activate this SERE Instructor Expansion CLIN using one of the following methods:

1.4.2.1. SERE Instructor Expansion CLIN activation during option year with ninety (90) day notification: The government will issue a modification to the contract authorizing the vendor to hire an additional 12 fully qualified instructors giving the vendor ninety (90) days from the date of signed modification to hire 12 additional instructors and complete the Instructor Certification requirements as described in this PWS. Thereby increasing from the initial total requirement of 29 fully qualified instructors to a total of 41 fully qualified instructors.

1.4.2.2. SERE Instructor Expansion CLIN as part of Option Year Renewal: The government will notify the vendor during the normal Option Year Renewal process. In the notification to renew option year, the government will note the intent to exercise the SERE Instructor Expansion CLIN. Thereby increasing from the initial total requirement of 29 fully qualified instructors to a total of 41 fully qualified instructors. The contractor will have no more than 90 days from the start of the Option Year Renewal POP to hire the 12 additional instructors and complete the Instructor Certification requirements as described in this PWS.

1.5. Period of Performance: The period of performance shall be for a one (1) month Phase-In Period, one (1) Base Year period of 11 months and four (4) 12-month option periods.
