SITE VISIT INSTRUCTIONS

A site visit will be conducted on March 25, 2016 Eastern Standard Time (EST). Due to the training tempo of the location, only one site visit will be conducted. Interested qualified vendors are instructed to contact the contract specialist for specific date, time, and location. Because this acquisition is set aside for Service Disabled Veteran

Owned Small Business participants only, vendors must submit verification of their current SDVOSB status under the applicable NAICS code prior to attending the site visit. Vendors will be limited to two (2) personnel at the site visit. Participants must have the appropriate clearance to attend the site visit and return a signed non-disclosure form provided during site visit.

The POI will also be available for viewing on March 25, 2016 EST. Offerors interested in viewing the POI must notify the Government no later than March 22, 2016 by 1:00 p.m. EST. Only those vendors that provide notice of intent to attend will have the opportunity to view the POI and the viewing will not be rescheduled. The viewing will be held in a secure room with no electronic storage devices. Vendors will be required to sign an Non Disclosure

Agreement. No notes or copies will be made during the viewing.

The viewing will be limited to two (2) individuals per company. Vendors that notify the Government of their attendance will be provided the location details. Directions will be available upon request.

PERFORMANCE WORK STATEMENT (PWS)

United States Army Survival Evasion Resistance Escape (SERE) School

Part 1

General Information

C.1. GENERAL

C.1.1. The Contractor shall provide all personnel, supervision, supplies and other items and services (not specifically identified herein to be Government-furnished), necessary to support the administration, execution and instruction of

U.S. Military personnel, and other Government designees, hereafter referred to as students of the SERE Course, in accordance with Government furnished Programs of Instruction (POI), Course Management Plans (CMP), instructor courseware and Training and Doctrine Command (TRADOC) Regulation 350-70. Courses will typically be conducted at the U. S. Army John F. Kennedy Special Warfare Center and School (USAFJKSWCS) located on

Camp Mackall at Fort Bragg, North Carolina.

C.1.2 BACKGROUND INFORMATION

C.1.2.1. The mission of the United States Army (SERE) School is to ensure each student gains the ability to effectively employ the SERE tactics, techniques, and procedures (TTPs) necessary to return with honor regardless of the circumstances of separation, isolation or capture. Students are comprised of those individuals who are at high risk of capture, including, but not limited to, Special Forces, Rangers, pilots and air crewmembers.

C.1.2.2. The SERE Course is designated as a Level “C” High Risk of Capture training event, conducted during a nineteen (19) consecutive day course taught up to twenty two (22) times per year. Multiple courses could occur simultaneously. The course consists of academic lectures, academic role play labs, computer based training, and resistance training laboratory exercises depicting simulated captivity situations. These training events provide the students with the knowledge and skills necessary to survive, evade, resist and escape across the spectrum of captivity.

C.1.3. SCOPE

C.1.3.1. SERE Training Instruction. The SERE Course is conducted during Phase II of the Special Forces

Qualification Course (SFQC). Contractor personnel shall conduct course instruction and course administration to include; completing student training evaluations, logistical, operational and administrative activities for SERE academics, and resistance training laboratory for up to 100 students per course. The instructor/student ratio per course is 1:16. Contractor personnel must have a working background in instructional methodology with the ability to prepare lesson plans and training aids. Additionally, these instructors must possess the skills needed to present academic and laboratory role-play instruction and must meet all qualifications listed in C.1.5.4 below.

C.1.3.2. Resistance Academic Training. Contractor personnel shall conduct resistance training in accordance with

(IAW) all applicable publications and exhibits listed in C.6 and C.7. Resistance training shall include classroom instruction, laboratory role-play instruction; individual debriefs, and guided discussion seminars. Contractor personnel shall possess the ability to apply various captor exploitation efforts, to include: interrogation, indoctrination, propaganda, video propaganda, concessions, forced labor, and reprisals. Contractor personnel shall have the ability to analyze, evaluate, and assess students’ knowledge and ability to employ resistance and escape strategies in a simulated captivity environment. Contractor personnel shall be knowledgeable in individual and group resistance postures, techniques and strategies, establishing overt and covert organizations, establishing overt and covert communications, and planning and executing escapes in all captivity environments. Contractor personnel must be physically capable of operating in austere simulated prison camp conditions. Contractor personnel shall be capable of applying pressures IAW the program of instruction (POI) to enhance student learning. Contractor personnel shall be knowledgeable in current captivity guidance and have the ability to adapt survival principles to satisfy needs during captivity, as well as evasion strategies to avoid capture as covered in FM 3-05.701 Resistance and Escape (C) (MAR 2007).

C.1.4. GENERAL INFORMATION

C.1.4.1. Quality Control. Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services/supplies to the Government.

C.1.4.1.1. The Government is committed to a highly interactive relationship between quality control by the

Contractor and quality assurance by the government recipient of services. The Contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the requirements of the contract are provided as specified. One copy of the contractor's QCP shall be provided to the Contracting Officer no later than the post-award conference. An updated copy if necessary shall be provided to the Contracting

Officer and COR within 10 days after Government's review/ acceptance throughout the term of the contract.

C.1.4.1.2. The Contractor’s QCP shall include the following, at a minimum:

C.1.4.1.2.1. An inspection system covering all the performance evaluation attributes iterated throughout this PWS and listed in the Performance Requirements Summary (PRS). (Technical Exhibit 1)

The QCP shall specify the areas to be inspected either on a scheduled, or unscheduled basis, how often inspections will be accomplished, and the title of the individual(s) to perform the inspections.

C.1.4.1.2.2. The methodologies for identifying and preventing deficiencies in the quality of service performed before the level of performance and performance quality becomes unacceptable/unsatisfactory.

C.1.4.1.2.3. On-site records of inspection techniques to be utilized to initiate record and report corrective action procedures.

C.1.4.1.3. The QCP shall have provisions too accurately and timely record and report Contractor employee data with regard to specific employee position qualifications and security clearance requirements as iterated throughout this PWS.

C.1.4.1.4. All Contractor QC documentation regarding contract performance and performance quality, performance traits, shall be made available to the Government, as requested, throughout the term of the

C.1.4.1.5. Contractor Discrepancy Report (CDR): When the Contractor's performance is unsatisfactory, a

CDR will be issued. The Contractor shall reply in writing within five (5) work days from the date of receipt of the CDR, giving the reasons for the unsatisfactory performance, corrective action taken, and procedures to preclude recurrence

C.1.4.1.6. Quality Assurance (QA). The COR will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP) and inspection of services clause(s) of the contract.). This plan is primarily focused on what the COR must do to ensure that the

Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). When an observation indicates defective performance, the COR will require the Contractor or designated on-site representative to initial the observation to acknowledge the defective performance. The acknowledgement of the observation does not necessarily constitute Contractor concurrence with the observation, only that the Contractor has been made aware of the defective performance. When an observation indicates defective (i.e., unacceptable/unsatisfactory) performance, the COR will request the contractor's Contract

Manager to initial the observation documentation. Under the purview of the Government’s QA program the

Contractor employees shall be subject to impromptu psychological and physical evaluations on a random basis during the term of the contract (refer to Paragraphs C.1.4.4.1.11, C.1.4.4.1.11.1and C.1.4.4.1.12.2 for further details).

C.1.4.1.6.1. Performance Evaluation Meetings. The Contract Manager shall be required to meet at least weekly with the COR and other Government representatives for the first two (2) months of contract performance. These meetings shall be conducted as often thereafter as the Government determines necessary, to ensure acceptable/satisfactory Contractor performance and performance quality. The

Contractor may request a Performance Evaluation Meeting in the event a Contract Discrepancy Report

(CDR), or other report of substandard performance or performance quality is issued. The written minutes of

Performance Evaluation Meetings shall be signed by the contractor's Contract Manager, COR and any other meeting attendees. Should the Contractor not concur with the minutes, the Contractor shall state so and submit a formal written response regarding any areas of non-concurrence to the Contracting Officer within ten (10) calendar days of receipt of the signed minutes.

C.1.4.1.6.1.1. Assessed Attributes for Performance Trait Evaluations:

C.1.4.1.6.1.1.1. Technical and Tactical Competence: The Contractor shall be cognizant of, and in compliance with, the latest technical and tactical SERE doctrine. The Contractor shall demonstrate procedures to certify, re-certify and de-certify instructors to conduct low, medium, or high risk role-play activities.

C.1.4.1.6.1.1.2. Instructor Skills: The ability to prepare for critical course content and instruct based upon lesson objectives and the capacity to motivate students based on these objectives.

C.1.4.1.6.1.1.3. Communicative Skills (Interpersonal Relations): The ability to relate to personnel of various cultural backgrounds in a very sensitive environment. The Contractor shall understand the application and limitations in the use of physical and psychological pressures in the conduct of safe ARL & RTL role-paly activity.

C.1.4.2. Hours of Operation.

C.1.4.2.1. Non-active course periods – 40 hours per week Monday through Friday 0730 – 1600 for all instructors. Federal holidays will be observed when students are not in training. When the government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings.

The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful performance under this contract. No overtime (OT) or compensatory time (CT) is authorized. Contractor personnel shall not exceed a 40 hour work week.

C.1.4.2.1.1. Recognized Holidays: The Contractor will not be required to work on the following holidays:

Martin Luther King Jr.’s Birthday Columbus Day

President’s Day Veteran’s Day

Memorial Day Thanksgiving Day

Independence Day Christmas Day

C.1.4.2.2. Course Schedule.

C.1.4.2.2.1. Resistance Academic Detachment Training (RAD): The Contractor shall manage the schedule to provide required support to classroom instruction and Academic Resistance Role-play

Laboratories (ARL’s). The length of the duty day will vary depending on the scheduled training. Twenty-four (24) hour support and shift work may be necessary to support training requirements. The Contractor is required to provide support over weekends and holidays during any course iteration. Lunch times and length shall vary depending upon course iteration progress and other student training requirements.

Programmed periods of instruction may not always allow for scheduled meal breaks. The Contractor shall schedule and manage employee schedules to accommodate changes of this nature at no additional cost to the Government.

C.1.4.2.2.2. Resistance Training Laboratory (RTL): The Contractor shall manage workload scheduling to provide the required contract support with the understanding that the "duty day" may vary in length depending upon the training scenario, time required to complete the same, and the method of instruction utilized. Twenty-four (24) hour support is required and shift work is authorized. An 8-hour shift, plus one (1) hour prior to start of shift to conduct course pre-shift briefings and one (1) hour immediately following each shift for debriefings shall be required. The Contractor is required to provide support training over weekends and holidays during any course iteration. Lunch times and length shall vary depending upon course iteration progress and other student training requirements. Programmed periods of instruction may not always allow for scheduled meal breaks. The Contractor shall schedule and manage employees to accommodate changes of this nature at no additional cost to the Government.

C.1.4.2.2.3. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful performance under this contract. No overtime (OT) or compensatory time (CT) is authorized.

C.1.4.3 Security.

C.1.4.3.1. Contractor must demonstrate a working knowledge of the Personnel Recovery Security

Classification Guide (S) dated 15 Jun 2011. The Contractor must also demonstrate a working knowledge of the

Security of Classified Items, Systems and Information.

C.1.4.3.2. The Contractor shall possess or be able to obtain a Facility Clearance and individual clearances at the SECRET level. The Contractor must obtain a Facility Clearance at the appropriate level (IAW the NISPOM

DoD 5220.22-M) prior to the start of the contract awarded period of performance. Contractor personnel performing work under this contract must have the required security clearance at the appropriate level at the start of the base period of performance. Security clearances and Facility Clearance (FCL) requirements are required to be maintained for the life of the contract in accordance with the DD254 attached to the contract. The Contractor shall apply for personnel security clearances within 14 days after receipt of the facility clearance or within 2 days after award of the contract if the Contractor possesses a facility clearance.

C.1.4.3.3. Handling / access to classified information. The Contractor shall comply with FAR 52.204-2, Security Requirements for access to information classified "Confidential", "Secret"". The Contractor must execute a

Security agreement (DD Form 441), IAW the National Industrial Security Program Operating Manual (DoD

5220.22-M) and any revisions to DoD 5220.22-M.

C.1.4.3.4. The Contractor shall submit to the contracting officer and contracting officer’s representative

(COR) a visit authorization letter identifying the security clearance level of each employee along with any other pertinent information. An initial visit authorization letter shall be submitted as soon as possible after contract award and prior to the scheduled contract start date (at the end of the Phase-In period, refer to Paragraph C.1.4. 12.1 for further information). Additionally, updated visit authorization letters will be submitted quarterly or as requested by the KO or COR to ensure all data is accurate and current. The Contractor shall be responsible for the accuracy, correctness and timeliness of visit authorization letter data. Government refusal of Contractor employee’s access to the work site for failure to satisfy the aforementioned requirement shall not relieve the Contractor from responsibility for full acceptable/satisfactory performance and performance quality.

C.1.4.3.5. All provisions of the National Security Industrial Security Program Operating Manual apply to performance under the contract.

C.1.4.3.6. NCIC and terrorist threat data base screening required. All contractor employees, including subcontractor employees, who are not in possession of a current Common Access Card (CAC) will be vetted by the local security office to determine fitness and eligibility for access IAW DTM 09-012, paragraph 2.b(4) to include but not limited to an NCIC and Terrorist Database screening. The contractor will ensure that the Government has sufficient biographical information to conduct said screening including, but not limited to the person's name, date of birth, and social security number.

C.1.4.3.7. Physical Security. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government equipment and materials shall be properly secured.

C.1.4.4. Qualifications.

C.1.4.4.1. General:

C.1.4.4.1.1. The Contractor shall be responsible for ensuring all personnel performing work under this contract possess and maintain current certifications as indicated in PWS C.1.4.3; security requirements during the execution of this contract.

C.1.4.4.1.2. The Government has the right to restrict the performance under this contract of any

Contractor employee, or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, or the general well-being or operational mission of the installation and its population.

C.1.4.4.1.3. AT Level I training. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall complete AT Level

I Awareness Training within 14 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contract employee and subcontract employee to the COR (or to the contracting officer, if a COR is not assigned) within 14 calendar days after completion of the training by all employees and subcontractor personnel. C.1.4.4.1.4. Access and general protection policy and procedures. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the

Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office.

The contractor workforce must comply with all personal identity verification requirements as directed by

DoD, HQDA, USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.

C.1.4.4.1.5. iWATCH training. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO).

This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the designated security office. Training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees' commencing performance with the results reported to the COR no later than 30 days after contract award and new employees' commencing performance.

C.1.4.4.1.6. Access to Government information systems. All contract employees with access to a government information system must be registered in the Army Training Certification Tracking System

(ATCTS) at commencement of services and must successfully complete the DoD Information Assurance

Awareness training prior to access to the information system and then annually thereafter.

C.1.4.4.1.7. Requirement for OPSEC training. Per AR 530-1, Operations Security, new contract employees must complete OPSEC Level I training within 30 calendar days of reporting for duty. All contract employees must complete annual OPSEC Awareness Training.

C.1.4.4.1.8. Information assurance/information technology training. All contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD, Army, USSOCOM and USASOC training requirements in DODD 8570.01, DoD 8570.01-M, AR 25-2 and published USSOCOM and USASOC requirements within 180 calendar days of employment.

C.1.4.4.1.9. Information assurance/information technology training certification. Per DoD

8570.01-M, DFARS 252.239.7001, and AR 25-2 the contractor employees' supporting IA/IT functions shall be appropriately certified upon contract award. Baseline certification as stipulated in DoD 8570.01-M, must be completed upon contract award.

C.1.4.4.1.10. Pre-screen applicants using E-Verify Program. The Contractor must pre-screen applicants using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the applicant has two valid forms of government issued identification. An initial list of applicants must be provided to the COR later than 7 business days after the initial contract award to start the CI-focused security screening process.

C.1.4.4.1.11. All contract employees shall receive an initial psychological evaluation performed by the USAJFKSWCS SERE Psychologist. This evaluation is required in order to assess the employee’s potential ability to effectively perform the very unique work and tasks associated with the requirements iterated throughout this PWS. The extreme sensitive nature of the work and tasks to be performed under this contract absolutely necessitates that the contractor’s employees undergo the aforementioned evaluation and furthermore, they must be found “fit” to serve as a SERE Level “C” instructor. The Government shall be the sole arbitrator of this determination, WITHOUT EXCEPTION, due to the nature of the training material and the training environment associated with the SERE Course. Subsequent re-evaluations shall be conducted throughout the term of the contract at the discretion of the Government. The Contractor shall immediately remove any employee(s) from performance under the contract if the Government identifies said employee(s) to be “unfit” to serve in the capacity for which the Contractor has designated them to serve. The Contractor shall replace the position or positions vacated with qualified individuals in an expeditious manner. The Government reserves the right to immediately, and if need be, physically remove a Contractor employee from the work-site should they, in the opinion of the aforementioned SERE

Psychologists, display negative psychological characteristics or traits or, otherwise show evidence of behavioral and/or interpersonal instability that endanger others i.e. students, and fellow instructors, or behavior that may otherwise disrupt or disturb the training environment. Removal of Contractor employees under these conditions does not relieve the Contractor from responsibility for full acceptable performance and work quality. The psychological standard and methods the Government shall utilize to evaluate

Contractor employees is sensitive in nature and will not be made accessible to the Contractor.

C.1.4.4.1.11. 1. As part of the representative SERE school’s risk assessment program, periodically observe and conduct psychometric and/or analog psychological assessments of all instructors who may have direct student contact during high-risk role-play activities. An initial psychological screening will be conducted prior to assignment or reassignment of any staff member who has the potential for student contact during high-risk role-play activities. Care must be taken to protect the instructor/staff’s privacy of any assessment findings”. (CJCSM 3500.11, 29

C.1.4.4.1.12. Physical Requirements

C.1.4.4.1.12.1. Contract performance shall require work scheduling to accommodate rotating shifts and operations in austere field environments. Contractor employees shall be able to perform work in varied conditions, for example, indoor/outdoor, extreme inclement weather, to include, rain and snow. Performance shall commence/continue regardless of the weather conditions or post closures, as is required of Government designated “essential personnel”. The nature of SERE training requires high standards of mental and physical fitness. Contract employees will participate in SERE training events in rough terrain, requiring the ability to lift/carry 45 pounds, walk up multiple flights of stairs, walk up to six (6) miles per day with a rucksack, and provide up to eight (8) consecutive hours of instruction.

C.1.4.4.1.12.2. Prior to performance under this contract, all Contractor employees shall have passed a complete physical exam within the last 12 months administered by a medical doctor or physician’s assistant that attests to the employee’s ability to comply with the physical requirements of this contract. Prior to each contract employee beginning work on this contract the

Contractor shall provide the Government with written documentation certifying that each contract employee has completed a physical examination and is cleared by his physician to perform the requirements. Successful physical results shall reflect no specific duty limitations or physical or life threatening conditions or illnesses that could impede successful accomplishment of the requirements iterated throughout this PWS. The Contractor shall ensure all employees meet the prescribed physical standards continuously throughout the term of the contract. The Government reserves the right to require Contractor employees be examined for physical fitness at any time during the term of the contract. Removal of Contractor employees under these conditions does not relieve the Contractor from responsibility for full acceptable/satisfactory performance and performance quality.

C.1.4.4.1.12.3. Due to the extreme nature of the training and prior to performance under this contract the Contractor shall ensure all Contract employees undergo testing for Blood-borne and infectious diseases to include: TB and HIV and continue testing on a bi-annual basis throughout the contract period. The Contractor shall provide written documentation stating that tests have been performed and that all contract employees supporting the training have been determined fit for duty based on the absence of positive test results. The Contractor shall also ensure drug screening is conducted for each contract employee prior to performance and on a random basis (but not less than annually for each employee) throughout the period of performance.

C.1.4.4.1.13. The Contractor shall not employ any person who is an employee of the United States

Government if the employment of that person would create a conflict of interest.

C.1.4.4.1.14. The Contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS) and/or change in duty status. Their absence at any time shall not constitute an excuse for non-performance under this contract. The Contractor shall not hire or seek to hire military personnel or DoD employees if such action would constitute a violation of

Federal ethics laws.

C.1.4.4.1.15. Contractor employees shall have a valid driver’s license prior to arrival on the job site and maintain a valid driver’s license during the performance under the contract.

C.1.4.4.2 Key Personnel:

C.1.4.4.2.1 Key personnel shall not be added to or removed from the contract without express acknowledgement of the COR. Any changes to the working status of these key personnel shall be transmitted (in writing) to the KO/COR within ten (10) work days of the proposed change. If, for any reason, any of the key personnel becomes, or is expected to become, unavailable for work under this contract for a continuous period exceeding 30 work days the contractor shall promptly replace personnel with personnel who possess qualifications equal to or better than that of the original employee. The

Contractor shall ensure all key personnel terminated or released from employment under this contract are replaced within ten (10) work days of the termination.

C.1.4.4.2.2. The follow are considered key personnel by the Government: The Contractor shall provide a Contract Manager and alternate for all Contractor matters. The manager and alternate shall be designated in writing and submitted to the Contracting Officer within five (5) working days of contract award. The Contract Manager and alternate shall be responsible for the performance and quality of all work required in this contract. The Contract Manager and alternate shall act with full authority for the Contractor and shall be available to interact, as required, with the Contracting Officer (KO) and Contracting Officer’s

Representative (COR) throughout the term of the contract. Discrepancies and valid complaints shall be acknowledged within 24 hours and resolved within 72 hours. The Contract Manager or his alternate shall be present at the “work-site” during all times work is being performed. The Contract Manager need not be a stand-alone position and may be one of the contractor’s instructors. The Contract Manager shall have the knowledge base to validate training syllabi and instructor guides for academic and operational SERE training. The Contract Manager shall assist in generating multimedia training aids and presentations for instructors. The Contract Manager shall track, maintain, and update training logs, student evaluations, instructor evaluations and student handouts, note taking guides, and after action training reviews. The

Contractor shall supervise all Contractor personnel, assign all work to Contractor employees, and coordinate with the KO or COR as necessary.

C.1.4.4.2.3. Qualifications for all Key Personnel: In addition to the general qualifications listed above, the key personnel shall:

C.1.4.4.2.3.1. Contract Manager (CM): The CM (and alternate CM) shall meet or exceed the following minimum qualifications:

C.1.4.4.2.3.2. A minimum of two (2) years’ experience as a Contract Manager (i.e., upper level management) for a contract of similar size and scope of this PWS, and

C.1.4.4.2.3.3. At least three (3) years' experience as a SERE Level C instructor in the

Army Resistance Training Laboratory (RTL), or suitable SERE related experience, e.g.

Navy, Air Force, or other DoD approved Level C SERE courses and must have graduated. Only SERE Level C Graduates that are qualified and certified in accordance with service directives.

C.1.4.4.3 Instructor Personnel

C.1.4.4.3.1. Prior to performance under this contract, the contractor’s employees shall meet the following additional minimum qualifications:

C.1.4.4.3.2. SERE level “C” Course instructors shall be ex-military (E-4) or higher, with a minimum of three (3) years of honorable service in the US military and shall be a graduate of an approved

DoD SERE Level “C” High Risk Course. A DD214 with the social security number redacted and SERE

Level "C" training certificate shall be provided as verification. If the DD214 has the SERE Level "C" training annotated if will be accepted in place of the certificate.

C.1.4.4.3.3. Under this contract, the contract employees filling instructor positions shall successfully complete an approved DoD Instructor Training Course (ITC), or other equivalent course, e.g.

attended a Training and Doctrine Command (TRADOC) or Special Warfare Center & School (SWCS) approved course.

C.1.4.5. Professional conduct. The Contractor shall ensure all personnel adhere to the professional standards of behavior IAW with contractor’s QCP and all applicable publications and exhibits.

C.1.4.6. Contractor Travel: Contractor shall be required to travel CONUS during the performance of this contract to attend post training events (PTE). Contractor will be authorized travel expenses consistent with FAR 31.205-46, and the limitation of funds specified in this contract. All travel requires advanced approval/authorization by the

COR five (5) business days prior to the travel. The Contractor shall email the request to the COR.

C.1.4.6. 1. Travel Templates. The Contractor shall produce a long distance travel request template, local travel log template, and a long distance trip report template. The templates shall be submitted to the COR within ten

(10) days after contract award for approval.

C.1.4.6.1.1. The long distance travel request template shall include, at a minimum: Name, duty position, justification for travel and PWS section that will be supported during travel, mode of travel, distance of travel, estimated time of travel, and POC of travel at the support site.

C.1.4.6.1.2. Long Distance Trip Report. Upon completion of long distance travel, a Long

Distance Trip Report is required. Trip Reports shall be provided to COR within five (5) work days after travel has been completed. Additionally, all trip reports for the quarter will be rolled up into the quarterly report. This report shall be submitted on the approved template and provide a synopsis of accomplishments performed during the travel period. The Contractor shall submit monthly invoices for reimbursement citing the appropriate CLIN. Each individual travel instance must be captured; copies of receipts, travel vouchers, etc. shall be attached to the invoice to support charges, and justification for why expenses exceeded the initial estimates. Original receipts shall be maintained by the Contractor and made available to Government auditors upon request.

C.1.4.6.1.3. The long distance trip report template shall include at a minimum: Travelers name, position, reason for travel, mode of travel, duration of travel, destinations, organization visited, key personnel assisted (name, position, and phone number), significant activities accomplished, systems involved, discussion background, follow-up requirements, recommendations/ comments, and signature block.

C.1.4.7. Safety. The Contractor shall comply with all applicable Occupational Safety and Health (OSHA) standards, where applicable. The contractor’s performance shall incorporate all procedures necessary to be in accord with

USAJFKSWCS and Fort Bragg's Safety Program as set forth in Fort Bragg Regulation (FB 385-1).

C.1.4.8. Vehicle Registration, Licensing, and Operation. Contractor employee vehicles shall have proper state registration; proof of insurance and employees shall have a valid driver's license to operate privately owned vehicles

(POV’s) on the Post. Registration with the Provost Marshal's Office (PMO) of all vehicles transiting on post is mandatory. The Contractor shall fully comply with the vehicle registration requirements regarding Contractor owned and Contractor employee POV’s as set forth in Fort Bragg Regulation 190-5. This regulation can be found at:

http://www.bragg.army.mil/provostmarshal/VechicleRegistration.html. Any questions regarding this regulation can be directed to the PMO at 910-432-8193. Be advised that Contractor vehicles and Contractor employee POV’s will be searched if the appropriate passes/decals are not displayed. All vehicles, including those with passes/decals, are subject to search at any time.

C.1.4.9. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal

Acquisition Regulation (FAR) Subpart 42.5. The KO and/or COR may meet periodically with the Contractor to review the Contractor's performance. At these meetings the KO and/or COR will apprise the Contractor of how the

Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

C.1.4.10. Contracting Officer Representative (COR): The COR will be identified by separate letter of appointment.

The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assures that the Contractor performs the technical requirements of the contract; performs inspections necessary in connection with contract performance; maintains written and oral communications with the Contractor concerning technical aspects of the contract; issues written interpretations of technical requirements, including government drawings, designs, specifications; monitors Contractor's performance and notifies both the KO and Contractor of any deficiencies; coordinates availability of government furnished property, and provides site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

C.1.4.11. Organizational Conflict of Interest (OCI): The provisions of FAR Subpart 9.5, Organizational and

Consultant Conflicts of Interest, concerning organizational conflicts of interest govern this contract. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the

Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

C.1.4.12. Phase in and Phase out. A transition period is scheduled 30 days prior to the scheduled contract start date

(Phase-In) and thirty (30) calendar days prior to contract end date (Phase-Out) to allow for an orderly contract transition. This period can be changed to meet the needs of the Government.
