1. Question: The solicitation does not clearly specify which color of Velcro to use throughout. Since Black and White are readily available, would that be acceptable? Any other colors are custom colors which may or may not be readily available and will definitely take more lead time to custom order.
Response: No, Black and White is NOT acceptable. Must have OD Green for the BDUs and Desert Tan for the DCUs.
2. Question: The solicitation does not clearly mention whether to use hook or loop (except the one on Nylon tape). We assume it is the loop throughout. However, please confirm?
Response: All Velcro sewn to the uniform is LOOP tape. The only time we ask for HOOK is at the tip of the Nylon tape. Please see the diagrams.
3. Question: The solicitation does not mention about who would supply the IR Tape and the Nylon tape. Our assumption is that the Govt will supply. However, please clarify. If we have to purchase, we would like to know the product number or manufacturer of these specific items (if available) Response: The Government will not provide anything other than the actual uniforms. The price needs to include all of the materials needed to complete the finished product. The ¾” x ¾” IR tape can be found at any military type clothing store. The Nylon tape has an NSN. It’s actually like a ribbon.
TAPE, TEXTILE NYLON TYPE III 1” OD NSN: 8315-00-935-4741
TAPE, TEXTILE NYLON TYPE III 1” NATURAL NSN: 8315-00-176-8084
4. Question: The solicitation does not mention whether the Nylon / IR Tape assembly is needed on one arm pocket or on both arm pockets. Can you please clarify?
Response: Both arm pockets. Just like the ACU.
5. Question: We believe that the repair may leave some marks from previous stitches and location, especially when removing them. We believe this minor blemish will be acceptable. However, please clarify?
Response: Yes, this will be acceptable.
6. Question: While we understand the requirements, it will help very much if we can get the actual desired sample (if available). Is it possible to get this when we get ready to construct a sample for you.
Response: We will make the actual sample available to the awardee.
7. Question: While we will give our best effort to deliver as many as possible by July 15th, we strongly believe that we will need additional time. Per our rough estimate we can delivery about 25 – 50% by July 15th and the rest may be in 30 – 45 additional days. Would this be acceptable Response: Please be advised that this is a best value acquisition and there is a required delivery date but as stated in the RFQ delivery is a factor and will be evaluated as a part of the Government’s determination on what would be the best value when all factors are considered. For example, a vendor who submits an offer that meets the delivery date but proposes a high price may not be considered the best value to the Government. We understand that a vendor may need additional time to finish the order but the vendor’s proposed schedule after delivery of the supply items will be evaluated.
