ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS

1. This is an all-electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to www.sam.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates, or changes to current information. The exclusive responsibility for the source selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) as implemented in the FAR. The proposal and corresponding program will be unclassified and treated as Source Selection Sensitive Information. It is also the responsibility of the vendor to ensure that the Contracting Office received their quote submission by the due date annotated in Block 6.

2. All proposals shall be complete, self-sufficient, and respond directly to the requirements of the solicitation. Any commitments made in the proposal shall become part of the resultant contract. Any significant inconsistency, if unexplained, raises a fundamental issue of the offerors understanding and/or ability to perform under a contract. This may be a basis for rejection of the proposal. In no case shall words like “we will comply with the requirements of the contract,” or equivalent statements, be acceptable to meet the requirements of this RFP.

Failure to comply with these instructions may result in an offerors proposal being excluded from further consideration for award. Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.

3. All inquiries during the solicitation phase should be directed to the Contract Specialist Debbie Harris at, debbie.harris.civ@socom.mil and courtesy copy (cc:) the Procuring Contracting Officer (PCO) Mrs. Carrie Nelson at carrie.nelson@socom.mil Offerors are requested to review the solicitation and submit only written questions and/or comments with email subject line reference: Ref: MPC-H92239-21-R-0003. All questions submitted after that date and time may not be answered.

4. It is the Government’s intention to award without discussions. Offerors are encouraged to present their best technical proposal and price in their initial proposal submission. However, in accordance with FAR Part 15.306, should discussions become necessary, the Government reserves the right to conduct them. Should this occur, a competitive range will be determined and Offerors notified. The competitive range may be limited for purposes of efficiency in accordance with FAR Part 15.306 (c)(2). The Government intends to award a single award as a result of this solicitation.

5. Proposals shall not contain classified information.

6. Proposal Organization and Submission:

The proposal shall consist of four (4) volumes. The volumes are: Volume I – Qualifying Criteria & OCI Mitigation (if applicable), Volume II – Technical Capability, Volume III - Past Performance, and Volume IV - Price. No emailed proposals will be accepted. Proposals shall be submitted via email to debbie.harris.civ@socom.mil and carrie.nelson@socom.mil by the date and time listed on the SF 1449. Submission of your proposal is subject to FAR 52.212-1(b), Submission of Offers. USASOC assesses that an email not exceeding 10MB when sent will transmit the system successfully and be received by the Contracting Officer. If your complete proposal exceeds this size, please submit via multiple emails, and indicate in the subject line the number of emails being submitted (i.e. [3-Digit Company Code], RFP H92239-21-R-0003 Consolidation, Email 2 of 5). Note, however, that the offeror is responsible for ensuring the successful delivery of its proposal. Offerors are encouraged to submit the proposal with sufficient time to ensure all documents are successfully received by the contracting team prior to the closing date and time. The contracting team will confirm receipt of your proposal. If you receive a rejection notice from the email system after emailing your proposal, or you do not receive a confirmation, you can assume your proposal was NOT received. Please be advised that timelines are determined by the date and time an offeror’s proposal is received, not when an offeror attempts transmission.
