FOR USSOCOM ENTERPRISE WIDE

TRAINING AND EXERCISE PROGRAM (UEWTEP),

UNITED STATES SPECIAL OPERATIONS COMMAND,

DIRECTORATE FOR FORCE MANAGEMENT AND DEVELOPMENT

J7 Joint Collective Training OFFICE

1.0 INTRODUCTION: The United States Special Operations Command (USSOCOM) Directorate for Force Management and Development (FMD), J7 Joint Collective Training Office (JCTO) has the responsibility to train and exercise Special Operations Forces (SOF) worldwide. The core mission of the FMD J7 JCTO is to ensure Special Operations Joint Task Forces (SOJTFs)/Joint Special Operations Task Forces (JSOTFs), SOF Battle staffs, USSOCOM Components and Theater Special Operations Commands (TSOCs) are trained and ready to execute the full range of SOF operations. The intent of this Performance Work Statement (PWS) is to identify the areas of interest where FMD J7 JCTO requires training and exercise Subject Matter Expertise (SME) across the entire Special Operations Forces (SOF) Enterprise. Specific factors influencing the FMD J7 JCTO include the establishment of the SOJTF concept which allows consolidated Command and Control (C2) of all SOF within an area of operations. Included within the FMD J7 JCTO mission are the following tasks: 1) Execute joint collective training and exercises to prepare SOF to plan and execute SOF operations while integrating with Conventional Forces (CF) and Host/Partner Nation forces to maximize mission readiness and operational effectiveness; 2) Develop and provide joint SOF battlestaff C2 training and exercise design and execution to all of the USSOCOM Component Commands and CF in accordance with USSOCOM Publication 1, Doctrine for Special Operations and Joint Pub 3-05, Special Operations and emerging joint SOF doctrine and procedures; 3) Exercise the USSOCOM Battlestaffs to conduct joint SOF C2; 4) Provide direct training and exercise expertise to the TSOCs and Geographic Combatant Commands (GCCs); 5) Synchronize all SOF participation in accredited Joint National Training Capability (JNTC) training and exercise programs; and, 6) SOF Integration and Interoperability product development, instructional briefings, data collection and enabling service training programs.

It is anticipated this contractual effort will consist of two major parts, core tasks and optional tasks. Core tasks are those items currently being performed for FMD J7 JCTO for Exercise and Collective Training Support to the TSOCs, GCCs, SOJTF/JSOTFs, USSOCOM Battle Staffs, Joint Training Support Center, Building Partnership Capacity, and Cyber Exercise design and execution. Optional tasks are USSOCOM exercise and collective training activities that not core. A few examples of these activities are: Support to and the integration and the number of Service and GCC exercises; SOF Component Exercise Planning; Exercise Support to the Joint Staff Accredited Exercises as an example: EMERALD WARRIOR, RAVEN, JADE HELM, and JADED THUNDER, simulation integration and support such as virtual Call for Fire Training Support, Realistic Urban Terrain Training, and coordination efforts at senior levels. The contractor is requested to propose to both core and optional tasks.

2.0 BACKGROUND: The FMD J7 JCTO receives guidance and direction from the Office of the Secretary of Defense (OSD), the Joint Staff J7 and USSOCOM leadership which is used to shape the overall USSOCOM Enterprise Wide Training and Exercises Program (UEWTEP). The UEWTEP provides a full range of training and exercise support from design and execution at the Headquarters USSOCOM, USSOCOM Component Commands (US Army Special Operations Command, Naval Special Warfare Command, Air Force Special Operations Command, Marine Special Operations Command and Joint Special Operations Command), TSOCs (Special Operations Command Pacific, Special Operations Command Central, Special Operations Command Africa, Special Operations Command Europe, Special Operations Command South, Special Operations Command Korea, Special Operations Command North, North Atlantic Treaty Organization (NATO) SOF Headquarters and Regional SOF Coordination Centers (RCC) and to the commanders and staffs of Joint Task Forces (JTFs), Combined/Joint Forces Special Operations Component Commands (C/JFSOCCs) and SOJTFs. USSOCOM and SOF are responsible to execute the following SOF Core Operations: Unconventional Warfare, Stability Operations, Foreign Internal Defense, Counter Insurgency Operations, Security Force Assistance, Counter Terrorism, Joint, Interagency, and Coalition operations and Civil-Military Operations and the following SOF Core Activities: Special Reconnaissance, Security Force Assistance, Military Information Support Operations, Civil Affairs Operations, Interdiction and Offensive CWMD Operations, Hostage Rescue and Recovery, SOF Service Combat Support, SOF Combat Support, Direct Action and Preparation of the Environment. The UEWTEP is aligned with current doctrine and operationally relevant to the employment and integration of SOF during exercises and related military training events as a means to improve readiness and preparedness to execute a variety of real-world contingency operations.

The JCTO also manages and oversees the Joint Training Support Center at Hurlburt Field, Florida that operates the SOF Training Exercise Network (STEN) connecting SOF locations to the Joint Training Enterprise Network (JTEN) integrating SOF simulations into worldwide exercises. The JCTO provides collective training and exercises to prepare SOF to interoperate with CF, Interagency, Coalitions and Partner Nations. Tasks that will continue to grow in importance include: Building Partner Capacity (BPC) and Cyberspace Exercise integration and execution support.

3.0 SCOPE: USSOCOM, FMD J7 JCTO requires SOF Training and Exercise SME to implement the UEWTEP. Required elements include (but are not limited to): planning, design, integration & interoperability, coordinating, managing and executing exercises, information and data analysis, joint collective training, and integrating cyberspace and BPC activities into the UEWTEP.

A major part of the UEWTEP utilizes SOF Joint Training Teams (JTTs) to assist in planning and executing SOF training. UEWTEP elements may be conducted in various venues and anywhere in the world. The contractor shall provide SOF exercise and collective training SMEs to support the following activities that includes but is not limited to:

· Planning, coordinating, managing and executing exercises and joint collective training.

· Developing and providing cross functional exercise design and execution for TSOCs and their joint SOF battle-staffs, including integration with the GCC staff.

· Providing exercise designs, scripts and the development of exercise scenarios and related Master Scenario Event List (MSEL) injects incorporating realistic threats and activities.

· Integration of relevant SOF doctrine, war-game and experimentation results and operational after action findings into future exercises to ensure rapid adjustment to real world Tactics, Techniques and Procedures (TTPs).

· Coordinating and integrating Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), DOD Information Network (DODIN) and a wide range of cyberspace activities into exercise and training venues.

· Ensuring current and emergent intelligence threat information is incorporated into the exercise designs, scenarios and MSELs.

· Incorporating modeling and simulation, and related JTSC related network operations, as appropriate..

· Developing reports, briefings and recommendations to improve exercise and training efficiency and effectiveness, and identifications of shortfalls and gaps.

· Identifying deficiencies/performance gaps in SOF exercise and training programs and improvement recommendations.

· Developing fact sheets, briefings and other documentation associated with training and exercise events and activities.

· Providing input to assessments of SOF integration and interoperability with other units during exercises and training venues in the United States and throughout the world with recommended improvements.

· Support coordination and execution of exercise operations, mission rehearsals and assessments in Realistic Urban Training (RUT) environments.

The above activities are critical to an effective exercise program that enables the warfighters to train as they fight and ensure the battle staffs are prepared to execute assigned and wartime functions and tasks. The UEWTEP requires the contractor to operate at the highest levels of classification in secure areas. while ensuring a secure environment that provides robust capabilities of exercise intelligence, data and information collection, employing current TTPs.

5.0 REQUIREMENTS: The overarching goal of the UEWTEP is to obtain synergy and efficiencies by having a holistic approach to an Enterprise Wide construct that will result in more streamlined and standardized training and exercise methodologies across all of SOF, whether at the USSOCOM HQ level, at the USSOCOM Components, SOJTF/JSOTFs, TSOCs, or at the GCCs. The UEWTEP contract requirements are divided into two parts, Core and Optional. Core requirements are delineated in paragraph 5.1 below and broadly include the planning and execution of the USSOCOM exercise and collective training program for SOF Commanders and staffs preparing for future operations.

Core tasks also include the planning, design, management and Joint Exercise Control Group (JECG) for ELLIPSE exercises in accordance with the National Mission Force Charter as part of the Joint Exercise Program (JEP). These Joint Staff J7, GCC and related TSOC Joint Exercise Life Cycle (JELC) events include: planning and developing SOF training and exercise elements with GCCs and TSOCs to ensure proper SOF C2 procedures are employed to facilitate SOF interoperability with other units, coordinating and integrating OCO, DCO, DODIN and other cyberspace activities into exercise and training scenario designs to replicate effects during exercise and training execution.

Optional tasks are articulated in paragraph 5.2 and they may be included with initial award (in whole or in part) or they may be phased-in (either together or incrementally) at a future time based upon availability of funding. These tasks provide direct training exercise elements to USSOCOM service components and coordinate SOF participation in accredited JNTC training exercises. The contractor shall integrate USSOCOM training and exercise elements with each of the services in accordance with documented JNTC service level priorities. Other tasks in this category include planning and developing SOF training events during the JELC with participating CF at the Corp and Division levels to ensure proper joint SOF C2 procedures are executed to facilitate SOF/CF interoperability at the joint service component level. Whether core or optional task, the contractor shall provide comprehensive exercise design to fulfill the UEWTEP requirements. This requires training/exercise and SOF SMEs to provide comprehensive SOF Battlestaff, SOJTF/JSOTF training support to GCCs and the TSOCs, including;

· Design, coordinate and plan exercises to include developing exercise objectives, scenarios, scripting, MSELs, exercise injects, intelligence, operational reports and analysis.

· Provide relevant expertise in associated plans, orders, authorities, interdepartmental, interagency and international processes for coordination and execution of training and exercises in support of GCCs, TSOCs, JSOTFs/SOTJTFs and USSOCOM components.

· Create and distribute Fragmentary Orders (FRAGORD), Execute Orders (EXORD), Concepts of Operations (CONOPs), storyboards, and Situation Reports (SITREP) specific to each exercise.

· Support JELC events specifically tailored to each exercise.

· Coordinate with Joint Staff J7 (DC and Suffolk) to provide joint SOF training and exercise expertise to the JEP, with particular focus on Joint Special Operations C2.

· Integrate USSOCOM training and exercise elements with Joint Staff J7 support of GCCs and TSOC exercise programs.

· Assist in the planning and development of SOF training and exercise JELC events with GCCs and TSOCs to ensure proper joint SOF C2 procedures are executed to facilitate SOF and other unit interoperability.

· Develop and sustain a Counter Terrorism (CT) Fusion Cell that consists of a team of SMEs who focus on analysis, integration and synchronization of education, training and exercises associated with Campaign Plans and EXORDs. This cell shall be connected to the CT community of interest at large.

· Analyze information, data and produce reports highlighting best practices and lessons learned for dissemination to the CT community. Incorporate best practices into applicable training products and exercise design scenarios.

5.1 Core Requirements. The contractor shall provide capabilities as required herein.

5.1.1 Collective Training and Exercises

The contractor shall provide non-personal technical services to approved requirements at customer locations (TSOCs, JSOTFs/SOJTFs and GCC compartmented plans operations centers) through Joint Mission Essential Task List (JMETL) development; collect information and data that enables government counterparts to prioritize training and exercise requirements to allow exercise design and observer-trainers/analyst trainers (AT/OT) to properly prepare for the missions. During training with the supported training audience, the contractor shall support / conduct J-Code training via collective staff functional level seminars and table top / command post exercises. Contractor exercise design experts shall incorporate JMETL tasks and exercise training objectives into the MSEL to ensure all milestones and objectives are achievable. During execution and in consultation with government trainers, contractor trainers shall provide relevant feedback and “in stride” training, as applicable. The contractor shall provide SMEs to the JECG who conducts daily interface with the exercise director, manages the MSEL and flow of injects enabling the achievement of all training and exercise objectives. Both the JECG and AT/OTs provide insights/products for the After Action Review (AAR) process and development of the AAR report, documenting what occurred, what went well, and what could be improved in the future. This process includes and is not limited to facilitating the AARs (with participation by senior General Officers / Flag Officers (GO/FOs), J-Code specific “hot washes,” Quick Look Reports, and assimilation of conclusions into an overall Lessons Learned (LL) document for use by other commands. Post mission, the contractor executes assessments to determine Measures of Performance and Measures of Effectiveness (MOP/MOE). MOP analysis is performed internally to examine the quality of instruction/ training, quality of overall exercise design and execution, and quality of the training and exercise events to determine what went well and what could be improved. Externally, the contactor shall elicit and analyze feedback from the supported training audience/Exercise Director (and interagency and government senior participants) to determine improvements to the overall training and exercise model. Contractor personnel shall possess recent (i.e. within the past three years) experience with the National Mission Force for the majority of these tasks. In addition, the contractor shall develop an Exercise Capability Report that specifically identifies shortfalls and gaps (Doctrine, TTPs, policy, processes, training, equipment etc.) The purpose of this report is to communicate to the appropriate HQ USSOCOM J-Code / offices of the identified issues that warrant discussion and/or DOTMLPF action to accelerate corrective action.

Contractor ATs form the nucleus of SOF JTTs who conducts operational and strategic training for the supported training audiences. The JTT prepare seminars that train the staff in functional areas that include: command and control, operations, plans, intelligence, logistics, personnel, communications, information and knowledge management, information operations, public diplomacy, fires, special actions, civil affairs, personnel recovery, etc. The JTT also integrate SOF, conventional, interagency and multi-national contexts in an estimated 80+ exercises and related events per year. The contractor leads a formalized consolidated LL and knowledge management process of operational/strategic AAR reports, LL, and Exercise “Insights” to provide recommendations for exercise design improvements, increase effectiveness and recommendations for maximizing SOF operational and strategic combat readiness. Tasks include; but, are not limited to the following activities:

· Facilitate the integration of JTT activities into FMD J7 sponsored events and programs that provide appropriate joint context in for joint training and proper employment of SOF.

· Support the development and execution of the OT/AT training and certification program. Support the execution of functional area OT/AT courses aligned with exercises and training venues.

· Support the maintenance, refinement, currency and sustainment the Joint SOF Commander and Staff Handbooks.

· Support the development and sustainment of senior leadership and functional level training seminars focused on operational and strategic levels of command; these seminars are executed at the GO/FO level.

· Support the development of observation plans with focus areas based on the supported command’s training objectives prior to deployment. Post mission, develop AARs and other applicable reports.

· Incorporate training insights and LL into USSOCOM training, exercises and doctrine development efforts.

· Support the maintenance, refinement, currency and sustainment of the SOF JTT Standard Operating Procedure (SOP) Manual.

· Support the development and currency the SOF portion of the event control plan. Execute events CONUS, OCONUS and in combat zones, as required.

· Prepare training media for SOF JTT deployments, as required.

· Support the identification and coordination of administrative and logistical elements and activities required for exercise execution.

· Maintain a Top Secret, Secret and focal point databases to for JTT exercises and training venues.

The contractor shall:

· Perform day-to-day operations for both exercise design and analyst-trainer functions. These functions shall be conducted across all domains of training (specified above) and include the CT fusion cell and other applicable cells.

· Ensure seamless transition from current levels of expertise and capability to meet mission requirements. This transition must maintain existing synergy and occur “en masse,” as opposed to “part and parcel” preventing a loss of capability.

· Ensure capability to support the execution of three major training and exercise events simultaneously at either the GCC, TSOC and/or forward [deployed] JTF (includes both exercise design and training SME for each). This includes overlapping missions across multiple geographic areas of responsibility.

· Have experience with, and capable of integrating interagency members into training and exercise design events.

· Ensure they can meet all of the requirements of an anticipated workload of approximately 21 major exercises encompassing 63 JELC events per year (including training and exercise events).

· Draft communications via messaging systems such as: AMHS, M3 and JTIMs.

· Assist in the planning, scheduling, coordination, development and execution of FMD Education, Training and Exercise meetings, forums, round table’s etc.

5.1.1.1 Theater Special Operations Commands

The contractor shall provide training and exercise functional expertise as outlined in paragraph 3.0 to prepare TSOC staffs to C2, deploy and employ SOF in a combined environment. The UEWTEP:

· Provides TSOC training and exercise capabilities based on USSOCOM and Combatant Commander requirements, readiness shortfalls and emergent threats.

· Provides collective training to the TSOC staffs to ensure their ability to execute assigned and wartime functions and tasks.

· Provides this contract vehicle to support other planned and emergent TSOC education, training and exercise support, as required.

The contractor personnel shall possess recent (past three years) experience with the National Mission Force.

5.1.1.2 Geographic Combatant Commands (ELLIPSE)

The contractor shall provide training and functional exercise expertise as outlined in paragraph 3.0 to prepare GCC staffs to C2, deploy and employ SOF through the ELLIPSE series of exercises. The UEWTEP:

· Provides GCC ELLIPSE training and exercise capabilities based on USSOCOM and Combatant Command requirements.

· Supports exercise design, developing SOF objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Provides collective training for and exercise the GCC staffs.

· Provides JECG for ELLIPSE exercises in accordance with the CTJTF Charter as a part JEP.

5.1.1.3 Special Operations Joint Task Force/Joint Special Operations Task Forces Provide training and functional exercise capabilities as outlined in paragraph 3.0 to prepare JSOTFs/SOJTFs to deploy and employ SOF in a combined combat environment. Specifically, provide training, readiness and exercise capabilities to prepare the SOJTF Afghanistan (SOJTF-A) is trained and ready to conduct assigned tasks and functions with NATO/International Security Assistance Force (ISAF) and the NATO SOF HQs for joint and combined SOF operations in Operation Enduring Freedom (OEF). The SOJTF presents a new, more clearly articulated model for how SOF will be packaged, deployed, and sustained in major operations, campaigns, and contingencies. The SOJTF model focuses on building efficiencies by providing unity of command by synergizing the efforts of our National and Theater Mission Forces, and by optimizing the use of SOF organic enablers to leverage critical Service-provided capabilities. The SOJTF will become the principal operational-level, joint SOF organization for employing SOF under a single SOF commander. The TSOCs will retain their role as the principal operational organization with C2 of SOF in steady state activities and limited contingencies. Ideally, the TSOC will provide the nucleus of the SOJTF headquarters. In concert with the services, USSOCOM will provide more standardized, predictable, and integrated force packages to defend our Nation’s interests. The UEWTEP:

· Provides training and exercise capabilities based on USSOCOM and Combatant Commander requirements.

· Provides collective training for and exercise the JSOTF/SOJTF staffs.

· Provides modular, tailorable, and scalable pre-deployment training and exercises to individual augmentees deploying in support of the JSOTF/SOJTF.

· Provides joint and combined SOF C2 staff training to effectively integrate of a mix of “SOF Tribes” theater mission forces, national mission forces, multinational SOF, as well as SOF aviation, organic SOF enabler, other support, and sustainment capabilities, and attached CF.

A majority of this training currently occurs at Ft. Bragg, North Carolina, however, in the future, this training and exercise requirement could expand to include all of the TSOCs.

5.1.1.4 USSOCOM Battlestaff

The contractor shall provide training and functional exercise capabilities as outlined in paragraph 3.0 to prepare the USSOCOM Battlestaff to C2, deploy and employ SOF in a combined environment. The UEWTEP:

· Provides USSOCOM Battlestaff training and exercise capabilities based on USSOCOM Commander requirements and J-Staff functions.

· Provides collective training for and exercise the USSOCOM Battlestaff.

· Executes the HQ USSOCOM Battlestaff Exercise ABLE WARRIOR.

5.1.2 Joint Training Support Center (JTSC) Operations

The contractor shall provide SMEs to ensure the operations and availability to connect the JTSC which houses the SOF Training Exercise Network (STEN) hub and network connectivity to participating components, TSOCs, selected Service entities, and the Joint Training Enterprise Network (JTEN) providing worldwide connectivity to more than 38 sites. Tasks include the following:

· Support the identificatin and coordination of requirements for networking Command, Control, Computers, Communications and Intelligence (C4I) associated with mintaining a networked enviornment for executig training exercises.

· Support and participate in joint exercise planning events to determine the required communication capabilities to conduct a training exercise or mission rehearsal event.

· Implement approved communication networks for required exercise/rehearsal connectivity.

· Serve as the Point of Contact to Joint Staff (DC and Suffolk) on matters pertaining to worldwide connectivity with US and Coalition forces utilizing the STEN/JTEN.

· Perform all tasks associated with the installation and maintenance of the equipment associated with the JTSC, STEN and ancillary equipment. Support the planning, design, and troubleshooting of local and wide area network infrastructure, including routers, firewalls, switches, gateways, DNS servers, DHCP servers, clustering solutions, and related hardware, software, and services.

· Draft all documentation necessary to ensure JTEN Information Assurance (IA) accreditation and certification sustainment.

· Conduct required site surveys, support security analysis and conduct risk/vulnerability assessments associated with ensuring connectivity and accreditation to remote sites.

· Draft all documentation artifacts required to represent the architecture of the STEN.

· Support the maintenance, refinement, currency and sustainment to ensure operation the JTSC. This includes, but is not limited to: scheduling, ensuring the SOF functions and activities can be replicated with proper configuration to prepare and support an exercise, ensure certifications of remote sites are validated to connect to the STEN, ensure connectivity to select sites/users.

· Provide recommendations to expand and maintain the STEN and JTSC.

· Support the installation of hardware, as required, to ensure connectivity between sites.

· Conduct exercise and training event analysis to ensure databases are adequate to meet training objectives.

· Support the development of network diagram presentations, written correspondence, training sessions, consultations, and strategy sessions with other staff service functions and activities to propose and obtain approval for changes in assigned exercises and projects.

· Support the development and maintenance of IA documentation. Provide recommendations to maintain the security and accreditation of the STEN hub, nodes/clients.

· Coordinate, synchronize and integrate constructive and virtual simulation into exercises for the purposes of maintaining proficiency skills in a simulated combat environment. This includes mission rehearsal training that incorporates realistic battlefield events and missions. Related tasks follow:

· Coordinate virtual exercise injects and mission rehearsal / training events with the various exercise directors during the JELC process to fully capture the requirements for that specific exercise and ensure the requirement is implemented at the designated time.

· Identify and coordinate all geospecific database requirements with USSOCOM.

· Integrate provided databases into the virtual system, as required.

· Coordinate information assurance requirements, documentation, plans and other related activities to ensure virtual and constructive simulation can be integrated into exercises when required.

5.1.3 Building Partner Capacity (BPC)

BPC is an essential element to accomplish the USSOCOM Commander’s Line of Operation: “Expand the Global SOF Network”. This task provides SOF Training and Exercise SMEs to enable the engagement of SOF Partner Countries, including:

· Provide SOF SME to enable development of Partner Nation SOF Staff at the HQ and Service level by coordinating participation in joint exercises.

· Supports exercise design, developing BPC SOF objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Enable TSOC/GCC initiatives to develop partner nation interoperability standards for deployable battle staffs.

· Develop and execute individual training of SOF Partner Nation key-staff and Senior Leaders, collective training for the coalition battlestaff, and Command Post Exercises/external exercises with NATO Forces to prepare the integrated force to successfully operate as a 'NATO SOF Framework Nation'.

· Coordinate with Interagency, government, Non-Governmental Organizations (NGOs), joint, and coalition military forces to deliver realistic exercise scenarios and training events.

· Develop training and exercise engagement and integration plans aligned with the Commander USSOCOM country priority list.

· Develop training and exercise training objectives aligned with TSOC objectives and Security Cooperation Plans.

5.1.4 Cyberspace

The growing importance of cyberspace as an operational domain coupled with the increased pace and uncertainty of change in the global security environment requires a SOF cyberspace force that is fully qualified, effectively and efficiently structured, managed, and responsive. Cyberspace exercise planning, operational planning of the environment, intelligence targeting, exploitation and battle damage assessment, Cyber range and S&T integration support is required by the JCTO as part of the UEWTEP. The contractor shall provide Cyberspace SMEs to integrate cyberspace activities and emergent S&T capabilities (OCO, DCO, & DODIN) into SOF exercise scenarios to provide training and education on cyberspace threats, concepts, and TTPs to include MSEL injects into various exercise and training venues. The contractor shall collect real world cyber attack incident reports and integrate like events and effects into exercises and training venues. Specific tasks include but are not limited to:

· Supports exercise design, incorporating SOF tactical cyberspace objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Support the development of operational planning of the environment, intelligence targeting, exploitation and battle damage assessment.

· Support the development of cyberspace related MSEL injects.

· Attend JELC events and ensure cyberspace elements, activities and effects are incorporated in scenario design, planning and execution.

· Support cyberspace assessments, lessons learned and AARs.

· Educate military and civilian staff on cyberspace policy, threats, processes, procedures, C2, countermeasures and readiness.

· Develop Cyberspace training concepts based on current and emerging threats.

· Integrate Cyberspace Range capabilities into SOF exercises, as appropriate.

· Integration emergent S&T capabilities and effects into exercises.

5.1.5 Joint Training Coordinator (JTC) and Liaison

Provide SOF Training, Rehearsal and overall SME to Joint Staff J7 Suffolk and the Services at the Service Headquarters level. Related JTC Tasks are as follows:

· Develop communication tools for the Services / Service Training Commands on USSOCOM’s missions, organization, roles and responsibilities.

· Develop point papers, fact sheets, briefings and reports for USSOCOM to inform the Services/Service Training Commands on SOF employment (TTPs), LL, SOF organizations, policy and doctrine.

· Provide SME on disciplines including: Unconventional Warfare, Irregular Warfare, Counterinsurgency, Counterterrorism, Foreign Internal Defense, Village Stability Operations, and Military Information Support Operations.

· Provide recommendations to the Services/Service Training Commands on the appropriate level of SOF employment with regards to SOF and CF integration within JNTC programs and, if required provide SOF expertise to the requesting Service(s) for exercise design and planning.

· Review and analyze the Services’/Service Training Commands’ exercise concepts and plans for the suitability, feasibility, acceptability, technical accuracy, adequacy, and integration of unilateral SOF, SOF and CF, and SOF and Allied/Coalition Forces.

· Coordinate Service/Service Training Command to SOF integrated training opportunities within the JNTC exercise program.

· Observe scheduled JNTC exercises/events during execution and provide feedback in the form of after-action and lessons learned reports.

· Inform exercise participants of SOF TTPs as required in JNTC training and mission rehearsal exercises.

· Coordinate and/or synchronize access to the Services’/Service Training Commands’ training venues, facilities, or training areas for SOF training/exercise requirements.

· Provide SME on the Services’/Services’ Training Command mission, organization, training programs, and other organizational capabilities related to USSOCOM’s ability to provide the required SOF participation in training and MRX.

· Research Service/Training Command doctrine and TTPs and develop and coordinate potential integration training opportunities for SOF, interagency, local and state agencies and coalition forces.

· Prepare and deliver oral presentations, written correspondence, training sessions, consultations, and strategy sessions with other Services to secure cooperation, resolve SOF/CF interoperability issues, and convey information relative to proposed changes in assigned exercises and projects.

5.1.6 Material. Purchasing of minor materials may be necessary to implement the provisions of this PWS.

5.2 Optional Requirements

Optional tasks may be included with initial award (in whole or in part) or they may be phased-in (either together or incrementally) after contract award at a future time based upon availability of funding.

5.2.1 SOF Response Cell (SRC)

The SRC’s mission is to replicate real world SOF actions and activities to educate CF Commanders and Battle Staffs on SOF capabilities and responsibilities to better enhance interoperability and cohesion of U.S. and Coalition Forces. The SRC has diverse specialties such as, but not limited to: Fires, Intelligence Analyst, Opposing Force (OPFOR) / Situational Force (SITFOR), Air Operations and Ground Operations. The SRC participates in the planning and execution of JNTC accredited and other training and mission rehearsal exercises, as required. The SRC applies Joint SOF context to JNTC accredited events. Related tasks are as follows:

· Support exercise design, developing SOF objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Provide SOF SME to support the JELC, integration of modeling and simulation, MSEL events, synchronization, de-confliction, and battle-space management at all levels.

· Incorporate realistic activates and replicate events derived from operational plans; OPFOR/SITFOR and threat levels to address commander readiness and training issues.

· Support assessments, lessons learned and AARs.

· Provide written scripts to inject real world type events into training exercises aligned with DoD, Interagency, NGO, and Federal, State and Local agencies training objectives.

5.2.2 SOF Planning Response Cell (SPRC)

The SPRC’s mission is to validate and mitigate identified SOF-CF integration shortfalls focused on tactical, service-level Mission Rehearsal Exercises and other JNTC-accredited events. The SPRC requires SMEs to develop exercise scenarios and scripts necessary to mitigate Service level SOF-CF integration issues. This planning cell provides SOF SME planners during exercise development; coordinate SOF involvement, and also serves as a SOF and exercise SME resource during exercise execution. The contractor shall provide SMEs to accomplish the following:

· Identify, plan and coordinate SOF participation with all POCs necessary to mitigate SOF-CF integration shortfalls at other Service deployment exercises.

· Develop concepts of operations to mitigate SOF-CF integration shortfalls and readiness issues.

· Supports exercise design, developing SOF objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Ensure SOF unit training objectives are integrated throughout the JELC and operations are synchronized and de-conflicted at all levels.

· Provide information papers, briefings, fact sheets and reports on SOF related readiness and training shortfalls with operational plans, OPFOR/SITFOR, threat levels, integration and interoperability related to SOF activities and operations.

· Support assessments, lessons learned and AARs.

· Serve in the capacity of a role player during exercise execution, as required, to mitigate exercise shortfalls and replicate realistic conditions.

5.2.3 SOF Component Exercise and Collective Training Support (EMERALD WARRIOR, RAVEN, JADE HELM, JADED THUNDER) Components of USSOCOM have the responsibility to execute large scale training exercises designed to prepare SOF for deployment. The contractor shall provide SOF SME necessary to plan and execute small to large scale exercises. Functions, tasks and related activities are as follows:

· SME may be co-located and integrated within the Component HQ and staff.

· Conduct analysis and provide position papers on USSOCOM, Office of the Secretary of Defense (OSD) and Service regulations, directives and doctrinal publications. Evaluate the applicability of these documents to the execution of component’s training and exercise programs.

· Support exercise design, developing SOF objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Provide SOF SME to support the JELC, integration of modeling and simulation, synchronization, de-confliction, and battle-space management at all levels.

· Ensure realistic activities can be incorporated to the extent possible derived from operational plans; current and emergent threats, intelligence, LL, AARs and commander readiness and training issues.

· Support assessments, lessons learned and AARs.

· Conduct logistical assessments to ensure material readiness. Coordinate with logistics planners, transportation specialists, and general logistics specialists to ensure personnel and equipment are in place and ready an exercise or training event.

· Develop sustainment concepts and plans to satisfy SOF peculiar equipment and supply requirements to exercise and training events.

· Oversee all logistics requirements relative to sustainment of component personnel and equipment during deployments and redeployments to, from and during training and exercise events.

· Establish exercise planning schedules for the Component and related units will all related tasks.

· Ensure SOF unit training objectives are integrated throughout the JELC and operations are synchronized and de-conflicted at all levels.

· Provide information papers, briefings, fact sheets and reports on SOF related readiness and training shortfalls with operational plans, OPFOR/SITFOR, threat levels, integration and interoperability related to SOF activities and operations.

· Coordinate and support the efforts of the Joint Exercise Control Group and Effects Cell during exercise execution.

· Advocate for, and replicate equities / activities such as: Cyberspace, Information Operations (IO) Military Information Support Operations (MISO), Civil Affairs (CA), Public Affairs (PA), Department of State (DOS), U.S. Department of Agriculture (USDA), U.S. Agency for International Development (USAID), Tribal Dynamics, District Stability Framework (DSF), District Augmentation Team (DAT), and Village Stability Operations (VSO).

· Perform SOTF-HD/CJSOTF-HD VSO related roles.

· Coordinate with intelligence personnel to integrate targeting materials, multi-discipline intelligence products and apply relevant information to the exercise design, scripting and execution.

· Develop and manage a library of scenarios that can be distributed and reused, as appropriate.

· Coordinate and synchronize exercise participation with government and non-government organizations, joint and coalition forces, and DOD agencies to design, develop, and populate selected exercise related databases (Air Tasking Order, MSEL, etc.).

· Ensure SOF and joint policy, doctrine,C2 and TTPs are properly integrated and used during exercise planning, design and execution.

· Support the development of modeling and simulations requirements, communications and networks, and establish a Plan of Actions and Milestones (POA&M) to ensure integration and operational support during exercise execution.

· Support MSEL meetings and conferences.

· Provide role players to training and exercise events, as required.

5.2.4 Virtual Call-For-Fire (vCFF)

Modeling and Simulation are a critical part of the UEWTEP. USSOCOM have developed a virtual capability of the AC-130 gunship. The contractor will provide the necessary support to ensure the operation, integration and support of the vCFF system. The vCFF system provides SOF the ability to maintain skill set proficiency of the Joint Terminal Air Control (JTAC) and Joint Fire Observer (JFO) personnel on calling for fire in a combat environment. The cVCC capability provides SOF the ability to conduct mission rehearsal training to SOF and CF personnel, incorporating realistic battlefield events with realistic call-for-fire missions. Related tasks are as follows:

· Provide support to ensure the currency, maintenance and sustainment of the cVFF system and capability to include networking with other devices utilizing standard High Level Architecture and Distributed Interactive Simulation protocols.

· Using vCFF software create realistic scenarios based on current TTPs, operations and AAR to support the full range of capabilities from mission rehearsal, training and integration into exercises.

· Support the integration of computer generated forces to provide an opposing threat.

· Integrate AC-130 gunship crew interface with JTAC trainees replicating AFSOC approved TTPs.

· Support AC-130 gunship proficiency, incorporating updates to the corresponding gunship TTPs.

· Coordinate exercise injects and mission rehearsal/training events with the exercise director during the JELC process to ensue execution at the designated time.

· Maintain a schedule of training activities and events to mitigate and deconflict vCFF requirements.

· Support the identification of required geospecific database requirements and coordinate with USSOCOM Headquarters and other offices to ensure the required databases are incorporated into the vCFF system.

· Support team will ensure personnel maintain skill set currency on system.

5.2.5 Realistic Urban Training

USSOCOM has created several Realistic Urban Training (RUT) environments in a civilian populous environment using areas or facilities that are not DoD owned or managed to support USSOCOM training and exercises. RUT areas encompass urban settings covering approximately 1900 square miles in the panhandle of Florida and four states in the Southwestern United States. The USSOCOM RUT environment in Florida encompasses approximately 1,900 square miles across five counties in the greater northwestern Florida panhandle. The RUT uses local citizen role players, businesses, non-military vehicles, county airfields, and private land to replicate a realistic training environment for SOF, CF, and Interagency personnel. The RUT environment can support tactical and operational kinetic and non-kinetic activities that support a wide range of training venues such as: live-fire close-quarter-battle drills, sniper training, Improvised Explosive Device (IED) reaction drills, personnel recovery missions, and civil affairs area assessments.

The Southwest Region RUT environments offer terrain similar to operational environments. Similar to the Florida RUT environments, these civilian communities provide the required support to conduct immersive training and exercises. These states offer access to multiple military installations capable of providing Reception, Staging, Onward Movement and Integration (RSOI) capabilities that include, billeting, live fire ranges and maneuver areas. Functions, tasks and related activities are as follows:

· Plan, coordinate and establish immersive training opportunities with civilian communities in each state to leverage and supplement current exercises to support all SOF Core operations and SOF Core Activities.

· Plan, coordinate and support the execution of training activities and exercises.

· Support the development of advanced training and rehearsal capabilities. Integrate experimentation, and S&T capabilities into RUT activities and exercises.

· Support training and exercise design, developing SOF objectives, scenarios, scripting, MSELs, injects, intelligence, incorporating operational capabilities and realistic conditions.

· Provide SOF SME to support the JELC, integration of modeling and simulation, synchronization, de-confliction, and battle-space management at all levels.

· Ensure realistic activities can be incorporated to the extent possible derived from operational plans; current and emergent threats, intelligence, LL, AARs and commander readiness and training issues.

· Support assessments, lessons learned and AARs.

· Conduct logistical assessments to ensure material readiness. Coordinate with logistics planners, transportation specialists, and general logistics specialists to ensure personnel and equipment are in place and ready an exercise or training event.

· Develop sustainment concepts and plans to satisfy SOF peculiar equipment and supply requirements to exercise and training events.

· Ensure real world events and threats are incorporated into RUT scenarios in support of DoD, Interagency, NGO, and Federal, State and Local agencies training objectives.

5.2.6 Exercise and Collective Training Support to Service & other Government Organizations.

The Services and other government organizations frequently request USSOCOM SME support to ensure a comprehensive understanding of Joint SOF operations (air, ground, and maritime) at the tactical and operational levels. These organizations want to increase coordination, integration and interoperability with USSOCOM. These organizations provide funding to obtain this SME and in some cases USSOCOM embeds these individuals to coordinate and synchronizes information, data, activities and exercises.
