Labor Qualifications
The contractor is required to use the labor categories identified below. The man hours reflected below are based on the government’s estimate to accomplish the tasks required and is not meant to be a hard forecast for manning this effort. Subject matter experts (SME IV and SME III) will possess a combination of skills and experiences, including Senior Joint SOF planning and operational experience, SOF ground, maritime, and/or air operations, as well as, Cyberspace activities and intelligence operations to participate in TSOC exercises. Requirements for GCC (ELLIPSE) and USSOCOM Battlestaff, select USSOCOM Component and Partner Nation exercise support (SME III and SME IV) is a proven familiarity with National, DOD USSOCOM, and GCC CT, and Focal Point plans, TS/SCI clearance or TS with upgrade eligibility to SCI and proven expertise and experience for the requisite positions. Specific to the NATO SOF support position (SME III), familiarity with above along with expert familiarity with NATO Plans, orders, collaborative tools and NATO SOF Headquarters.

The contractor is encouraged to submit alternate hours reflecting their approach to the task. A man year is based on 1920 hours. By the end of the first year, it is anticipated that the following man hours will be required as a minimum leading into year two.
The above labor categories are utilized to align against the PWS. The personnel qualification requirements of are provided to the offerors to assist in understanding the qualifications and magnitude of the program. The qualification requirements must be verified by presenting resumes for key personnel along with recording the qualifications.
Exercise Scenario Designer; Special Operations & Exercise, Nation Mission Force (SME IV). Senior Operations Experts will provide leadership to contract Strategic Operations/Intelligence Planners and support to government exercise operational planners /action officers and, in their absence, be capable of executing all Joint Exercise Life Cycle events associated with USSOCOM Enterprise Wide Training and Exercises Program (UEWTEP) (USSOCOM Battlestaff, Geographical Combatant Command ELLIPSE Exercises, Theater Special Operations Command (TSOC) and Partner Nation). This includes: pre/post conference brief and message preparation for approval, coordination with DOD and Interagency entities, scripting of Master Scenario Events List (MSEL) products, and action officer representation for exercise execution.
Personnel qualification requirements:
· More than 20 years operational and tactical Special Operations Force’s (SOF) experience with relevant experience within the past two years.
· More than seven years’ experience in the design of exercises, scenarios, and the management of Joint Master Scenario Event List (JMSEL) events.
· National Mission Force SME, must have more than 12 years’ experience with the National Mission Force.
· More than five years’ experience conducting joint and coalition operations and/or training.
· Proven knowledge and experience with the Joint Exercise Life Cycle (JELC).
· Proven knowledge of service / joint doctrine. Experience with the Joint Staff, military operations, planning and exercises.
· Demonstrated experience with the Joint Training System (JTS).
· Demonstrated ability to operate independently.
· Demonstrated ability to coordinate with exercise participants such as Combatant Commands (CCMDs) and components, supporting command staff, and other parties to effectively support realistic scenarios to facilitate warfighter’s ability to conduct operations in an asymmetrical environment.
· Experienced in real world Special Operations Joint Task Force (SOJTF), Combined Joint Special Operations Task Force (CJSOTF) and/or Special Operations Liaison Element (SOLE).
· Demonstrated ability to develop complex scenarios, studies and analysis related to terrorism for all geographic areas. Demonstrated capability and experience in developing operational products to support national-level CT exercises.
· Demonstrated ability to develop and successfully defend exercise scenario assumptions and make informed recommendations.
· Demonstrated ability to professionally interface, produce documentation for, provide presentations and speak with authority to senior leadership in state and county governments, federal and state law enforcement agencies, and other federal government personnel and organizations.
· Demonstrated ability to lead and coordinate with trainers and exercise participants at all levels to effectively support after action reviews (AAR) and lessons learned development.
· Demonstrated ability to perform analytical research to integrate current and projected efforts into a cohesive and comprehensive exercise scenario.
· Proficient in Microsoft Office and Falcon View applications.
· Knowledgeable of the USSOCOM Strategic Planning Process.
· Demonstrated ability to establish exercise objectives based upon doctrine, current and emergent threats, defense readiness reporting system reports, lessons learned and operational after action reports.
· Two rotations supporting Operation Iraqi Freedom (OIF) or Operation Enduring Freedom (OEF) preferred.
Education Requirements:
· M.S. in Military/Political Science or General Management with related military experience or other related field of study. Equivalence of 20 years of experience in the above will be considered.
· Army Special Operations Techniques (ASOT) level III graduate, preferred.
· Command and General Staff College or enlisted equivalent.
SME IV – Cyberspace Policy and Strategic Planner. Able to conduct strategic and operational policy assessments for SOF C2, infrastructure, personnel and cyber readiness. Participates as part of operational planning teams to develop C2, support to SOF operations and develop measures of performance and effectiveness.
Personnel qualification requirements:
· More than five years operational military experience with relative SOF experience within the past two years.
· Detailed understanding of the Joint Cyberspace Training and Certification Standards (JCT&CS).
· Demonstrated ability to perform analysis in support the Joint Cyber Operations Contingency Planning Process.
· Able to provide support to Joint Planning Groups (JPGs).
· Able to maintain relationships with other Department of Defense (DoD) and non-DoD organizations involved in cyber planning or other related mission areas.
· Able to participate in long-range, strategic planning efforts with other DoD and non-DoD Computer Network Operations (CNO) participants.
· Demonstrated ability to develop and document cyberspace operation strategies, plans, and planning documents.
· Able to participate in course of action (COA) development.
· Proven ability to support analysis, design, development or acquisition of processes and applications used for meeting mission objectives.
· Demonstrated ability to think like the adversary.
· Demonstrated ability to accurately and completely source all data used in planning products.

· Joint Network Attack Course graduate preferred.
· Joint Cyber Analysis Course graduate preferred.
Joint Training System Specialist: The Joint Training System Specialists (JTSS) facilitates the implementation of the Chairman’s Joint Training System. The JTSS provide the analytical methodology necessary to support the Commander’s requirements-based training and readiness requirements and ensure the integration with the global DoD Joint Training community. They assist in the assessment, design, development, implementation, management, and testing of current and prospective joint/interagency training and exercise programs and subordinate processes, and integrate specialized command qualification or orientation courses.
Personnel qualification requirements:
· More than 18 years military operational experience with relevant experience within the past two years.
· More than five years of experience in the integration, coordination, and standardization of special operations forces mission essential tasks and related conditions and standards using the Joint Training Manual for Armed Forces of the United States as guidance.
· Proven knowledge of service / joint doctrine. Experience with the Joint Staff, military operations, planning and exercises.
· Proven experience with the Joint Training System (JTS).
· Proven experience with the Joint Training Information Management System (JTIMS) including: data gathering, alignment, priority ranking, and coordination of resources.
· Demonstrated ability to operate independently.
· Demonstrated ability to coordinate and work with Combatant Commands (CCMDs) and components, supporting command staff, and other parties to facilitate warfighter’s ability to conduct operations in an asymmetrical environment.
· Experienced in real world Special Operations Joint Task Force (SOJTF), Combined Joint Special Operations Task Force (CJSOTF) and/or Special Operations Liaison Element (SOLE).

Personnel qualification requirements:
· More than 12 years SOF experience with relative experience within the past year.
· More than four years’ experience in the design of exercises, scenarios, and the management of JMSEL events.
· For National Mission Force SME, must have more than five years’ experience with the National Mission Force.
· More than five years’ experience conducting joint and coalition operations and/or training.
· Strong familiarity with the JELC.
· Proven knowledge of service / joint doctrine. Experience with the Joint Staff, military operations, planning and exercises.
· Demonstrated experience with the JTS and extensive experience and ability to access and operate the Joint Training and Information Management System (JTIMS).
· Demonstrated capability and experience in developing operational products to support GCC and TSOC SOF/CT exercises.
· Demonstrated ability to coordinate with exercise participants such as CCMDs and components, supporting command staff, and other parties to effectively support realistic scenarios to facilitate warfighter’s ability to conduct operations in an asymmetrical environment.
· Experienced in real world SOJTF, CJSOTF and/or SOLE.
· Demonstrated ability to develop complex scenarios, studies and analysis related to terrorism for all geographic areas. Demonstrated capability and experience in developing operational products to support national-level CT exercises.
· Demonstrated ability to develop and successfully defend exercise scenario assumptions and make informed recommendations.
· Demonstrated ability to professionally interface, produce documentation for, provide presentations and speak with authority to senior leadership in state and county governments, federal and state law enforcement agencies, and other federal government personnel and organizations.
· Demonstrated ability to lead and coordinate with trainers and exercise participants at all levels to effectively support AAR and lessons learned development.
· Demonstrated ability to perform analytical research to integrate current and projected efforts into a cohesive and comprehensive exercise scenario.
· Proficient in Microsoft Office and Falcon View applications.
· Knowledgeable of the USSOCOM Strategic Planning Process.
· Demonstrated ability to establish exercise objectives based upon doctrine, current and emergent threats, defense readiness reporting system reports, lessons learned and operational after action reports.
· Retired SOF field grade officer or senior NCO with a minimum of 10 years SOF operational experience.
Education Requirements:
· B.S. in Military/Political Science or General Management with related military experience or other related field of study. Equivalence of 15 years of experience in the above will be considered.
· Command and General Staff College or enlisted equivalent preferred.
Systems Developer III. Responsible for the design and development phases of the systems development lifecycle.
Personnel qualification requirements:
· More than 12 years operational military and Systems Engineering experience.
· Demonstrated ability to verify stability, interoperability, portability, or scalability of system architecture.
· Demonstrated ability to develop architectures or system components consistent with technical specifications.
· Demonstrated ability to utilize models and simulations to analyze or predict system performance under different operating conditions.
· Able to store, retrieve, and manipulate data for analysis of system capabilities and requirements.
· Able to build, test, and modify product prototypes using working models or theoretical models.
· Demonstrated ability to ensure IA design and development activities are properly documented and updated as necessary.
· Demonstrated ability to design to minimum security requirements to ensure requirements are met for all systems and/or applications.
· Demonstrated ability to develop detailed security design documentation for component and interface specifications to support system design and development.
· Able to identify, assess, and recommend IA or IA-enabled products for use within a system and ensure recommended products are in compliance with the DoD evaluation and validation requirements.
· Demonstrated ability to design and develop Cross Domain Solutions (CDS) including IA considerations for CDS.
· Able to develop risk mitigation strategies to resolve vulnerabilities and recommend security changes to system or system components as needed.
· Able to develop IA designs for DoD IS to include automated IS applications, networks, and special purpose environments with platform IT interconnectivity (e.g., weapons systems, sensors, medical technologies, or distribution systems).
· Able to develop IA designs for DoD IS with high integrity and availability requirements.

· Able to develop systems that provide adequate access controls. Access to systems should be granted based on principles of least privilege and need-to-know.
· Able to develop SOA Security Architecture that will meet DoD confidentiality, integrity, authentication, and availability requirements. SOA security capabilities, such as Authentication, Authorization, Message Confidentiality, and Message Integrity, must be employed with the understanding how these security controls will impact performance and security.

Systems Engineer III. Responsible for the design and development phases of the systems development lifecycle.
Personnel qualification requirements:
· More than 12 years operational military and Systems Engineering experience.
· Demonstrated ability to expand or modify network infrastructure to serve new purposes or improve work flow.
· Demonstrated ability to test and maintain network infrastructure including software and hardware devices.
· Demonstrated ability to implement new system design procedures, test procedures, and quality standards.
· Able to provide feedback on network requirements, including network architecture and infrastructure.
· Able to install or replace network hubs, routers, and switches.
· Demonstrated ability to configure and optimize network hubs, routers, and switches (e.g. higher-level protocols, tunneling, etc.).
· Proven ability to integrate new systems into existing network architecture.
· Demonstrated ability to monitor network capacity and performance.
· Able to diagnose network connectivity problems and repair network connectivity problems.
· Able to develop and implement network backup and recovery procedures.
· Demonstrated ability to install and maintain network infrastructure device operating system software (e.g. IOS, firmware, etc.).
· Demonstrated ability to patch network vulnerabilities to ensure information is safeguarded against outside parties.
· Knowledge of basic communication methods, principles, and concepts (e.g. crypto, dual hubs, time multiplexers, etc.) that support the network infrastructure.
· Knowledge of capabilities and applications of network equipment including hubs, routers, switches, bridges, servers, transmission media, and related hardware.
· Knowledge of IT security principles and methods, such as firewalls, DMZ, and encryption.
· Knowledge of local area and wide area networking principles and concepts including bandwidth management.

· Knowledge of network communication protocols such as TCP/IP, Dynamic Host Configuration, Domain Name Server (DNS), and directory services.
· Knowledge of network systems management methods including end-to-end systems performance monitoring.

· Skill in analyzing network traffic capacity and performance characteristics. Skill in developing, testing, and implementing network infrastructure contingency and recovery plans.

· Skill in installing, configuring, and troubleshooting LAN and WAN components such as routers, hubs, and switches.
· Skill in using network management tools to analyze network traffic patterns (e.g., SNMP).
Education Requirements:
· B.S. in Computer Science with related military experience or other related field of study. Equivalence of 12 years of experience in the above will be considered.
Software Engineer III. Develops, creates, and writes/codes new (or modifies existing) computer applications, software, or specialized utility programs.
Personnel qualification requirements:
· More than 12 years operational military and Software Engineering experience.
· Demonstrated ability to analyze information to determine, recommend and plan the development of a new application or modification of an existing application.
· Able to analyze user needs and software requirements to determine feasibility of design within time and cost constraints.
· Demonstrated ability to compile and write documentation of program development and subsequent revisions, inserting comments in the coded instructions so others can understand the program.
· Able to conduct trial runs of programs and software applications to be sure they will produce the desired information and that the instructions are correct.
· Demonstrated ability to confer with systems analysts, engineers, programmers and others to design application and to obtain information on project limitations and capabilities, performance requirements and interfaces.
· Demonstrated ability to consult with customers about software system design and maintenance.
· Demonstrated ability to consult with engineering staff to evaluate interface between hardware and software.
· Able to correct errors by making appropriate changes and rechecking the program to ensure that the desired results are produced.
· Able to design, develop and modify software systems, using scientific analysis and mathematical models to predict and measure outcome and consequences of design.
· Able to develop and direct software system testing and validation procedures, programming, and documentation.
· Able to direct software programming and development of documentation.
· Able to evaluate factors such as reporting formats required, cost constraints, and need for security restrictions to determine hardware configuration.
· Demonstrated ability to modify existing software to correct errors, to adapt it to new hardware or to upgrade interfaces and improve performance.

Cyberspace Assessment Analyst III. Able to conduct strategic, operational, combat, and munitions effectiveness assessment as directed for cyber operations. Participates as part of an operational planning team to develop an assessment plan for operations and develop measures of performance and effectiveness in support of operational assessment. Assesses if weapons systems are performing as expected. Recommends potential re-attack options and provides input to determine if the operation met the Commander’s objectives.
Personnel qualification requirements:

Battle Damage Assessment Analyst III. Participates in the development of measures of performance and measures of effectiveness. Conducts battle damage assessment for cyber operations. Assesses the functional change of the target, recommends potential re-attack options, and provides input to determine if the operation met the Commander’s operational objectives.

Serves as liaison between non-DoD computer network operations (CNO) partners, to include key partner nations (KPNs), aids interagency CNO teams by providing guidance and resources, and further collaborates with partners to develop unique practices and facilitate operational joint support for achieving DoD objectives.
Personnel qualification requirements:
· More than five years operational military experience.
· Serve as a liaison between the Command (J3 or equivalent) and external, non-DoD computer network operations (CNO) program partners, which may include other US government departments/agencies as well as key partner nations (KPNs).

Personnel qualification requirements:
· More than 15 years operational military and training experience with the USSOCOM Operations.
· Demonstrated experience with the JTS.

· More than 10 years’ experience conducting joint and coalition operations and/or training.
