Section C - Descriptions and Specifications
STATEMENT OF WORK
STATEMENT OF WORK
SCOPE
Reconfigure 501A Rm 115 for operation of the SOF War Game Center (WGC).
OVERVIEW
Install, test and label projection and display systems; lighting, audio and camera systems for Video Teleconference (VTC) and conferences. Rm 115 is to be reconfigured to host conferences that use a 20’ by 32’, horizontal map as the center piece. The displays, audio and VTC are all oriented around this space with 30 to 50 seats on three sides (room sketch attached).
REQUIREMENTS
Room Lights
Provide dimmable, VTC-grade, light fixtures for two(2) zones with remote control via one of the two laptops (provided as GFE) at the Audio Control Desk. The first zone is to cover the 20’ by 32’ map and the second is to cover the seats surrounding the map and the presenter area. 277 volt power is available above the ceiling. These lights must provide sufficient light at the correct color and temperature for the audience/presenters/principles and the map for quality VTC viewing and video recording.
Front Projection Provide projectors for two, front projection displays. These projectors are routable from all sources. These are to be in operation while the map and seats are lit for VTC, estimating 7,500 Lumen. Assess whether two of the three existing 12’ x 7’7” screens in Rm 110 will fit to work in Rm 115. If so, sequence their relocation and installation to accommodate the GFE schedule. If not, provide screens to maximize the viewing size, given available space, the placement of the camera, and the two LCDs. The presenters will be roaming in front of these screens and in the light path. Mounting to the wall would require removal and restructuring of acoustic panels. A solution to hang the screens from the ceiling or roof deck structure shall be included and priced.
Sound levels are of major concern in this space, so projector brightness must be balanced with the noise from the projectors, estimating that more than 35dB will not be acceptable.
Two LCDs:
Mount two(2), 80” LCD monitors (NEC E462 46” Large Format Display (w/Tuner) provided as GFE) at the front/north wall, left/west of the projection screens. These monitors are routable from all sources. Due to space constraints, it is assumed that these would need to be “stacked”, one above the other. Mounting to the wall would require removal and restructuring of acoustic panels. An alternate mounting solution shall be included and priced. A hanging mount is available for reuse and the LCDs are currently on rolling stands. A single floor to ceiling “pipe” mount would be acceptable.
The “Clock” Mount one(1), 32” LCD monitor (NEC Model # 3210-BK-IT32 LCD, provided as GFE) to be routable from all sources, but primarily for a PC based “Clock”. It is to be viewable by the presenter and the WGC staff, outside the direct view of the main audience. It is primarily intended for use by the staff/presenter, and shall be located where it will not be a distraction to the audience. Recommend mounting at the right/east side of the room via a ceiling mount.
Cameras The government will provide five(5) pan/tile/zoom cameras (Sony BR-300) to be upgraded, controlled and integrated into this space. Upgrade the existing cameras to 3G HD-SDI. Mount these cameras for coverage of the audience seated around the map, for views of the map and the presenter area. There are three existing mounts available in Room 115, for reuse/ GFE (two wall mount – front/north and one truss/pipe mount – right/east). Reuse one mount in its current position between the screens for the view of the principle/center row of seats along the south side of the map. Mount two cameras, left/west and right/east of the map to view the opposite sides of the audience. Mount two cameras at the rear of the area/south; one to view the floor map and one to view the presenter.
Provide a camera controller (compatible with the upgraded Sony BR-300 cameras) for the aiming and controlling of the five (provided as GFE). The controller will be located on the Video Control Desk.
VTC
Install one Cisco Codec, Model # C40 (provided as GFE). Provide the Natural Presenter Package (NPP), dual output and Premium Resolution, but not multi-site license. Video input / output and PC connection will be via the Video Switcher. Provide all interfaces and interconnectivity from the GFE camera switcher. Provide Tandberg/Cisco control software/configuration for the laptops (provided as GFE); one at the AV Control Desk and one at the Audio Control Desk.
Remove Tandberg Codec, Model # MXP 3000 from 501A Rm 115 and return it to the government with no requirement for re-installation.
Microphones Using the existing audio switcher / AudiaFLEX Biamp, integrate the two(2) boom/”shotgun” microphones (Audio Technica AUDAT8015), twenty two(22) “chair” microphones (Shure
MX412), four wall plate XLRs and infrared (IR) microphones.
The boom microphones are on stands and are intended to supplement the pickup of audience voice. All microphones will be provided as GFE.
The twenty two (22) “chair” microphones are attached to the shared arm of every other pair of seats. Two(2) microphone “snake”/”fan box” cables (Stage Master SMA1604FBX-50 and
SMA0804FBX-100, provided as GFE) shall be used for the audience seats and console positions. Jumpers from the snakes to the AudiaFLEX Biamp will be required. NOTE: Provide cables from the four(4) seats on the left/west side of the map, into the Biamp.
Provide two(2) (4x4) wall plates, connectors and cabling for two(2) each (total of four(4)) wired connections for wired microphones provided as GFE. There are existing boxes and conduit stubs into the ceiling, at the front/north of the room.
Install IR microphone system (provided as GFE) including one(1) JVC WT-PH31U IR Wireless
Receiver, one(1) JVC WT-D84U Sensor Coupler, and four(4) JVC WT-PS31U IR Wireless
Sensors. The IR system is intended for the roaming presenter only.
Connect two(2) gooseneck microphones (Shure Model # SHUMX418DC, provided as GFE) one at the AV Control Desk and one at the Palantir Desk.
Perform complete room equalization of microphones with speakers and VTC to ensure maximum sound performance.
Switchers One Video Switcher (Extron Crosspoint 450, 16x16) and one Audio Switcher(AudiaFLEX Biamp) are provided as GFE and currently available in Rm 115. Replace nine(9) normal input cards with AEC input cards. Provide audio input from all source computers (following video), VTC CODEC receive only and the room microphones. Provide audio output to reinforce room audio, VTC CODEC transmit, and the video recorder.
The camera switching shall be done by a Panasonic Compact Live Switcher (Model AW-H550, provided as GFE).
Control: Provide lighting, projector, VTC Tandberg, audio and video switcher control via two(2) laptops (Dell Latitude E6500, provided as GFE); one at the AV Control Desk and one at the Audio Control Desk. Provide re-configuration of the GFE X-Panel Control to control the inputs / outputs of the Video Switcher. Provide re-configuration of the GFE Biamp daVinci program to control the inputs / outputs of the Audio Switcher. The Audio control program needs to allow breakaway routing of program audio to the room speakers. Provide for software control of the projectors. All programs shall be loaded/updated on both laptops.
The Sources AV Control Desk: This desk will house the primary computers used for presentation. It will be the central control point for the routing of sources to displays. This desk shall also have access to audio and VTC control. Provide video and audio source input for one(1) unclassified, five(5) secret, and two(2) SCI computers. One “VTC Confidence Monitor” (provided as GFE) at this desk will be dedicated to VTC views. One “Display Confidence Monitor” (provided as GFE) is a switched display for preview of all sources. The computers at this desk use dual video outputs;
screen one is local PC and screen two is the presentation/display.
Director/”Commander” Desk: This position is to have one(1) unclassified, one(1) secret and, one(1) SCI computer. Only one Video Switcher input is required from the output of a GFE, DVI, Avocent 8-port, Switchview KVM.
Audio Control Desk: This desk will control all microphone and speaker levels, VTC Tandberg/Cisco control and lighting controls via the second of the laptops provided as GFE.
Provide Video Switcher input (with audio) for one(1) Sony Blu-Ray (Model BDP-S360, provided as GFE).
Video Control Desk: This desk will house the camera controller (supplied by this contract) for the Sony BR-300 cameras, Panasonic Compact Live Switcher (Model AW-H550, provided as GFE) and video recording equipment (Panasonic PAAJ-HPD2500, provided as GFE). This recorder is the source to the VTC CODEC for its “camera” via a loop through.
Convert “Camera 5” (the map camera, center-rear/south) for input to both the Video Switcher at RGBHV and the Panasonic camera switcher as buffered DVI-D. An HD-SDI to DVI-D Converter, AJA Model # HDP2, will be provided as GFE. The DVI-D signal is then converted to RGBHV using a new convertor (supplied by this contract). The new convertor will be an Extron Model # DVI-RGB 200, P/N 60-1064-01 or equivalent. The RGBHV output shall route to the Video Switcher and the buffered DVI-D output of the new convertor to the GFE Panasonic camera switcher.
Rapporteurs & Palantir Desks: The computers at these desks use dual video outputs; screen one will be the local PC/KVM display and screen two will be the presentation/display. The Government assumes that the screen-two connection to the Distribution Amps (DA) will have to be manually moved to alternate between the two PCs. Provide DAs and RGBHV conversion for these inputs into the Video Switcher.
“Rapporteurs” a.k.a. “Note Takers” have two(2) desks but only one(1) desk is to provide display input. That desk will have two(2) government provided PCs available, but it only requires display input from one at a time.
“Palantirs” have two(2) desks with display input coming from each desk. Both desks will have two(2) government provided PCs available, but display input is only required from one PC at a time.
Miscellaneous The existing cabling, not reused under this effort, shall remain in place.
The contractor shall label abandoned cable in the AV closet using simple cable labeling.
Return unused equipment to the government.
There are two wall mounted loud speakers that are to the left/west and right/east of the projection screens. If these conflict with the placement of the projection screens, the contractor shall move them to new ceiling mounted brackets (supplied by this contract) for reuse in the room audio.
Sequencing (Build Order and Moves):
Rm 115 will be available for this effort: 01Nov12 GFE equipment from Rm 110 will be made available to the contractor for integration into Rm 115: 03Dec12.
