The Government requires 30 blanket memberships—10 for MSU Morgan City and 20 for CGC AXE—to enable Coast Guard personnel to comply with USCG COMDTINST 6100.1, which mandates physical fitness training at least four days per week during the workday. The contract type is a firm-fixed Service Agreement with a performance period spanning five one-year terms from 01 September 2026 through 31 August 2031.

The gym facility must be geographically located in Morgan City to minimize travel time and must include an extensive selection of both high and low-impact cardio equipment (elliptical machines, treadmills, stationary bikes, and rowing machines) and comprehensive weight lifting equipment (free weights and machines). The facility must provide sufficient space for high-intensity interval training activities. Instructor-led group fitness classes such as aerobics, Zumba, and kickboxing may be offered at no additional charge. Optional amenities including saunas, athletic fields, tennis courts, and swimming pools will contribute to the Government's best-value assessment. Each Coast Guard unit shall assign a membership manager to control issuance and maintain usage logs. The Contractor must maintain safety by removing debris, ice, snow, and hazards from steps, sidewalks, and parking lots. The Government may cancel with 60 days' notice prior to renewal agreement start dates and is not liable for miscellaneous charges or damages incurred by individuals.

Statement of Work (SOW) Gym Memberships for MSU Morgan City and CGC AXE

A. GENERAL INFORMATION

1. Title of Project:

Gym Memberships

2. Scope of Work:

United States Coast Guard (USCG) COMDTINST 6100.1 requires unit commands ensure their members conduct physical fitness training at least four days per week during the workday pending operational capacity. The gym must have a large number of cardio machines, including low impact machines such as elliptical machines and stationary bikes. The gym must also have an extensive compliment of weight lifting equipment, including both free weights and machines. Additionally, the facility must have space available for those service members who wish to participate in high-intensity interval training workouts and group fitness activities.

3. Background:

There are no Coast Guard owned workout facilities within reasonable driving distance of MSU Morgan City or CGC AXE. CGC AXE is located approximately one mile from MSU Morgan City. The closest military facility is the NAS JRB in Belle Chasse, located approximately 90 miles from Morgan City. Therefore, gym memberships at a local commercial gym are required in order for MSU personnel to be able to abide by the Commandant’s workout policy.

4. Type of Contract Contemplated:

This will be a firm-fixed Service Agreement.

5. Technical Requirements:

5.1 Membership Type and Volume: The Government requires 30 blanket memberships, shared by Coast Guard MSU Morgan City and CGC AXE personnel; specifically, 10 for MSU Morgan City and 20 for CGC AXE. Each Coast Guard unit shall assign a membership manager who will manage issuance of the passes and maintain a log to ensure that only CG unit personnel utilize the memberships.

5.2 Geographical Location: The gym must be geographically located in Morgan City in order to minimize travel time away from MSU Morgan City.

5.3 Fitness Equipment: The gym must have an extensive selection of both high and low-impact cardio equipment including elliptical, treadmills, stationary bikes, and rowing machines. The gym must also have an extensive compliment of both free weights and machine weights for those service members who participate in resistance training programs. Additionally, the gym shall have sufficient space in which CG personnel can participate in high-intensity interval training.

5.4 Group Fitness Equipment: The gym may offer some instructor-led fitness classes, such as aerobics, Zumba, kickboxing, etc. for no additional charge.

5.5 Additional Facilities: Although not required, other available amenities, such as saunas, athletic fields, tennis courts, and swimming pools, shall contribute to the Government’s assessment of best value.

6.0 Cancellation Policy

The Government is responsible to provide the Contractor a 60-day cancellation notice prior to the start of the renewal agreement.

7.0 Safety

The Contractor shall remove all debris, ice and/or snow and any other potential hazards from the steps, sidewalks, and parking lot(s) of the fitness center needed by the USCG.

8.0 Miscellaneous
