About this file

This document is an Addendum #3 to a Request for Proposal (RFP) for the Coquille Indian Tribe's Gray Whale Haws Design-Build Project, dated September 24, 2025. The addendum addresses multiple questions and clarifications regarding the design-build project, including long-term facility capacity expectations for holding wildlife and fish (30 elk, 30 deer, 3,000 lbs salmon, bear, lamprey), potential site locations, and excavation material disposal. The tribe is seeking a design-build contractor for a facility with specific space and capacity requirements.

For the proposal, bidders are instructed to base their submissions on a project budget outlined on page 5 of the original RFP, with an initial budget range of $1.6M to $5M. The building square footage should be approximately 2,500 square feet, with potential for future expansion. The facility does not require USDA certification, and the tribe will handle any design or budget adjustments through a change order process. Evaluation criteria can be found in Part 3 of the RFP documents, and no specific scoring rubric will be provided. The tribe has a disposal site near the project location for native materials and woody debris.

Request for Proposal for Coquille Indian Tribe

Gray Whale Haws Design-Build Project Addendum #3

September 24, 2025

This Addendum is hereby issued to inform you of the following revisions and/or clarifications to the above-referenced RFP and/or the Contract Documents for the Project, to the extent they have been modified herein. Any conflict or inconsistency between this Addendum and the Solicitation Document or any previous addenda will be resolved in favor of this Addendum. Proposals shall conform to this Addendum. Unless specifically changed by this Addendum, all other requirements, terms and conditions of the Solicitation Document and or Contract Documents, and any previous addenda, remain unchanged and can be modified only in writing by CIT. The following changes are hereby made:

• Other Questions Received:

o Understanding the long-term goal for capacity (30 elk, 30 deer, 3,000 lbs salmon, bear, lamprey, etc.), what is the expectation for day-to-day capacity? For example, will the facility need to hold full loads of elk, bear, deer, and salmon as described in the RFP at the same time, or will different game/fish be held at different times throughout the year depending on the season, or some other schedule?

• For the purpose of design, consider the amounts above as full capacity at any one time.

o Can you please clarify if there is a location near the site for disposal of excavation materials? We thought something along those lines was mentioned at the preproposal meeting.

• At present, the Tribe has a disposal site near for native materials and woody debris.

o We understand the areas marked in orange as shown in the RFP have been designated as potential site locations for the new building. If the building (or a portion thereof) were to be sited outside of that noted area, what implications would that have?

• At present, the Tribe is not considering other sites and the intention is to build to the constraints of the existing proposed site. If the site analysis provides that the site we have proposed is not suitable for construction, we would handle any changes or adjustments through the change order process.

o Will your new facility need to meet USDA certification requirements?

• No, the facility does not need to meet USDA certification requirements.

o For basing our fees, can you please clarify the dollar amount we should be using for the proposal? On page 5 of the RFP and at the preproposal meeting it was mentioned as $1.6M, but maybe up to $5M, and page 9 states $2.5-$3M or potentially $5+M. We understand there are some variables, and additional funding may come later, but clarity on the starting number for the proposal would be helpful so all proposers are using the same figure.

• For the purpose of the proposal, please base bids on the project budget outlined on page 5 of the RFP. Any addition in funds that affects design will be handled through the change order process.

Gray Whale Haws Design-Build Project Addendum #3

September 24, 2025 o Along those same lines, can you please clarify the expectations for the square footage of this project?

We understand you would like as much as possible, but for the sake of proposing and thinking about our design approach, it would help to get some guidance on this. In the RFP, page 9 says 4,000 SF expandable to 5,000-6,000 SF. The Foods Security Report (pg 2) says the building will be 2,560 SF. And at the preproposal meeting, it was discussed as being anywhere between 2,000-2,500 SF. Can you also identify the SF goals for phase 1 and phase 2?

• For the purpose of this proposal, please base the building square footage on approximately 2,500 square feet. Any changes or adjustments will be handled through the change order process.

o Can you please provide a copy of the DBIA 530 contract you intend to use with this project?

• The licensure of use of the DBIA 530 contract through the Design-Build Institute of America, does not allow reproduction, copying or sharing of their documents except with the party whom you are contracting with.

o Can you please provide the scoring rubric for the proposal?

• The Tribe does not have a scoring rubric for this RFP. Evaluation Criteria can be found in Part 3 of the RFP documents.
