About this file
This is a Performance Work Statement (PWS) issued by the US Department of Agriculture for the George Washington Carver Parking Lot Restriping Project. The project requires comprehensive restriping of a 965-space parking lot at the George Washington Carver Center to restore all pavement markings to compliance with visibility, safety, and regulatory standards.
The contractor must repaint all parking stall lines using commercial-grade, weather-resistant traffic marking paint with reflective glass beads, applying 4-inch white or yellow lines for standard 9 ft × 18 ft stalls. Additional requirements include 12-inch stenciled numbering for all 965 spaces (numbered 1–965), installation of 12 ADA-compliant handicap symbols with blue and white paint and blue hash-marked access aisles, and preparation for additional markings such as fire lanes, crosswalks, directional arrows, loading zones, and curb designations as directed by the Government. All work must comply with the Manual on Uniform Traffic Control Devices (MUTCD), Americans with Disabilities Act (ADA) Standards for Accessible Design, Maryland Municipal Regulations, OSHA safety standards, and manufacturer material specifications. The total period of performance is 30 calendar days from the Notice to Proceed, with defined milestones including a kickoff and site assessment (within 5 business days), work plan submission (within 7 business days), surface preparation (Days 10–15), restriping execution (Days 15–25), government inspection and punch list (Days 25–28), and final acceptance (Day 30). Key deliverables include pre-work layout confirmation, daily progress updates as directed by the Contracting Officer's Representative (COR), a final completion report, one-year workmanship warranty documentation, and before/after photo documentation. Work hours are generally Monday–Friday 6:00 pm to 10:00 pm and weekends, with off-peak scheduling to minimize operational disruption. The government will provide facility access and coordinate parking area closures, while the contractor is responsible for all site preparation, safety measures, traffic control, and compliance verification.

Project Title George Washington Carver Parking Lot Restriping Project
General Information
1.0 Background and Purpose
Background
The facility experiences high parking turnover and vehicle circulation demands. The striping is outdated and faded to the point that stall boundaries, ADA symbols, and directional indicators are no longer reliable.
Restriping is required to maintain regulatory compliance and ensure safe site operations for federal staff, visitors, and contractors.
Purpose / Statement of Need
The parking lot at the George Washington Carver Center contains 965 marked parking stalls, ADA spaces, directional markings, and safety designations. Due to weathering and heavy daily use, current markings fail to meet visibility, safety, and regulatory standards. The purpose of this acquisition is to refresh all pavement markings to ensure safe operations, ADA accessibility, efficient traffic flow, and compliance with MUTCD, ADA, and DCMR standards.
