Summary

This is a Performance Work Statement (PWS) from the U.S. Department of Agriculture (USDA) for the George Washington Carver Parking Lot Restriping Project. The project requires complete restriping of a 965-space parking lot at the George Washington Carver Center to restore safety, regulatory compliance, and ADA accessibility. The contractor must repaint all parking stall lines using traffic marking paint with reflective glass beads, provide 12-inch stenciled numbering for spaces 1 through 965, install 12 ADA-compliant handicap symbols with blue and white markings, and prepare pricing for additional markings including fire lanes, crosswalks, arrows, directional indicators, loading zones, and curb designations as directed by the Government. All work must comply with current editions of the Manual on Uniform Traffic Control Devices (MUTCD), ADA Standards for Accessible Design, Maryland Municipal Regulations for traffic markings, manufacturer specifications, and OSHA safety standards.

The total period of performance is 30 calendar days from the Notice to Proceed (NTP), with specific milestones including kickoff and site assessment (due within 5 business days), work plan and schedule submission (within 7 business days), surface preparation completion (Day 15), restriping execution completion (Day 25), government inspection and punch list resolution (Days 25–28), and final acceptance (Day 30). Standard work hours are Monday–Friday 6:00 pm to 10:00 pm and Saturdays and Sundays, with potential off-peak scheduling required to avoid interference with parking operations. Required deliverables include pre-work layout confirmation, daily progress updates as directed by the Contracting Officer Representative (COR), a final completion report, one-year workmanship warranty documentation, and before/after photo documentation. No travel, key personnel requirements, security clearances, or data rights are applicable to this contract. The Government will provide facility access, coordinate parking closures, and conduct prompt inspections, while the contractor bears responsibility for completing all work safely within the timeline, maintaining traffic control and site security, and performing all corrections at no additional cost.

Project Title George Washington Carver Parking Lot Restriping Project

General Information

1.0 Background and Purpose

Background

The facility experiences high parking turnover and vehicle circulation demands. The striping is outdated and faded to the point that stall boundaries, ADA symbols, and directional indicators are no longer reliable.

Restriping is required to maintain regulatory compliance and ensure safe site operations for federal staff, visitors, and contractors.

Purpose / Statement of Need

The parking lot at the George Washington Carver Center contains 965 marked parking stalls, ADA spaces, directional markings, and safety designations. Due to weathering and heavy daily use, current markings fail to meet visibility, safety, and regulatory standards. The purpose of this acquisition is to refresh all pavement markings to ensure safe operations, ADA accessibility, efficient traffic flow, and compliance with MUTCD, ADA, and DCMR standards.
