About this file
This is a Questions and Answers document for federal contract 12314426Q0139, a brand-new parking lot repainting and striping project at the George Washington Carver Center Building. The contract involves repainting parking stall lines, space numbers, handicap placards, stop bars, and cross-hatched buffer zones across four parking areas at the facility. The Period of Performance is 90 calendar days from Notice to Proceed, with a completion deadline of October 30, 2026.
The scope of work includes repainting all parking stall lines using traffic marking paint with reflective glass beads to promote longevity, repainting stop bars and letters in kind to match existing size and style, and respraying 12 handicap parking placards with blue wheelchair symbols and numbers (6 in Lot A and 6 in Lot B) on asphalt surfaces. The project encompasses 32 total handicap spaces distributed across three locations: 14 in front of Building #1, 12 in Lot B, and 6 in front of Building #4. Space numbers must be centered on parking spaces with bottoms aligned with line stripe ends, rendered in strong bonding epoxy paint without reflective beading. Cross-hatched buffer zones with 5–12 foot widths must be painted in white safety paint on sidewalks. The contract excludes electric charging stations, curb painting, signage or post removal, fire lanes, no parking designations, and yellow curb markings. Existing pavement markings on brick pavers should be removed using pressure washing rather than shot blasting to preserve surface integrity. All markings carry a one-year workmanship warranty applicable equally to asphalt, brick paver, and concrete surfaces. Grass and debris removal is limited to areas impacted by painting activities only. The contractor has discretion in determining project phasing across the four parking areas.

12314426Q0139 Questions and Answers
Q- Is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A. This is a brand-new contract
Q- Please confirm that all numbers are to be blacked-out with a black square.
A. Only numbers to be blacked out are numbers presently existing within handicap spots.
Q- Please confirm that there is no paint work at the charging stations.
A. Electric charging stations are not part of this contract, nor will they be painted.
Q- Please confirm that no signage or post removal or replacement is to be included.
A. Existing site signage and parking posts are not part of this contract, nor is any removal required.
Q- Please confirm all numbers are to be at the entrance end of the space. Note: This may cause the numbers to be out of line when placed at the bottom of the existing handicap symbol.
A. All space numbers are be centered on parking space, with bottom of number aligned with the ends of each line stripe, from left to right (see example below):
A. The following pictorial would be the representation expected for handicap parking spaces presently marked with painted placards (total of 12 qty) 6-Lot A and 6 Lot B. Each of these lots will require the placards to be resprayed on the ground, to include the numbering as illustrated in picture.
Note: The existing handicap spaces that have vertical handicap poles will not require handicap ground placards, just newly sprayed space numbers. These space numbers will match other space number sequences being used. Our count of handicap spaces at site is as follows: 32 total =14-in front of Building #1, 12-in Lot B, 6- in front of Building #4.
Q- Please confirm all Stop Bars, Stop Letters, and any other lettering that exists on the pavement are not to be included (just left as is).
A. All existing Stop bars and Stop letters are to be repainted in kind, to match existing size and style.
Q- Please confirm that two (2) white cross walks are to be painted.
A. As noted during site visit, cross hatching for sidewalks will be required. Each sidewalk cross hatching will be painted with a safety white paint. The cross hatching should mimic the following representation:
CROSS‑HATCHED BUFFER ZONE (ASCII ENGINEERING‑STYLE DIAGRAM)
|<<<<<<<<<<<< CROSS-HATCHED BUFFER ZONE >>>>>>>>>>>>>|
| (No Parking / Fire Lane / Sightline Buffer / ADA Use) | <------------ Buffer Width: 5–12 ft ------------->
Q- Please confirm that curb painting is not to be included (just left as is).
A. Curb painting is excluded from this contract.
Q- The PWS mentions states, “All parking stall lines shall be repainted using traffic marking paint with reflective glass beads”. Please confirm that all other painting and numbering are not to have reflective glass beads.
A. All parking stall lines are required to be painted with glass beads (no deviation) to promote longevity of lines, however due to the fact the parking lots are not typically used at nighttime, we would prefer the numbers be done in a strong bonding epoxy paint.
Q- Please provide a CAD Drawing of the parking area that we can use to provide the required Pre-work Layout Confirmation.
A. Please find attached site plan drawing that depicts details discussed during site visit.
Note: Right clicking the above picture will allow you to adjust the size.
Q- The SF1449 indicates a Period of Performance from July 22, 2026, through October 30, 2026. The Commercial Construction Specifications reference completion within 90 calendar days after Notice to Proceed. The Performance Work Statement references completion within 30 calendar days after Notice to Proceed.
A. The POP is 90 days.
Q- Should the stop bars be relocated to behind the crosswalks, or restriped as existing?
A. Restriped as existing
Q- Should the stop bars be retroreflective?
A. No
Q- How should we anticipate the eradication of existing pavement markings on the brick pavers? We suggest shot blasting.
A. Shot blasting / sand blasting is generally a last resort. It will remove paint but can also:
1)Roughen or etch the surface
2) Alter the color
3) Change the pavers’ uniform appearance
4) Require resealing afterward
USDA would prefer using pressure washing method, which is more effective. This should be done at the discretion of the contractor.
Q- How many phases is this project expected to be completed in?
A. Phasing can be dictated by Contractor, our reference of phasing during site visit was only relevant to the fact there are 4 parking areas. There is no standard element built into SOW breaking out phasing concepts.
Q- The PWS lists arrows, crosswalks, fire lanes, curbs, and "No Parking" designations both as work the contractor "shall paint" under Layout and Striping, and as "Additional Markings" to be priced as directed by the Government. Are these markings included in the base fixed-price scope, or are they separately directed options outside the base price? If directed options, will quantities and locations be provided to offerors before bids are due?
A. They should be included base fixed price scope. The project does not include fire lanes, curbs, or no parking designations.
Q-The PWS requires a one-year workmanship warranty on all markings. Portions of the lot are brick pavers and concrete rather than asphalt. Does the one-year warranty requirement apply equally to markings on the paver and concrete surfaces, or will the Government accept a modified warranty for those areas?
A. Same warranty is applicable.
Second Phase of Questions Received on 07/06/2026 JS^
Q- ADA stalls near the building main entrance are numbered. Will these remain numbered and, if so, will the numbering remain in the same location?
A. Numbering will be required to mirror this representation, as answered earlier on.
Q- Numbered stalls on Brick. Currently 24" stencils are painted on bricks in certain areas. Will these be repainted as currently marked or should the existing stenciling be removed using grinding or other methods before remarking?
A. Repainted to match above stenciling.
Q- Will removal of grass/debris growing through asphalt cracks be included in the lot clean-up? If so, will this be limited to areas impacted by painting or inclusive of the full lot.
A. Grass/debris will be within areas impacted by painting only.
Q- Please confirm that no stall lines not included on the site plan to be provided are included in the scope of work including parallel parking stalls on the roadway toward the daycare center and the "cap line" in the prior van/camper storage area.
A. These stall lines are part of the figure 965 and will be painted.
Q- Are green EV parking stalls included in the scope?
A. This question was previously answered:
Q- Please confirm that there is no paint work at the charging stations.
A. Electric charging stations are not part of this contract.
Q- Should all markings include reflective glass beading (i.e. stop bars, ADA stencils, stall numbers, etc) or do only the stall lines require reflective beading?
A. Cross hatching areas and stall lines only will receive glass beads.
Q- Are yellow curbs included in the scope of this project?
A. This question was previously answered:
Q- Please confirm that curb painting is not to be included (just left as is).
