About this file

File Type: This is a Justification for Brand Name Acquisition under FAR 12.102(a) for a procurement valued between the micro-purchase threshold and the Simplified Acquisition Threshold (SAT) of $350,000.

Contracting Activity and Requirement: The Department of Veterans Affairs, Regional Procurement Office-East (RPO-E), Network Contracting Office 4 (NCO 4) is seeking preventive maintenance and repair services for patient ceiling lifts at Wilmington VA Medical Center. The requirement is specifically for Guldmann brand patient ceiling lifts, with a current inventory of 115 units. The estimated contract value for the base period plus four one-year option periods is redacted in the document. The Original Equipment Manufacturer (OEM) has indicated that only OEM-trained and certified personnel using OEM-provided parts may perform maintenance and repairs, and that the OEM works exclusively with one authorized third party for these services.

Justification and Market Research: The contracting officer justifies the brand-name restriction based on the unique characteristics of the Guldmann equipment, which requires OEM-specific maintenance and repair services. Market research conducted through FPDS and Adds Up identified two vendors capable of meeting the requirements, with prior contracts awarded for Guldmann patient ceiling lift maintenance and repairs. The Contracting Officer Christine Shockly certified approval of this procurement in accordance with FAR 12.102(a). The justification was prepared by Matthew Wright, Contract Specialist, with an effective date of November 15, 2024, under Acquisition Plan Action ID 36C244-26-AP-0982.
