About this file

This document is a Standard Operating Procedure (SOP) for Ammonia Delivery developed by Pasadena Water & Power (PWP) for the Glenarm Power Plant, specifically detailing procedures for delivering 19% ammonia to tank AST-TNK-1165 serving GT-3 and GT-4 combustion turbines. The comprehensive procedure outlines precise pre-delivery, delivery, and post-delivery protocols including safety measures, operational steps, valve configurations, personnel positioning, monitoring requirements, and emergency response guidelines. Key safety requirements include maintaining confined space entry permits, wearing appropriate personal protective equipment, verifying equipment functionality, cordoning off delivery areas, and monitoring for potential ammonia leaks during offloading.

The procedure is directly linked to the power plant's Selective Catalytic Reduction (SCR) system for controlling nitrogen oxides (NOx) emissions, with detailed job hazard analyses addressing chemical exposure risks, corrosive material handling, and confined space entry protocols. Critical safety equipment and procedures are specified, including eyewash stations, safety showers, respiratory protection, monitoring devices, and specific protective clothing requirements. The document emphasizes strict safety protocols, with multiple checkpoints and immediate cessation procedures in case of potential hazards, such as securing offloading if tank levels reach 95% or if any leaks or high-level alarms are detected.

Glenarm Power Plant Standard Operating Procedures GT-3&4 Glenarm GT3&4-01 19% Ammonia Delivery Procedures to GT-3&4 Tank AST-TNK-1165

Prior to Ammonia Delivery:

1. Ensure the fill valve on the GT-3&4 19% ammonia tank is open.

2. Ensure the vapor return valve on the GT-3&4 19% ammonia tank is open.

3. Ensure the 3-way fill valve (5-AST-DV-1007-1) is aligned to GT-3&4 tank.

4. Verify that the indicator light for fill is showing RED.

5. Ensure the 3-way vapor return valve (5-AST-DV-9008-1) is aligned to GT-3&4 tank.

6. Verify that the indicator light for vapor return is showing RED.

7. Ensure the valve for the ammonia drain pot discharge line is open at the tank.

8. Prepare confined space entry permit.

NOTE: Please verify that the 3M GVP-404 Cartridge used on PAPR is not expired.

9. Ammonia pit entry must be in compliance with NH3 pit JSA (Attached: Appendix A).

10. Ensure the drain pot drain valve is closed.

11. Ensure the recirc line from 19% ammonia pump discharge to drain line is closed.

12. Open the 19% ammonia return pump discharge valve.

13. Open the 19% ammonia return pump suction valve.

14. Open the 19% vapor return line low point drain valve.

15. Open air supply to 19% ammonia return pump to start pump.

16. Run pump until vapor return line is completely drained.

17. Secure 19% vapor return line low point drain valve.

18. Open the 19% fill line low point drain valve.

19. Open air supply to 19% ammonia return pump to start pump.

20. Run pump until fill line is completely drained.

21. Secure 19% fill line low point drain.

22. Secure 19% ammonia return pump suction and discharge valves.

23. Egress from confined space.

Ammonia Delivery:

1. Delivery is to be conducted in accordance with the ammonia delivery company’s established written procedures (Attached: Appendix B).

2. Station one operator at GT-3&4 19% ammonia tank to verify level and check for leaks etc. while offloading ammonia.

3. Station second operator at ammonia unloading station with delivery driver.

4. Switch Glenarm monitor screens to cameras 18 and 20.

5. Walk driver through system/discuss safety features: emergency shutdown procedures, location of safety shower/eyewash station, location of the 3-way valves and indicator lights.

6. Verify that shower and eyewash station are operational.

7. Cordon off delivery piping and truck with tape.

8. Ensure ammonia being delivered concentration is 19%.

9. Unlock 19% fill and vapor return connection valves.

10. Ensure driver attaches grounding strap to delivery truck.

11. Make announcement to all hands that ammonia delivery has started.

12. Ensure non-essential personnel are clear from unloading area during offload.

13. Give driver OK to start filling 19% ammonia tank.

14. Monitor trenches for ammonia leaks during the duration of offload.

15. Secure filling immediately in the event of a leak.

16. Secure filling immediately in the event of a high-high audible or visual alarm.

17. Secure filling immediately if tank level in the 19% ammonia indication reaches 95%.

18. Upon completion of offload secure and lock 19% unloading station connection valves.

After Delivery is Complete:

1. Re-enter ammonia pit in compliance with NH3 pit JSA.

2. Ensure the recirculating line form 19% ammonia pump discharge to drain line is closed.

3. Open the 19% ammonia return pump discharge valve.

4. Open the 19% ammonia return pump suction valve.

5. Open the 19% vapor return line low point drain valve.

6. Open air supply to 19% ammonia return pump to start pump.

7. Run pump until vapor return line is completely drained.

8. Secure 19% vapor return line low point drain valve.

9. Open the 19% fill line low point drain valve.

10. Open air supply to 19% ammonia return pump to start pump.

11. Run pump until fill line is completely drained.

12. Secure 19% fill line low point drain.

13. Secure 19% ammonia return pump suction and discharge valves.

14. Egress from confined space.
