Design Build Contract for Project Port Angeles Federal Building Fire Alarm Replacement
Solicitation: GS-P-10-16-LT-7001 PA Amendment 0001
1. Pre-proposal Conference/Site Visit: A pre-proposal conference and site visit was held on 08/10/2016, started in Room 105 of the main floor of the Richard B. Anderson Federal Building, located at 138 West 1rst Street, Port Angeles, Washington. A copy of the attendance sheet is attached.
a. As the availability of some locations were only available early on the pre-proposal conference was deferred until after the site visit. The Contracting Officer made it clear that individuals could ask questions during the site visit, but were required to follow-up with the same question in writing to the Contracting Officer as required in the Solicitation. Questions that were not received in writing would not be considered as it is critical that questions be properly documented and appropriate answers provided to all perspective Offerors participating in this procurement. Additionally, conversations by GSA participants and support staff were to be required to be loud enough for all attendees to hear. Additionally, guidelines for photography were provided to attendees, as photographs were not allowed in certain areas.
b. The site visit began with review of offices for the U.S. Immigration and Customs Enforcement (I.C.E), the U.S. Customs and Border Protections, followed by tours of restrooms, attic space, stairwells, closets, lobby, Social Security Administration spaces, conference rooms, and all room in the basement of the facility. All spaces were toured. Attendees were afforded the opportunity to look at any of the spaces that they were concerned with or needed access to for the project. The Contracting Officer specifically asked all attendees in each area toured if they were satisfied with review of the area. Once all parties affirmed that they were satisfied the tour proceeded to the next location.
c. Attendees were provided access to facility drawings and were encouraged to take pictures of said drawings, as well as request electronic copies of drawings (It was noted that the GSA could not guarantee the accuracy of the drawings was not known. As such, attendees were cautioned that the information shown needed to be field verified by the attendee or their subcontractors. It was the responsibility of the attendees to field verify while onsite).
d. At the conclusion of the tour a pre-proposal conference was held in the lunch area of the Social Security Administration, with the Contracting Officer, the GSA project manager, the GSA Region 10 Chief Architect, the GSA Fire/Life/Safety Authority Having Jurisdiction, the GSA Property Managers who provided an overview of the project scope, evaluation criteria, critical due dates for questions, and proposals, requirements for submission of questions in writing, as well as listened to questions from Attendees who would later be submitting the questions in writing.
e. The site visits concluded when all attendees affirmed their satisfaction with the areas visited and indicated that they had seen all areas that had been requested to be visited. It was noted that the Contracting Officer was very that all information would be shared to potential Offerors via amendment to ensure fair competition.
Reminder: regarding drawings (in pdf, TIFF, and DWG) provided for reference. Offeror’s are cautioned that the accuracy of the drawings cannot be guaranteed, as there may have been upgrades to systems, equipment, electrical, mechanical architectural, and other areas. Review of site conditions was advised in both the initial solicitation and during the site visit to ensure that Offerors were satisfied with the information provided and field verification conducted during the site visits. It is also noted that the project is a design-build project and that the project Awardee will be expected to perform due diligence during the Design Phase of the project to identify and resolve issues encountered within their proposed price submitted. Change orders and modifications are allowed under the terms and conditions of the base IDIQ contract, which may both increase price and time will be expected in the case of unforeseen site conditions or other issues where a reasonable and skilled construction professional and their team could not have foreseen or predicted during the site visit or procurement process prior to award. As such, Offers should not contain pricing for contingencies for such items
