About this file
This document is a Request for Information (RFI) issued by the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) regarding potential partnering opportunities for the use of two land parcels on the GSFC campus.
The RFI seeks input from industry, academia, and other government agencies on concepts for utilizing the former Building 2 (B.2) site, a 3.18-acre plot of undeveloped land, and the site north of Building 27 (B.27), a 0.3-acre partially undeveloped area. The purpose is to gauge partner interest, promote aerospace-related capabilities, and solicit innovative ideas for the use of these locations. Respondents are asked to discuss their potential use of the parcels, including long-term vision, required infrastructure modifications, timelines, and environmental considerations. NASA plans to use the RFI responses to define requirements, gauge market interest, and determine whether to issue a competitive Announcement for Proposal. Responses are due by 12:00 pm Eastern Time on May 20, 2024. NASA will not publicly disclose proprietary information and has no intent to pay for or reimburse the cost of responses.

Solicitation:
RFI-GSFC-2024-0351
Agency/Office:
National Aeronautics and Space Administration, Goddard Space Flight Space Center
Location:
Goddard Space Flight Center, Greenbelt MD
Title:
Request for Information – Concepts for Operation and Utilization of on-site/near-site Buildings and Space
Description(s):
Introduction: The Goddard Space Flight Center (GSFC) advances NASA’s mission by leading scientific research, and by building, launching, and operating instruments and spacecraft. As a science center, GSFC seeks to understand the Earth and to explore the universe through a robust program of scientific research in Earth science, astrophysics, heliophysics, and planetary science.
The GSFC Master Plan ensures that future real property development effectively and efficiently supports GSFC missions and is in alignment with its designated roles and responsibilities and its strategic management goals and objectives. The plan calls to explore new partnerships that reinforce GSFC’s vision. Potential partnership areas have been designated along the south perimeter and in the north quadrant of the campus. The GSFC Management Operations Directorate is responsible for implementing and administering the GSFC Master Plan and all partnering initiatives that NASA will consider must align with the GSFC Master Plan.
This Request for Information (RFI) concerns the land at the previous Building 2 (B.2) site and the site North of Building 27 (B.27) which may potentially include B.27N (see attached maps) for on-site/near-site opportunities for industry consideration. Both sites are currently located inside secured NASA fencing, requiring all employees and visitors to go through NASA Procedures and Polices for badging and escorting. However, NASA is assessing the potential relocation of fence lines to allow for public access. Power, Sewer, Communication, and Steam utilities are all located in the vicinity of the sites.
B.2 – The B.2 site is situated on Aerobee Road adjacent to Building 1 and Building 6. The site is a 3.18-acre plot (139,000 square feet) of undeveloped land identified as a potential partnership area for a future facility with an adjacent parking lot of approximately 86,000 square feet. The site is near Greenbelt Rd, and fence line modifications would allow direct access. Currently, this site can accommodate a facility large enough to house up to 1,200 personnel if utilized solely as an office space building. This site could include an office/research/industrial mix building to provide partnering opportunities with the GSFC Greenbelt Campus for the research and development of technology to support GSFC’s core capabilities. These include heliophysics, earth sciences, astrophysics, planetary sciences, and space communications and navigation.

B. 27 – The B.27 site is located on Explorer Road inside of the north gate and is approximately .3-acres (13,500 square feet) of partially undeveloped land north of Building 27. The B.27 site is just north of the Building 34 Exploration Science building which houses the Astrophysics Science Division and the Solar System Exploration Division. It is also located across the street from Building 29 Spacecraft Systems Development and Integration Facility and the new Building 37 Instrument Development Facility. Building 27N is an approximately 3,700 square foot building adjacent to the site and may be available for future partnership.
Purpose of this RFI:
The purpose of this RFI is to gauge partner [academia, industry, other government agency, etc.] interest in proposed land holdings at GSFC, promote activities that will build, expand, modernize, or operate aerospace-related capabilities at GSFC, and seek input on transformative and innovative ideas for usage of the described locations.
Information Sought:
Responses to this RFI shall address the following information, as applicable:
1. Discuss any concepts regarding your potential use of these parcels including your long-term vision, e.g. 5, 10, 20 years from now. Include a description of the functions and capabilities you envision performing at the site.
2. Describe and/or identify any potential infrastructure additions or modifications to the sites and nearby NASA infrastructure that may be required or could make the land holding more desirable (i.e., moving fence line).
3. Develop a general timeline to include targeted completion and commencing operations.
4. Identify any potential environmental permits that would be required (e.g., to discharge to air or water, etc.) along with any hazardous materials, hazardous substances, hazardous wastes, or petroleum products associated with the proposed use of the sites.
5. Describe any current or past similar experience. Describe how those experiences are progressing, including both good and bad aspects, any modifications that had to be enacted, and any lessons learned. Include whether these previous experiences are with a federal government entity, state, academic institution, industry partner, etc.
Response Instructions: U.S. entities including commercial, federal, and state organizations are invited to submit responses to this RFI.
All responses must be submitted as an electronic file in Portable Document Format (PDF) via email to: hq-realestate@mail.nasa.gov.
Responses must be received no later than 12:00 pm Eastern Time on May 20th, 2024.
It is not NASA’s intent to publicly disclose responses or proprietary information obtained through this RFI; therefore, responses should clearly identify such information as proprietary.
NASA will protect such data from public disclosure to the extent permitted under the Freedom of Information Act and other laws and regulations.
NASA has no intent to reply to individual responses but reserves the right to conduct follow-up interviews with respondents, if needed.
Additional Information: NASA requests this information for planning purposes only. This RFI does not constitute a Request for Proposals, Invitation for Bids, Request for Quotations, or Announcement for Proposals. This RFI is not an offer or commitment by the Government to enter into a contract or other type of agreement. Moreover, the Government will not pay for the information submitted in response to this RFI, nor will the Government reimburse respondents for costs incurred to prepare responses to this RFI.
NASA will use the RFI responses to define requirements for use of Building 2 and 27 sites, gauge market interest in the use and operation of the land and/or buildings and determine whether it is in the Government’s best interest to issue a Notice of Availability (NOA) followed by a competitive Announcement for Proposal (AFP). NASA reserves the right to amend or withdraw this RFI at any time. NASA GSFC seeks to ensure broad awareness and visibility of this RFI; however, it is each respondent’s responsibility to monitor the SAM.gov website for additional information or amendments to this RFI.
